A RESOLUTION DECLARING THE SUPPORT OF THE CITIZEN BAND POTAWATOMI
INDIAN TRIBE FOR THE PROPOSAL OF THE CENTRAL TRIBES OF THE SHAWNEE
AREA, INC. TO CONTRACT WITH THE BUREAU OF INDIAN AFFAIRS FOR THE
ADULT EDUCATION AND ROADS MAINTENANCE PROGRAMS AT THE SHAWNEE
AGENCY.
WHEREAS, The Bureau of Indian Affairs has $21,900.00 in Adult Education
Program funds and $6,000.00 in Roads Maintenance Funds at
the Shawnee Agency, and,
WHEREAS, The Central Tribes of the Shawnee Area, Inc., an Intertribal
Organization of the five tribes of the Shawnee Area, has
demonstrated their capability and intent of contracting these services,
and,
WHEREAS, The Citizen Band Potawatomi Indian Tribe wishes the Central
Tribes of the Shawnee Area, Inc., to contract these services
on their behalf.
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi
Tribe expresses full support in the proposal of Central Tribes
of the Shawnee Area, Inc., to contract for Adult Education and
Roads Maintenance Funds and services from the Shawnee Agency
of the Bureau of Indian Affairs.

A RESOLUTION EXPRESSING THE DESIRES OF THE CITIZEN BAND
POTAWATOMI TRIBE OF OKLAHOMA TO ENTER INTO A MEMORANDUM
OF AGREEMENT WITH THE BUREAU OF INDIAN AFFAIRS TO ADMINIS-
TER THE FY-75 HOME IMPROVEMENT PROGRAM FOR THE CITIZEN
BAND POTAWATOMI TRIBE.
WHEREAS, the Citizen Band Potawatomi Tribe is desirous of
entering into a memorandum of Agreement with the Bureau of
Indian Affairs to directly undertake and administer the
FY-75 Home Improvement Program for the Citizen Band Potawatomi
Tribe under the authority of Public Law 92-76, and,
WHEREAS, the Citizen Band Potawatomi Tribe will establish
a priority list of participants to receive the benefits of
this program, and,
WHEREAS, the Citizen Band Potawatomi Tribe will establish
operating procedures, accounting records and reports in
compliance with program guidelines of the Home Improvement
Program and the achievements of objectives, and,
NOW THEREFORE BE IT RESOLVED that approval be given for the
Citizen Band Potawatomi Tribe to enter into a Memorandum of
Agreement with the Bureau of Indian Affairs under a continuing
resolution until FY-75 Funds are appropriated and allocated.

A RESOLUTION REQUESTING THAT SHEILA HALL REPLACE RAYMOND PELTIERS
UNEXPIRED TERM TO THE BOARD OF DIRECTORS OF THE CENTRAL TRIBES OF
THE SHAWNEE AREA AND APPOINTING PAUL SCHMIDLKOFER, TRIBAL ADMINIS-
TRATOR, TO A NEW TWO YEAR TERM OF OFFICE TO THE BOARD OF DIRECTORS.
WHEREAS, Raymond Peltier resigned all tribally affiliated offices
and Chairmanship effective September 4, 1974, and,
WHEREAS, it is the desire of the Business Committee that Sheila
Hall serve the remaining unexpired term of Raymond Peltier, and,
WHEREAS, the Business Committee desires to have the Tribal Admin-
istrator serve as one of their representatives to the Board of
Directors of the Central Tribes of the Shawnee Area.
NOW THEREFORE BE IT RESOLVED that Raymond Peltier is hereby re-
moved from the Board of Directors of the Central Tribes of the
Shawnee Area because he has resigned all tribally affiliated
offices and Sheila Hall is hereby appointed to serve out the
balance of the unexpired term, said term expires May 31, 1975.

