Description74-1: SUMMARY: Resolution requesting that the Citizen Band Potawatomi Tribe of Oklahoma be allowed to continue participation in the Tribal Government Development Program in Fiscal Year 1974. TRANSCRIPTION: POTT-74-1 RESOLUTION Pott-74-1 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA REGULAR BUSINESS COMMITTEE MEETING JULY 6, 1973 A RESOLUTION REQUESTING THAT THE CITIZEN BAND POTAWATOMI TRIBE OF OKLAHOMA BE ALLOWED TO CONTINUE PARTICIPATION IN THE TRIBAL GOVERNMENT DEVELOPMENT PROGRAM IN FISCAL YEAR 1974. WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma, a tribe of some 11,000 enrolled members, has a great need to provide full-time care of Tribal affairs, and WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma has a very limited income, and WHEREAS, tribal officers serve without salary and devote only part-time to tribal business, NOW THEREFORE BE IT RESOLVED: that the Citizen Band Potawa- tomi Tribe of Oklahoma be allowed to continue participation in Tribal Government Development Program for FY-74 and that the attached proposal be included in our FY-74 contract. 74-4: SUMMARY: Resolution expressing the desires of the Citizen Band Potawatomi Tribe of Oklahoma to enter into a memorandum of agreement with the Bureau of Indian Affairs to Administer the FY-74 home improvement program for the Citizen Band Potawatomi Tribe. TRANSCRIPTION: POTT-74-4 RESOLUTION POTT 74-4 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS COMMITTEE MEETING September 10, 1973 A RESOLUTION EXPRESSING THE DESIRES OF THE CITIZEN BAND POTAWATOMI TRIBE OF OKLAHOMA TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE BUREAU OF INDIAN AFFAIRS TO ADMINIS- TER THE FY-74 HOME IMPROVEMENT PROGRAM FOR THE CITIZEN BAND POTAWATOMI TRIBE. WHEREAS, the Citizen Band Potawatomi Tribe is desirous of entering into a Memorandum of Agreement with the Bureau of Indian Affairs to directly undertake and administer the FY-74 Home Improvement Program for the Citizen Band Potawa- tomi Tribe under the authority of Public Law 92-76, and, WHEREAS, the Citizen Band Potawatomi Tribe will establish a priority list of participants to receive the benefits of this program, and, WHEREAS, the Citizen Band Potawatomi Tribe will establish operating procedures, accounting records and reports in compliance with program guidelines of the Home Improvement Program and the achievements of objectives, and, NOW THEREFORE BE IT RESOLVED that approval be given for the Citizen Band Potawatomi Tribe to enter into a Memorandum of Agreement with the Bureau of Indian Affairs under a con- tinuing resolution until FY-74 funds are appropriated and allocated. TRANSCRIPTION: POTT-74-5 RESOLUTION POTT. 74-5 RESOLUTION CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA REGULAR BUSINESS COMMITTEE MEETING JULY 6, 1973 A RESOLUTION TO ACCEPT THE TRIBAL COMMUNITY HEALTH REPRESEN- TATIVE PROGRAM PROPOSAL FOR FY-74 AND TO APPOINT MR. PETE VEITENHEIMER AS CONTRACT ADMINISTRATOR. WHEREAS, the proposal for FY-74 was read and presented and accepted by the Business Committee at a meeting held on July 6, 1973, and, WHEREAS, Mr. Pete Veitenheimer, Tribal Administrator, 909 Overland Court, Shawnee, Oklahoma, Phone, 275-2159 is duly authorized by the Business Committee to enter into a con- tractual agreement with Indian Health Service for the Com- munity Health Representative Program on behalf of the tribe, and, WHEREAS, Mr. Pete Veitenheimer is duly authorized and bonded to approve and sign monthly narrative reports and invoice for payment and receive monthly checks, and, WHEREAS, Mr. Pete Veitenheimer is duly authorized to be the Tribal Community Health Representative Contract Administrator. NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen Band Potawatomi Tribe of Oklahoma at a meeting held on July 6, 1973 does hereby authorize this proposal to be honored and duly appoint Mr. Pete Veitenheimer as Contract Administrator. 