Description72-01: SUMMARY: Resolution amending Citizen Potawatomi budget resolution Pott-71-11, Fiscal Year 1972, and requesting the advancement of remaining funds in the U.S. Treasury for tribal operating expenses. TRANSCRIPTION: POTT-72-1 RESOLUTION POTT-72-1 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS COMMITTEE MEETING SHAWNEE, OKLAHOMA September 16, 1971 A RESOLUTION AMENDING CITIZEN POTAWATOMI BUDGET RESOLUTION POTT- 71-11, FISCAL YEAR 1972, AND REQUESTING THE ADVANCEMENT OF RE- MAINING FUNDS IN THE U. S. TREASURY FOR TRIBAL OPERATING EXPENSES. WHEREAS, Budget Resolution Pott -71-11 was developed only for funds available in a local depository, and WHEREAS, these funds are nearly exhausted, due primarily to unan- ticipated enrollment expenses, and WHEREAS, the Citizen Potawatomi Business Committee desires to amend Pott-71-11 in the manner outlined below and requests that the $5,000.00 remaining in the U. S. Treasury from Indian Claims Commission Docket No. 96 for tribal operating expenses be advanced for fulfillment of the amended budget. The balance of the funds will be invested in a local depository for future budgets. Per Diem - Business Committee Meetings $ 500.00 Per Diem - Special Meetings 150.00 Office Supplies 350.00 Secretarial Expenses 1,500.00 TOTAL $2,500.00 NOW, THEREFORE BE IT RESOLVED that the original Citizen Potawatomi Fiscal Year 1972 budget be amended to include the above amount, and BE IT FURTHER RESOLVED that the total remaining tribal operating funds presently in the U. S. Treasury be advanced directly to the bonded Secretary-Treasurer for deposit in the tribal checking account, in accordance with the amended budget, and the balance invested for future utilization. CERTIFICATION We hereby certify that the above Resolution was duly adopted by a vote of 5 in favor and 0 opposed during a Special Business Committee Meeting on September 16, 1971. 72-02: SUMMARY: Resolution requesting that lands conveyed to the Citizen Band of Potawatomi Indians of Oklahoma pursuant to the Act of August 11, 1964 {78 Stat. 393) and the Act of September 13, 1960 (74 Stat. 903) by quitclaim and subject to no restrictions because of Indian ownership be redesignated restricted lands and maintained in trust by the Department of Interior for the aforementioned Indian Tribe. NOW THEREFORE BE IT RESOLVED that the Citizen Potawatomi Business Committee Chairman prepare this Bill and contact the Oklahoma Congressional Delegation in order to get said proposal introduced and maintain contact with these gentlemen to insure a prompt hearing and expeditious enactment. TRASCRIPTION: POTT-72-3 RESOLUTION POTT-72-3 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS MEETING SHAWNEE, OKLAHOMA December 6, 1971 A RESOLUTION APPOINTING PETE VEITENHEIMER, CHAIRMAN OF THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA TO BE THE OFFICIAL REPRESENTATIVE TO THE AMERICANS FOR INDIANS OPPORTUNITY CON- FERENCE ON INDIAN CLAIMS. WHEREAS, Pete Veitenheimer, Chairman, was duly authorized at a Special Business Committee Meeting on December 6, 1971 to be the official representative. WHEREAS, the Citizen Band of Potawatomi Indians has dimented f funds and we request that travel and perdeim for our represente- tive to attend this conference be paid by the Bureau of Indian Affairs. NOW, THEREFORE BE IT RESOLVED that Pete Veitenheimer is our representative and the Bureau of Indian Affairs is requested to pay his travel and per deim to attend the above conference which is to be held in Denver, Colorado on December 10, 11 & 12, 1971. 72-06: SUMMARY: Resolution requesting that the name of David McEvers be added to the current Citizen Potawatomi Roll and that he be declared eligible to participate in the 1967 and 1970 per capita payments. TRANSCRIPTION: POTT 72-6 Resolution Citizen Band of Potawatomi CP-72-6 Indians of Oklahoma Business Committee Meeting Shawnee, Oklahoma April 19, 1972 A RESOLUTION REQUESTING THAT THE NAME OF DAVID McEVERS BE ADDED TO THE CURRENT CITIZEN POTAWATOMI ROLL AND THAT HE BE DECLARED ELIGIBLE TO PARTICIPATE IN THE 1967 AND 1970 PER CAPITA PAYMENTS, WHEREAS, the name of David McEvers, born approximately 1901, is listed beside Line No. 1551 on the 1937 Citizen Potawatomi roll, and WHEREAS, for some unknown reason his name was never brought forward to later rolls, and WHEREAS, the Citizen Potawatomi Business Committee has now deter- mined that David McEvers is alive and should have been included on recent rolls and per capita payment vouchers, THEREFORE, BE IT RESOLVED that the name of David McEvers be added to the current