BE IT FURTHER RESOLVED that Paul Schmidlkofer, Tribal Administrator
is hereby appointed to serve a two year term to the Board of Directors

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is
interested in developing its Tribal Lands for industrial, residential,
recreational, and other needs for the advantage of the
Tribe and Tribal Members, and,
WHEREAS, the Citizen Band Potawatomi Indian Tribe does not have
the financial capability to undertake actual development, and,
WHEREAS, the United States Department of Commerce, Economic
Development Administration, provides financial assistance to
American Indian Tribes whose lands are areas of substantial and
persistent unemployment and underemployment, and,
WHEREAS, the Citizen Band Potawatomi Indian Tribe is undertaking
an aggressive economic development program, now,
THEREFORE BE IT RESOLVED, the Economic Development Administration
(EDA) is hereby requested to designate the Citizen Band Potawatomi
Indian Tribe of Oklahoma Tribal Lands in the vicinity of the town
of Shawnee, County of Pottawatomie, Oklahoma, for EDA assistance,
BE IT FURTHER RESOLVED, that the EDA be advised that the foregoing
Overall Economic Development Program be implemented as the approved
plans of the Citizen Band Potawatomi Indians of Oklahoma.
CERTIFICATION
We, the undersigned, Acting Chairman and Secretary of the Citizen
Band Potawatomi Indian Tribe of Oklahoma do hereby certify that a
a regular meeting of the Tribal Business Committee of the Citizen
Band Potawatomi Indian Tribe of Oklahoma was duly noticed, convened
and held on June 20, 1974 at Shawnee Oklahoma, and that the foregoing
resolution was duly adopted at said meeting wherein the
Citizen Band Potawatomi Indian Tribe's Overall Economic Development
Program and its content was unanimously approved by a vote

WHEREAS, THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA MET on the 21st day
of October, 1974, in regular session with the following members present; Robert
Leon Bruno, Acting Chairman; Beverly Hughes, Secretary-Treasurer; and Sheila
Hall, Councilwoman.
WHEREAS, the easement to South Western Bell Telephone Company, a Corporation of
the State of Missouri to construct, reconstruct, operate, maintain, enlarge and
remove a repeater station, consisting of repeater apparatus and enclosing structure
or housing, upon a plot of land 16 ½ feet wide and 33 feet long, upon property
described below was presented to the Board, and upon examination of said easement,
the Board finds that said easement shall be granted for as long as same
is used or needed for the transmission of electric current or telephone and telegraph
messages.
NOW, THEREFORE BE IT RESOLVED that the Citizen Band of Potawatomi Indians of
Oklahoma, sell and convey to Southwestern Bell Telephone Company, a Corporation
of the State of Missouri, an easement over that certain parcel of land hereinafter
described, and that the Acting Chairman, Robert Leon Bruno are hereby authorized
and directed to execute and deliver to said Southwestern Bell Telephone Company
an easement covering the property owned by the Citizen Band Potawatomi Indians
of Oklahoma, lying and being in the County of Pottawatomie and State of Oklahoma,
known and described as follows;
The northwest quarter of the southwest quarter (NW/4 SE/4) of
Section 31, township 10 north, range 4 east.
Said above mentioned plot of land being more particulary described
as follows;
Beginning at a point 201.7 feet east of the N.W. corner of said
N.W. ¼ S.E. ¼: Thence south 33 feet, thence east 16.5 feet to a
point on the west right of way line of the A.T. & S.F. Rail Road
Company, thence north 33 feet, thence west 16.5 to the point of
beginning, according to the plat attached hereto and made a part
hereof.
CERTIFICATION
I, Beverly Hughes, do hereby certify that I am the Secretary of the Citizen Band
Potawatomi Indians of Oklahoma, and that as such Secretary, I have access to all
original records of said the Citizen Band Of Potawatomi Indians of Oklahoma; and
I do hereby further certify that at a special meeting of the Board of said Tribe
on the 24th day of October, 1974, a quorum being present and voting thereon, the
foregoing resolution was unanimously adopted; that the foregoing is a full, true
and correct copy of said resolution as it appears on the records of said Tribe;
that the same has not been altered, amended or repealed and is now in full force
and effect; and that I am one of the duly authorized and proper officers of said
Tribe to make certified copies of its records in its behalf.