74-6: SUMMARY: Resolution stating that the Business Committee of the Citizen Band Potawatomi Tribe of Oklahoma will meet every third Friday of each month until further notice. TRANSCRIPTION: POTT-74-6 Resolution CP-74-6 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA REGULAR BUSINESS MEETING July 6, 1973 A RESOLUTION STATING THAT THE BUSINESS COMMITTEE OF THE CITIZEN BAND POTAWATOMI TRIBE OF OKLAHOMA WILL MEET EVERY THIRD FRIDAY OF EACH MONTH UNTIL FUTHER NOTICE. WHEREAS, because of the volume of business necessitated by various programs, and, WHEREAS, under Article VI, Section 4 of the Citizen Band Potawatomi Constitution it states that regular meetings of the Business Committee should be held on the last Thursday in February, May, August and Novem- ber unless otherwise provided by resolution. NOW, THEREFORE BE IT RESOLVED That until further notice, the Business Committee of the Citizen Band Potawatomi Tribe will meet each third Friday of each month until further notice. 74-7: SUMMARY: Resolution requesting funding of $44,893.00 from the Bureau of Indian Affairs, through the Congressional Delegation, to continue the operation of this most vital Tribal Program for the members of the Citizen Band Potawatomi Tribe of Oklahoma. TRANSCRIPTION: POTT-74-7 RESOLUTION POTT 74-7 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS COMMITTEE MEETING SHAWNEE, OKLAHOMA JULY 20, 1973 A RESOLUTION REQUESTING FUNDING OF $44,893.00 FROM THE BUREAU OF INDIAN AFFAIRS, THROUGH THE CONGRESSIONAL DE- LEGATION, TO CONTINUE THE OPERATION OF THIS MOST VITAL TRIBAL PROGRAM FOR THE MEMBERS OF THE CITIZEN BAND POTAWATOMI TRIBE OF OKLAHOMA. WHEREAS, The Citizen Band Potawatomi Tribe of Oklahoma has received Tribal Government Development monies for fiscal year 1973 in the amount of $20,000.00 for the establishment of a tribal office; and, WHEREAS, the functions of this tribal office have expanded from a planning role for future economic development of tribal properties and resources to a complex entity of social, tribal services; and, WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma have expanded the current Tribal Government Development Program monies in the amount of $13,100.00 in these areas; and, WHEREAS, the existing programs and proposed services are of a nature that much more staff and operationa expenses are need- ed to keep up with expanded workloads of the Citizen Band Pota- watomi Tribal Office, NOW THEREFORE BE IT RESOLVED, that the Citizen Band Potawatomi Tribe of Oklahoma hereby request the funding of $44,893.00 from the Bureau of Indian Affairs, through the Congressional Delegation, to continue the operation of this most vital tribal program for the members of the Citizen Band Potawatomi Tribe of Oklahoma. AND BE IT FURTHER RESOLVED, that the Board of Directors of the United Indian Tribes of Western Oklahoma and Kansas be autho- rized to seek and assist the Citizen Band Potawatomi in obtain- ing this funding for the continuation of the Tribal Government Development Program. 74-8: SUMMARY: Resolution removing Pete Veitenheimer from the Board of Directors of the Central Tribes of the Shawnee Area and appointing Paul Schmidlkofer to serve the balance of the term. TRANSCRIPTION: POTT 74-8 RESOLUTION POTT-74-8 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS MEETING SHAWNEE, OKLAHOMA August 17, 1973 A RESOLUTION REMOVING PETE VEITENHEIMER FROM THE BOARD OF DIRECTORS OF THE CENTRAL TRIBES OF THE SHAWNEE AREA AND APPOINTING PAUL SCHMIDLKOFER TO SERVE THE BALANCE OF THE TERM. WHEREAS, Article VIII of the Constitution of the Central Tribes of the Shawnee Area provides that a Tribal Business Committee may remove their respective mem ber(s) from the Board of Directors by a majority vote of said Business Committee, with cause, and, WHEREAS, it is the desire of the Business Committee of the of the Citizen Band Potawatomi Tribe that they have as one of their representatives, their Tribal Administrator, and, WHEREAS, the reason for this position is that the Tribal Administrator is a full time salaried employee and has the necessary time to devote to the Board of Directors', and, WHEREAS, Mr. Veitenheimer is no longer the Tribal Adminis- Trator. NOW THEREFORE BE IT RESOLVED: That Mr. Veitenheimer is hereby removed from the Board of Directors of the Central Tribes of the Shawnee Area because he is no longer an employee of the tribe, and Mr. Paul Schmidlkofer is hereby appointed to