RESOLUTION
A RESOLUTION MAKING AVAILABLE CERTAIN LANDS FOR JOB CORPS CAMP SITES
IN COOPERATION WITH THE ECONOMIC OPPORTUNITY ACT OF 1964
WHEREAS: A Job Corps Camp could be utilized to the fullest extent in
Shawnee Agency jurisdiction for various purposes as intended
by the Economic Opportunity Act of 1964, and
WHEREAS: Certain lands described as SE¼ of the NE¼ and the S½ of the NE¼
of the NE¼ of Section 31- T10N- R4E in Pottawatomie County are
presently Government owned lands, however legislation is now
pending in the Congress of the United States to convey said lands
to the Citizen Band of Potawatomi Indians of Oklahoma, unrestricted
and taxable, and
WHEREAS: It is the desire of the Citizen Band of Potawatomi Indians of
Oklahoma to cooperate and participate in the improvement of their
community and its people,
NOW THEREFORE BE IT RESOLVED: That it is agreeable that ten (10) acres
of the land described as SE¼ of the NE¼ and S½ of the NE¼ of the
NE¼ of Section 31 - TION - R4E in Pottawatomie County shall be
available for the use of the Department of Interior as a Job
Corps Camp site, without cost, with the following stipulations:
1. This land will be available for the use of the Department
of Interior for so long as it is needed, with out cost,
for use as a site for a Job Corps Camp.
2. All buildings erected on this site shall remain as improve-
ments to the land at such time as the Job Corps Camp is
discontinued.
3. It is the desire of the Tribe that an area which has been
designated as Park Area be developed by the enrollees of
the Job Corps Camp for their use and the use of the general
public. This area encompasses approximately 30 acres and
adjoins the land which is available for the Camp Site.
CERTIFICATION
We hereby certify that the foregoing Resolution was duly adopted by
a vote of 5 in favor and None voting against, there being
a quorum of the Business Committee present at a Special Business Committee
held July 22, 1964.

It is hereby agreed to by and between the Absentee Shawnee Indian
Tribe and the Citizen Band of Potawatomi Indians that the former
Shawnee Agency lands and the Shawnee Indian Sanatorium buildings
and lands shall be divided between the above mentioned Indian tribes
as follows:
Absentee Shawnee Indian Tribe shall receive land described as
follows:
Beginning at a point 1320 feet South and 726 feet West of the NE/
corner of the Northeast Quarter (NE/4) of the Southwest Quarter (SW/4),
Section 31, Township 10 North, Range 4 East, Indian Meridian, Pottawatomie
County, Oklahoma, thence 220.44 feet, thence West 594 feet to
the point of intersection with the West line of the NE/4 SW/4, thence
North along the West line a distance of 439.56 feet to the midpoint of the
west line of the NE/4 SW/4, thence East a distance of 17 feet to the
intersection with the West right-of-way line of the Oklahoma State
Highway #18, thence Northeasterly along the West right-of-way line a
distance of 503 feet, thence East 1485 feet to the West right-of-way
line of the A.T. & S.F. Railway right-of-way, thence Southwesterly
along the West right-of-way line a distance of 1223 feet to a point
in the South line of the NE/4 SW/4, said point being 129 feet West of
the SE/corner of the NE/4 SW/4, thence West along the South line of the
NE/4 SW/4 a distance of 597 feet, to the point of beginning, containing
33.23 acres, more or less;
Citizen Potawatomi Tribe shall receive land described as follows:
Northeast Quarter (NE/4) of the Northeast Quarter (NE/4); Southeast
Quarter (SE/4) of the Northeast Quarter (NE/4) and Southwest Quarter
(SW/4) of the Northeast Quarter (NE/4), Section 31, Township 10 North,
Range 4 East, Indian Meridian, Pottawatomie County, Oklahoma,
containing 120.00 acres, more or less.
That part of the Northwest Quarter (NW/4) of the Southeast Quarter
(SE/4) described as: Beginning at the Southwest corner of the Northwest
Quarter (NW/4) of the Southeast Quarter (SE/4), Section 31, Township 10
North, Range 4 East, Indian Meridian, Pottawatomie County, Oklahoma,
thence East 1320 feet, thence North 1320 feet, thence West 1320 feet
to the center of the Section, thence South 167 Feet thence East 183
to the intersection with the West line of the A.T. & S.F. Railroad
right-of-way, thence Southwesterly along the West right-of-way line a
distance of 856 feet to the intersection with a point in the West line of
the Northwest Quarter (NW/4) of the Southeast Quarter (SE/4), said