A RESOLUTION REQUESTING THAT MICROFILM RECEIVED FROM PRISCILLA SHERARD
NEVER BE USED FOR MONETARY PURPOSES.
WHEREAS, the Business Committee, Citizen Bind Potawatomi Indians of
Oklahoma on behalf of the Citizen Potawatomi Tribe accepts three rolls
of microfilm from Priscilla Sherard.
WHEREAS, this microfilm, according to Priscilla Sherard, approximates
1,500 pages and consists of a bi-lingual (Potawatomi and English)
dictionary, a bi-lingual (Potawatomi and French) workbook, and a
prayerbook.
NOW THEREFORE BE IT RESOLVED: that this microfilm will never be used
for monetary purposes. The objective in accepting this microfilm is
cultural--discovery and preservation of Potawatomi cultural documents
and revival of the Potawatomi language which is fast becoming extinct.

A RESOLUTION ENDORSING HOUSE OF REPRESENTATIVES BILL NUMBER 11890
WHICH DECLARES THAT CERTAIN LANDS ARE HELD IN TRUST FOR THE CITIZEN
BAND POTAWATOMI INDIANS OF OKLAHOMA.
WHEREAS the Honorable Tom Steed, Member of Congress from the State
of Oklahoma, has introduced House of Representatives Bill number
11890 to declare that the United States hold certain lands in trust
for the Citizen Band Potawatomi Indians of Oklahoma.
WHEREAS, on October 19, 1973, the Business Committee, Citizen Band
Potawatomi Indians of Oklahoma adopted a resolution endorsing trust
status for tribal lands.
WHEREAS on February 1, 1974, the Business Committee, Citizen Band
Potawatomi Indians of Oklahoma requested and received support for
trust status of tribal lands in resolution form from the mayor and
board of commissioners of the city of Shawnee, Oklahoma.
WHEREAS, on November 13, 1974, the Business Committee, Citizen Band
Potawatomi Indians of Oklahoma again reaffirms endorsement of trust
status for tribal lands.
BE IT THEREFORE RESOLVED that the Indian Affairs Subcommittee of the
House of Representatives is respectfully requested to act affirmatively
on House of Representatives Bill number 11890.

A GENERAL COUNCIL RESOLUTION AUTHORIZING THE CITIZEN POTAWATOMI BUSINESS COMMITTEE
TO NEGOTIATE AND EMPLOYEE, BY CONTRACT, MR. PAUL FAIRCHILD, OR AMOTHER QUALIFIED
ATTORNEY, TO REPRESENT THE TRIBE AS GENERAL COUNSEL.
WHEREAS, the Citizen Potawatomi Tribe has need of legal counsel because of commercial
and industrial development, lease agreements and other business projects,
and
WHEREAS, the Tribe is desirous of employing Attorney-at-Law, Paul Fairchild, or
another qualified legal counsel.
NOW THEREFORE BE IT RESOLVED: That the Secretary of Interior, or his designated
representative approve this resolution and the attached General Counsel Contract
as promptly as possible.