Citizen Potawatomi roll and that he be declared eligible for the 1967 and 1970 Citizen Potawatomi per capita payments. Passed and approved this 19 day of April 1972, by a vote of 5 yes and 0 no. 72-08: SUMMARY: Resolution allocating per diem expense funds to members of the Absentee Shawnee Housing Authority TRANSCRIPTION: POTT-72-8 RESOLUTION POTT 72-8 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA ROUTE 5 BOX 180-D SHAWNEE, OKLAHOMA 74801 June 5, 1972 Special Business Meeting A RESOLUTION ALLOCATING PER DIEM EXPENSE FUNDS TO MEMBERS OF THE ABSENTEE SHAWNEE HOUSING AUTHORITY. WHEREAS, The Absentee Shawnee Housing Authority being duly organized, and WHEREAS, There are no other funds available nor authorized for per diem payments, and WHEREAS, The Absentee Shawnee Housing Authority members are voluntarily serving without pay to benefit tribal members under the Absentee Shawnee Housing Authority, and WHEREAS, It is the desire of this Business Committee to justly compensate members of the Absentee Shawnee Housing Authority for their participation. NOW, THEREFORE BE IT RESOLVED, that the Citizen Band Potawa- tomi Business Committee shall allocate in its operation budget for fiscal year 1973 and following years an amount of $200.00. This amount to be paid to the director of the Absentee Shawnee Housing Authority and is to be used only for per diem of the Absentee Shawnee Housing Authority members. CERTIFICATION We, Pete Veitenheimer, Chairman, and Beverly Hughes, Secretary- Treasurer, do hereby certify that the above Resolution, Pott.- 72-8, is a true and exact copy as approved at the Business Committee Meeting of the Citizen Band Potawatomi Tribe, held on June 5, 1972, there being a quorum present and by a vote of five (5) for and none against. 72-09: SUMMARY: Resolution specifying how funds representing unclaimed shares from the 1967 per capita payment shall be handled. TRANSCRIPTION: POTT-72-9 RESOLUTION CP-72-9 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA GENERAL COUNCIL MEETING Shawnee, Oklahoma June 24, 1972 A RESOLUTION SPECIFYING HOW FUNDS REPRESENTING UNCLAIMED SHARES FROM THE 1967 PER CAPITA PAYMENT SHALL BE HANDLED, WHEREAS: The six year period for claiming the 1967 per capita payment will expire December 15, 1972, and WHEREAS: It would be administratively and financially unfeasible to make a per capita distribution of the unclaimed shares. NOW THEREFORE BE IT RESOLVED that; the unclaimed shares from the 1967 Citizen Potawatomi payment be held in trust for said Tribe by the Bureau of Indian Affairs and invested at the highest rate of interest possible until such time as another award from the Indian Claims Commission is ready for distribution, at which time the unclaimed shares and interest earnings therefrom will be added to the new award. PASSED AND ADOPTED this 24th day of June, 1972, by a vote of 32 for, 1 opposed, and 28 not voting. TRANSCRIPTION: POTT-72-10 RESOLUTION CP-72-10 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA GENERAL COUNCIL MEETING Shawnee, Oklahoma June 24, 1972 A RESOLUTION AUTHORIZING LOUIS L. ROCHMES, CITIZEN POTAWATOMI CLAIMS ATTORNEY, TO EMPLOY AN ASSOCIATE. WHEREAS: Mr. Louis L. Rochmes, Citizen Potawatomi Claims Attorney, appeared before the Council of said Tribe on June 24, 1972, and requested that, because of age and health, that he be allowed to bring in a young associate by the name of Jack Joseph. NOW THEREFORE BE IT RESOLVED that; the terms of the contract with Mr. Louis L. Rochmes will not be changed except to the extent that Mr. Jack Joseph be permitted to become an associate. PASSED AND ADOPTED this 24th day of June, 1972, by a vote of 40 for, 0 opposed, and 21 not voting. 72-11: SUMMARY: Resolution providing that ten percent of all future claim awards be reserved for Tribal Administration. TRANSCRIPTION: POTT-72-11 RESOLUTION CP-72-11 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA GENERAL COUNCIL MEETING Shawnee, Oklahoma June 24,1972 A RESOLUTION PROVIDING THAT TEN PERCIDNT OF ALL FUTURE CLAIM AWARDS BE RESERVED FOR TRIBAL ADMINISTRATION. WHEREAS: the Citizen Potawatomi Tribe has very little income from tribal property, and WHEREAS: the administration of the tribal roll and general business is time consuming and expensive and WHEREAS: it is the desire of the Citizen Potawatomi Council that their Tribe continue to function as an organization. NOW THEREFORE BE IT RESOLVED that; Ten percent of all future claims be reserved for general tribal administration. PASSED AND ADOPTED this 24th day of June, 1972, by a vote of 20 for 17 opposed, and 15 not voting.