more or less.
All the minerals on or underlying the following described land:
South Half of Lot 2, (SW/4 of the NW/4) and that part of the
Southwest Quarter (SW/4) of the Southeast Quarter (SE/4) of the
Northwest Quarter (NW/4) lying West of the center line of Oklahoma
State Highway #18 and adjacent to the South Half of Lot 2; All in
Section 31, Township 10 North, Range 4 East of the Indian Meridian,
in Pottawatomie County, Oklahoma, and containing 19.87 acres more or
less. The Surface of said land was heretofore Conveyed to Pottawatomie
County, Oklahoma.
It is further agreed that all necessary easements and right--of—ways
required across the above described lands for the present or future
utilities services by either tribe shall be granted without
compensation.
It is further agreed that the sewerage disposal plant which is located
on Citizen Band of Potawatomi Indians land shall be available for
use and maintenance of the Absentee Shawnee Tribe in connection with
the operation of the Sanatorium buildings so long as it is necessary.
This agreement entered into by the governing bodies of the Absentee
Shawnee Indian Tribe and the Citizen Band of Potawatomi Indians this
2nd day of January, 1963.

RESOLUTION
A RESOLUTION PERTAINING TO NOT OPENING THE TRIBAL ROLL AGAIN FOR
DISTRIBUTION OF CLAIM MONIES FROM DOCKET 71-A
WHEREAS: Funds were appropriated by the Act of September 8, 1960
(74 Stat. 830) awarded by the Indian Claims Commission
for Docket 71-A, and
WHEREAS: The Tribal Roll of the Citizen Band of Potawatomi Indians
of Oklahoma was declared closed as of midnight September
15, 1961 and June 29, 1963, and
WHEREAS: Each time the Citizen Band has prepared their roll to make
distribution to the tribal members they have been stopped
by an injunction filed by the Prairie Band Potawatomi, and
WHEREAS: Enrollment of applicants eligible for membership as of
midnight June 29, 1963 has been completed, and
WHEREAS: The Citizen Band roll is in order and has been approved
by the government
.
NOW THEREFORE BE IT RESOLVED: That when the funds become available
the Tribal Roll of the Citizen Band of Potawatomi Indians
of Oklahoma not be opened again for enrollment for the
distribution of funds awarded for Docket 71-A.

A RESOLUTION DESIGNATING A.B. PECORE AS REPRESENTATIVE TO SIGN
PAPERS FOR A.A.A. FEED SORGHUM PROGRAM.
WHEREAS: The Business Committee has voted to divert forty-five
and one-half (45½) acres in Section 31, T 10 N, R 4 E,
being part of Tract # 1 and Tract # 2, for the A.A.A.
Feed Sorghum Program for 1965, and
WHEREAS: It is necessary that one person of the Business Committee
be designated as their representative to sign the papers
for the program.
NOW THEREFORE BE IT RESOLVED: That A.B. Pecore, Vice-Chairman, has
been designated as the Business Committee to act as their
representative to sign the necessary papers in order to
participate in the A.A.A. Feed Sorghum Program for 1965.
AND BE IT FURTHER RESOLVED: That payments received from this
program shall be made payable to The Citizen Band of
Potawatomi Indians

A RESOLUTION ESTABLISHING THE OPERATING BUDGET FOR THE CITIZEN BAND OF
POTAWATOMI INDIANS OF OKLAHOMA FOR FISCAL YEAR 1966
WHEREAS: The Citizen Band of Potawatomi Indians of Oklahoma have received
agricultural rentals during the current fiscal year amounting to
$1,200.00, and
WHEREAS: There is presently $7,100.00 remaining in a local depository
and we do not anticipate the need for additional operating
funds during fiscal year 1966, and
WHEREAS: It is expected that we will utilize approximately $1,500.00
for the balance of the current fiscal year.
NOW, THEREFORE BE IT RESOLVED: That the funds in the amount of $5,600.00
be rebudgeted for use in fiscal year 1966 as follows:

RESOLUTION
A RESOLUTION REQUESTING PROGRAM DEVELOPMENT FUNDS FOR THE BUSINESS COMMITTEE
OF THE CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA FOR FISCAL YEAR 1966
WHEREAS: Resolution Pott-63-4, adopted under date of June 29, 1963 authorized
that 10% of the present claim funds, in the amount of $211,219.00,
from Docket 71-A be set aside for program development by the
Citizen Band of Potawatomi Indians of Oklahoma, and
WHEREAS: The Business Committee of the Citizen Band of Potawatomi Indians
of Oklahoma is of the opinion that the preliminary injunction
obtained by the plaintiffs in Prairie Band of Potawatomi Tribe
of Indians, Mrs. Minnie Evans, etc., v. Stewart L. Udall, et al.,
Civil No. T-3412 does not pertain to the aforesaid program
development funds, and
WHEREAS: The Citizen Band of Potawatomi Indians of Oklahoma received the
deed to approximately 202 acres of the former Shawnee Sanatorium
grounds and certain buildings on April 3, 1965, and
WHEREAS: The Business Committee of the Citizen Band of Potawatomi Indians
of Oklahoma is desirous of making substantial improvements such
as; timber clearing, leveling, filling, grading and fencing to
said land, and
WHEREAS: The Business Committee of the Citizen Band of Potawatomi Indians
is desirous of making certain repairs to the buildings.
NOW, THEREFORE BE IT RESOLVED: The program development budget for fiscal
year 1966 be as follows:
Timber clearing, leveling, grading
and fencing on 40 acres- - - $ 5,000.00
Filling and leveling manholes, cesspool
and wells - - - - - $ 3,000.00
Repair and protection of buildings - $ 2,000.00
Total - - - - $10,000.00
AND BE IT FURTHER RESOLVED THAT: The Commissioner of Indian Affairs
approve this budget in the amount set forth above and that
these funds be made available at the earliest possible date
from interest in the United States Treasury, which has accrued
from claim awarded under Docket 71-A, and these funds to be
deposited in a local depository for the use of the Business
Committee.

ANNUAL COUNCIL MEETING
June 26, 1965
RESOLUTION
A RESOLUTION PERTAINING TO RELEASING OF CLAIMS MONIES FOR DOCKET 71-A
WHEREAS: The Court of Claims has rendered a judgment in favor of the
Potawatomi Nation as follows:
""That the Potawatomi Nation, as created by the treaty of
June 5, 17, 1846, as it then existed, have and recover
of and from the defendant (The United States of America)
for the benefit of all descendents of members of said
nation as it was constituted and recognized by the United
States in said treaty, the sum of $3,288,974.90.”, and
WHEREAS: It has been further provided by the judgment of the Court of Claims
that 1400/2180ths of the award of $3,288,974.90 go and be distributed
to the Citizen Band of Potawatomi Indians, and
WHEREAS: No payment has been made on this judgment and the payment of the
money is being held up apparently because of the pendency on appeal
to the Court of Appeals for the Tenth Circuit of a certain civil
action filed in the United States District Court for the District of
Kansas, the same being Civil Action No. T-3412 entitled “Prairie
Band of the Potawatomi Tribe of Indians; Mrs. Minnie Evans, whose
Indian Name is Minnie Weshkenoo ; John P. Wahwassuck; Alfred Curtis
Pequano; James P. Wabnosah; and William Hale, plaintiffs, vs.
Stewart L. Udall, Secretary of the Interior; Philleo Nash, Commissioner
of Indian Affairs, and Buford Morrison, Area Field Representative,
Defendants.” While a preliminary injunction was issued in this case,
the language of the injunction was as follows:
IT IS THEREFORE HEREBY ORDERED THAT upon the filing and the
approval of a bond in this cause for the sum of One Thousand
Dollars ($1,000) that a preliminary injunction issue to enjoin
these defendants from making any distribution of the appropriated
funds contrary to the Award of the Indian Claims Commission of
1956 (4 Ind.C1.Comm.Repts.409.)”
A distribution to the Citizen Band of Potawatomi Indians would in no
way be a violation of or be contrary to the award of the Indian
Claims Commission of 1956, and

WHEREAS: Both the Citizen Band and its members have agreed upon the formula
of distribution of that part to which the Citizen Band is entitled
under the judgment of the Court of Claims which is 1400/218Oths,
and the identity of the persons entitled thereto. There is no
dispute among the Citizen Band or its members as to amounts, identities
or any other feature of the distribution. Futhermore, the dis-
tribution to the Citizen Band of Potawatomi is not affected in any
way by the distribution to the Prairie Band of Potawatomis of
780/2180ths and there is no valid reason why a dispute among members
of the Prairie Band of Potawatomi Indians as to identities or
amounts for the persons entitled to the same should hold up or
affect the distribution of the funds to the Citizen Band of
Potawatomi Indians.
NOW THEREFORE BE IT RESOLVED: That The Citizen Band of Potawatomi Indians
of Oklahoma respectfully urge that members of Congress from Oklahoma,
and United States Senators from Oklahoma take such steps as are
necessary to provide an immediate distribution of the award of that
portion of the award to which the Citizen Band of Potawatomi Indians
are entitled, in accordance with the formula and proportions agreed
upon by the Citizen Band and approved by the Indian Department, and
if necessary, that a Special Act be passed immediately making it the
mandatory duty of the Indian Department and the Secretary of Interior
to forthwith distribute the funds of the Citizen Band of Potawatomi
Indians as agreed upon by the Indians and approved by the Indian
Commissioners.
BE IT FURTHER RESOLVED: That a copy of this Resolution be mailed to each
member of Congress and each United States Senator from Oklahoma.

of 58 for and None against, of the Council, there being a quorum