A BUSINESS COMMITTEE RESOLUTION ENACTED PURSUANT TO GENERAL
COUNCIL AUTHORIZATION OF NOVEMBER 16, 1974, FOR SAID COMMITTEE
TO NEGOTIATE AND ENTER INTO CONTRACT WITH AN ATTORNEY FOR GENERAL
COUNSEL SERVICES.
WHEREAS, the Citizen Band Potawatomi General Council recognizing
a need for general counsel and being desirous of the Busi-
ness Committee to proceed and complete the contract did authorize
the Business Committee to undertake such action, and,
WHEREAS, the Business Committee on December 4, 1974, did negotiate
a general counsel contract, copy attached, with Paul H.
Fairchild, Attorney-at-Law, and,
Whereas, said contract is for a fee of $25.00 per hour for professional
services, not to exceed $6,000.00 per year, and expire
June 26, 1976.
NOW THEREFORE BE IT RESOLVED that the Secretary of Interior or
his designated representative approve this resolution and attached
general counsel contract.
CERTIFICATION
We, Paul Schmidlkofer, Chairman, and Beverly I. Hughes, Secretary-
Treasurer of the Citizen Band Potawatomi Indian Tribe, do hereby
certify that the above resolution 75-9 is a true and exact copy
as approved at a Special Business Committee Meeting held on the

vote of all in favor and none opposed.

A RESOLUTION AUTHORIZING THE CITIZEN BAND POTAWATOMI TRIBE OF OKLA-
HOMA TO SUBMIT A FY-76 TRIBAL GOVERNMENT DEVELOPMENT PROGRAM PROPOSAL.
WHEREAS, the Citizen Band Potawatomi Tribe is a relatively large tribe,
11,000 members, with almost no financial resources, and,
WHEREAS, the Tribal Government Development Program (TGDP) is designed for
tribes with limited funds,
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Tribe of
Oklahoma submit a TGDP proposal for fiscal year 1976.
BE IT FURTHER RESOLVED that the Tribal Chairman is authorized to sign
the application, negotiate the contract, and sign any other documents nec-
essary for the Tribal Government Development Program.

A RESOLUTION OF APPROVAL FROM THE CITIZEN BAND POTAWATOMI TRIBE
OF OKLAHOMA THAT CENTRAL TRIBES OF THE SHAWNEE AREA, INC., CONTRACT
THE OFFICE OF NATIVE AMERICAN PROGRAMS GRANT ON ITS BEHALF FOR
FISCAL YEAR 1976.
WHEREAS a special meeting of the Business Committee of the Citizen
Band Potawatomi Tribe of Oklahoma was held at the Central Tribes of
the Shawnee Area meeting room on February 22, 1975, concerning the
Fiscal Year 1976 Office of Native American Programs, and
WHEREAS it was agreed by all member tribes of the Central Tribe
of the Shawnee Area that each member tribe will submit their own
proposal listing their needs and the amount of funds required to
meet these needs and the Central Tribes of the Shawnee Area, Inc.
incorporate into a combined proposal for Fiscal Year 1976, and
WHEREAS this resolution was agreed upon at the before mentioned
meeting by a vote of 5 for and 0 against.
NOW THEREFORE BE IT RESOLVED THAT the Citizen Band Potawatomi Tribe
of Oklahoma enter into a consortium agreement with the Central Tribes
of the Shawnee Area, Inc., for contracting the ONAP Grant Program
for Fiscal Year 1976.

A RESOLUTION ON EXPENDITURE OF BALANCE OF FY-'75 TRIBAL OPERATING FUNDS
- SHAWNEE AGENCY
WHEREAS, the Shawnee Agency and the five Tribes served by this Agency, after many
years of effort, were finally allocated funds in the amount of $35,700 in FY-‘75
to implement a Tribal Operations Program at the Agency, and
WHEREAS, two additional permanent personnel ceilings were requested for the Agency,
but none were granted, and
WHEREAS, the Shawnee Agency has been able to utilize only $4,794 of the allocation
because of lack of permanent personnel ceilings, and
WHEREAS, while the Tribal Operations Program and staff are still badly needed at
the Agency, the Tribes do not want to see the FY-‘75 funds lost completely, and
WHEREAS, there is still a large unmet need in the Home Improvement Program as
evidence by the Agency - Tribal FY-‘75 Band Analysis submission, and
WHEREAS, Aid to Tribal Government and Housing are both within the same budget
activity number.
NOW THEREFORE BE IT RESOLVED: That the remaining Agency FY-‘75 allocation for
Aid to Tribal Government in the amount of $30,906 be expended as follows:
1. Sac and Fox of Oklahoma- $6,182 to be contracted between the Tribe and the
Agency for certain Tribal Operations functions.
2. The balance of the funds in the amount of $24,724 be re-programed to Housing
to be expended as follows:
A. Citizen Band Potawatomi - $6,181- to be contracted between the Tribe
and the Agency for Home Improvement.
B. The remaining $18,541 to be divided $6,181 per each of the three remaining
Tribes: Kickapoo, Absentee-Shawnee, and Iowa, for Home Improvement
with the Shawnee Agency administering the program on behalf of said Tribes.