serve out the balance of the term, said term expires on May 31, 1974. Mr. Schmidlkofers address is Rt. I, Tecumseh, Oklahoma, 74873, and his telephone number is 273-3129-home, and 275-3125, office. TRANSCRIPTION: POTT-74-9 RESOLUTION POTT-74-9 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA SPECIAL BUSINESS COMMITTEE MEETING August 17, 1973 A RESOLUTION IDENTIFYING AND AUTHORIZING SIGNATURES FOR PUBLIC LAW 86-121 ACTIVITIES. WHEREAS, The Citizen Band of Potawatomi Indians of Oklahoma has considered the need for the initiation of a program to improve the sanitation conditions for Indian Families in their area and, WHEREAS, Public Law 86-121, entitled the Indian Sanitation Facilities Construction Act, administered by the Public Health Service of the U. S. Department of Health, Education and Welfare, provides for the construction and improvement of sanitation facilities for Indian families through arrange- ments with the Indians to be served, NOW, THEREFORE, BE IT RESOLVED, That appropriate steps be taken with the Public Health Service to develop plans for Indian Sanitation Facilities Construction Activities among interest- ed Indian families residing in the Citizen Band Potawatomi Tribal area. BE IT FURTHER RESOLVED, That the Tribal Administrator of the Citizen Band Potawatomi Tribe of Oklahoma be authorized to represent the tribe in signing official documents required for the execution of activities under Public Law 86-121. TRANSCRIPTION: POTT-74-13 Resolution CP-74-13 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SPECIAL BUSINESS MEETING September 22, 1973 A RESOLUTION BY THE CITIZEN BAND POTAWATOMI INDIAN TRIBE OF OKLAHOMA IN PROTEST OF THE BUREAU OF INDIAN AFFAIRS EMPLOYMENT ASSISTANCE OFFICE NEGOTIATING A CONTRACT WITH THE BOY SCOUTS OF AMERICA IN THE AMOUNT OF $115,000.00. WHEREAS, the Indian Tribes as a whole have a priority program designed to meet the needs of Indian people that are not adequately funded, and, WHEREAS, there has been no tribal consultation, tribal input, or tribal support in the Boy Scouts of America proposal, and, WHEREAS, Bureau funds should be utilized to fund Indians programs and not organizations far removed from the Indian people with very little impact in services to the Indian people. WHEREAS, the former chairman of the Citizen Band Potawatomi Indians, Pete Veitenheimer, signed an unnumbered, undated and uncertified resolution in fiscal year 1973, and, WHEREAS, said resolution purports to give support of the Citizen Band Potawatomi Tribe to efforts of the Absentee Shawnee Trite to provide office space for the Bureau of Indian Affairs, Clinic or Hospital space for the Indian Health Service, and office space for other Tribal offices, and, WHEREAS, said Resolution was never presented, discussed, or acted upon by the Business Committee of the Citizen Band of Potawatomi Tribe, and, WHEREAS, Article V, Section 1, of the Constitution and By-Laws of the Citizen Band Potawatomi Tribe vest the authority ""to transact business and otherwise speak or act on behalf of the Tribe” in the Tribal Business Committee, and, WHEREAS, the former chairman was without authority to bind or speak for the Citizen Band Potawatomi Business Committee on this important matter. NOW THEREFORE BE IT RESOLVED that the Citizen Band of Potawatomi Business Committee declares null, void and without any basis the action taken by the former chairman, Pete Veitenheimer, in executing this said Resolution, and, BE IT FURTHER RESOLVED that the present duly elected Business Committee of the Citizen Band Potawatomi Tribe does not consid- er itself morally obligated to support the illicit act of the former chairman relative to the intent of said Resolution. WHEREAS, the Citizen Band Potawatomi Tribe is a relatively large tribe, 11,000 members, with almost no financial resources, and, WHEREAS, the Tribal Government Development Program (TGDP) is designed for tribes with limited funds, NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Tribe of Oklahoma submit a TGDP proposal for fiscal year 1975. BE IT FURTHER RESOLVED that the Tribal Chairman is authorized to sign the application, negotiate the contract, and sign any other documents necessary for the Tribal Government Development Program. 