A RESOLUTION REQUESTING THE SHAWNEE AGENCY OF THE BUREAU OF
INDIAN AFFAIRS TO LEASE OFFICE SPACE FROM C.T.S.A. ENTERPRISES,
INC.
WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma is a
joint owner of C.T.S.A. Enterprises, Inc., with the other four
principal tribes served by the Shawnee Agency of the Bureau of
Indian Affairs, and
WHEREAS, C.T.S.A. Enterprises will own and have available suitable
office space to house the Shawnee Agency as soon as a lease
agreement can be negotiated, and
WHEREAS, C.T.S.A. Enterprises, Inc., will distribute income from
the leasing of the office space for the Shawnee Agency back to
its owner tribes to further their efforts for self determination,
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi
Tribe of Oklahoma requests the Shawnee Agency of the Bureau of
Indian Affairs to lease office space from C.T.S.A. Enterprises,
Inc., as soon as possible.

other four tribes served by the Shawnee Agency of the Bureau of
Indian Affairs, desires training for its members whose need is
evidenced in the Fiscal Year 1976 funding proposal from the
Central Tribes of the Shawnee Area, Inc., and
WHEREAS, the amount indicated in the fiscal Year 1976 funding
proposal from Central Tribes of the Shawnee Area, Inc., $480,000.00
is a realistic request for funding based on actual needs,

Tribe of Oklahoma requests the renewal of the contract for the

WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma is a
joint owner with the other four tribes of the Shawnee, Okla-
homa area, of C.T.S.A. Enterprises, Inc., a profit making
construction company, and
WHEREAS, grant assistance from the Office of Native American
Programs based on the proposal submitted, would greatly enhance
the performance of C.T.S.A. Enterprises, furthering the stated
goal of the Citizen Band Potawatomi Tribe of Oklahoma for self-
determination and the economic betterment of its members,
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi
Tribe of Oklahoma requests Grant Assistance for C.T.S.A. Enter-
prises, Inc., from the Office of Native American Programs of
the Department of Health, Education and Welfare.

WHEREAS, these programs risk becoming fragmented, each going its own direction
with little centralized coordination.
NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen Band
Potawatomi Tribe at a meeting held on May 28, 1975 does hereby authorize this
Health Service Management proposal to be honored and be accepted.

A RESOLUTION RELATIVE TO THE DIVISION OF DOCKET5 15-K, 29-J, 217 15-m, 29-K, and 146.
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma is to share with certain
other groups in the above referenced dockets, and
WHEREAS, the Bureau of Indian Affairs in its research dated March 20, 1975, proposed
that the funds from said dockets be divided as follows:

WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma accepts the concept of
the method of division, however,
WHEREAS, the Tribe has information that indicates that there may have been as many
as 1507 Citizen Band Potawatomi Allotments rather than the 1482 indicated by the
research.
NOW THEREFORE BE IT RESOLVED: That, the Citizen Band of Potawatomi Indians of
Oklahoma will accept a share between 1482 and 1507, the final amount to be determined
by a certification from the Bureau of Indian Affairs Land Title Plant as the
actual number of allotments made to tribal members, including Certificates of Allotment.