74-28: SUMMARY: Resolution requesting that certain Tribal Funds be advanced to the Business Committee for Industrial and Commercial Development. TRANSCRIPTION: POTT-74-28 RESOLUTION CP-74-28 CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA SPECIAL COUNCIL MEETING SHAWNEE, OKLAHOMA March 23, 1974 A RESOLUTION REQUESTING THAT CERTAIN TRIBAL FUNDS BE ADVANCED TO THE BUSINESS COMMITTEE FOR INDUSTRIAL AND COMMERCIAL DEVELOPMENT. WHEREAS, the Citizen Potawatomi tribe owns some 260 acres of land located south of the City of Shawnee, Oklahoma, and WHEREAS, the Tribe has plans for industrial and commercial development for said property, and WHEREAS, necessary zoning and operational planning has been acquired for a tribally owned light industrial plant to be developed. NOW THEREFORE BE IT RESOLVED: that funds of $69,878.62 presently invested, the interest earnings at maturity of $2,295.58, the $1,000.00 in unclaimed shares in R.D.O. and a little over $1,100.00 in U. S. Treasury accounts Nos. 14X7177, 14X7526 and 14X7677 be advanced to the Business Committee for industrial and commercial development. BE IT FURTHER RESOLVED that this resolution supersede all other resolutions pertaining to any of the above referenced monies. CERTIFICATION We, Raymond P. 74-29: SUMMARY: WHEREAS, the annual inventory of Indian Housing units as determined and compiled by the Bureau of Indian Affairs on June 30, 1973 indicated a national need of 47,071 new units (32,257 needing replacement and 14,814 needed to house families in overcrowded conditions), and TRANSCRIPTION: POTT-74-29 RESOLUTION POTT-74-29 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA REGULAR BUSINESS COMMITTEE MEETING SHAWNEE, OKLAHOMA March 28, 1974 WHEREAS, the annual inventory of Indian Housing units as deter- mined and compiled by the Bureau of Indian Affairs on June 30, 1973 indicated a national need of 47,071 new units (32,257 needing replacement and 14,814 needed to house families in overcrowded conditions), and WHEREAS, the United States Senate has adopted and passed Senate Bill 3066--The Housing and Community Development Act of 1974 on March 11, 1974 with the provision that funding for 7,500 units ($15,000,000) per annum be made available from funds authorized in this Bill for Fiscal Years 1974 and 1975, and WHEREAS, the statistics in the Congressional Record of March 8, 1974--page S.3228, indicates that 7,800 new units of housing are required to ""stay even"", the present Mutual Help Housing program in Oklahoma has proven to be the most effective means of meeting the basic need of low income Indian families, now THEREFORE BE IT RESOLVED, that the Citizen Band Potawatomi Indians of Oklahoma considers it vital that this Mutual Help Housing program be continued and therefore respectfully request the Oklahoma Congressional delegation in the House of Representatives to review the statistics on Indian Housing in a comprehensive manner and include in the companion House Bill funds and units for new housing which will have a meaningful impact on Indian housing to alleviate the dire need for Mutual Help homes as outlined in the Bureau of Indian Affairs statement of conditions. P.C. SHAO FOR THE ESTABLISHMENT OF A JOINT VENTURE BRUSH AND BRISTLE MANUFACTURING PLANT TO BE LOCATED ON TRIBAL PROPERTY. WHEREAS, the Citizen Band Potawatomi Tribe owns some 260 acres of designated commercial and industrial development property in the city limits of the City of Shawnee, Oklahoma, and, WHEREAS, the Citizen Band Potawatomi Tribe wishes to participate in the ownership of commercial or industrial development enterprises to be located on said tribal properties, and, WHEREAS, Mr. P.C. Shao has indicated his desire to locate a bristle and brush manufacturing joint venture on tribal lands fronting Hardesty Road, and, WHEREAS, the Economic Development Administration is presently conducting a feasibility study for said bristle and brush manufacturing facility, NOW THEREFORE BE IT RESOLVED that subject to the outcome of the feasibility study, participation of various government financing agencies, and negotiations with Mr. P.C.
