A RESOLUTION OF APPROVAL FROM THE CITIZEN BAND OF POTAWATOMI
INDIANS OF OKLAHOMA THAT THE TRIBE APPLY FOR A GRANT FROM THE
NATIONAL ENDOWMENT FOR THE HUMANITIES FOR THE PURPOSE AS SPECIFIED
BELOW AND FOR THE AMOUNT ALLOCATED TO THE CITIZEN BAND OF POTAWATOMI
TRIBE UNDER THIS ACT AT THIS TIME.
WHEREAS, the above mentioned grant, from the National Endowment for
the Humanities, is available to the Citizen Band of Potawatomi Indians
of Oklahoma, for the purpose identified, and,
WHEREAS, the preservation of the history and culture of the Citizen
Band of Potawatomi Indians of Oklahoma and other Indian people is
a great concern and a contribution to the preservation could be made
by the Citizen Band of Potawatomi Indians Curriculum Development
Project, and,
WHEREAS, this grant would commence on or about April 1, 1978, and
continue through March 31, 1979, and,
WHEREAS, Paul E. Schmidlkofer, Tribal Chairman, is the authorized
tribal official to negotiate the grant and any amendments thereto,
and,
WHEREAS, Paul E. Schmidlkofer, Tribal Chairman, is the authorized
tribal official to execute the grant and any amendments, thereto,
and,
WHEREAS, the final contract, or amendments thereto will be reviewed
and approved by the Business Committee of the Citizen Band of
Potawatomi Indians of Oklahoma.

A RESOLUTION FOR THE LETTING OF THE BID FOR THE CITIZEN BAND OF POTAWATOMI
INDIAN COMMUNITY DEVELOPMENT CENTER BUILDING SPONSORED BY ECONOMIC DEVELOPMENT
ADMINISTRATION TO WYNN CONSTRUCTION COMPANY.
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma has made application
for an EDA Grant, and,
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma has received a grant
for $485,000.00 to build a Community Development Center, and,
WHEREAS, the project was advertised in various professional journals and, newspapers,
and,
WHEREAS, the bids were received from two qualified bidders, and,
WHEREAS, Wynn Construction Co. of Oklahoma City was the low bidder, with a bid
of $397.300.00, and,
WHEREAS, the Business Committee of the Citizen Band of Potawatomi Indians of
Oklahoma in regular session voted to award the contract to Wynn Construction
Company, and,
WHEREAS, the Business Committee voted to authorize Paul E. Schmidlkofer, Chairman,
to sign all contracts and change orders and to work directly with Mike Mahaffey
Architect, and,
WHEREAS, the Business Committee will be consulted on all change orders, or
other comments pertaining to construction.
NOW THEREFORE BE IT RESOLVED: That the Citizen Band of Potawatomi Indians of
Oklahoma authorize Paul E. Schmidlkofer to sign all contracts and submit them
to Mike Mahaffey Architect and that Wynn Construction Co. be granted a contract
in the amount of $397,300.00 for construction of the Citizen Band of Potawatomi
Indian Community Development Center.

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized Band and eligible for all programs and services provided by the
Bureau of Indian Affairs, and,
WHEREAS, the Citizen Band Potawatomi Indians is authorized under PL 93-638
to receive a grant for the purpose of strengthening tribal government.
NOW THEREFORE BE IT RESOLVED THAT:
1. The Citizen Band Potawatomi hereby approves the hiring of Beverly I.
Hughes, Secretary-Treasurer of the Potawatomi Business Committee, to the
position of tribal rolls official and statistician for the Citizen Band
Potawatomi Indians at a salary of $9,200.00 per annum.
2. Beverly I. Hughes will serve as tribal rolls official and statistician
under PL 93-638 grant program, 8:00 to 5:00 p.m., Monday through Friday
and at all duly called meetings of the Potawatomi Business Committee as
prescribed in the Constitution.
3. As tribal rolls official and statistician, Mrs. Hughes will be charged
with maintaining the complete updating of tribal rolls; tracing lineage
of potential new members; filing all pertinent data such as birth certificates,
relinquishment, etc.; submitting data to the Business Committee
for approval or disapproval; notification of other technicalities involved
in enrollment or maintenance of tribal rolls.
4. Beverly I. Hughes will abstain from voting on any actions by the Business
Committee directly or indirectly effecting the Potawatomi grant program
under PL 93-638.
BE IT FURTHER RESOLVED THAT: the Citizen Band Potawatomi Indians of Oklahoma
requests the Bureau of Indian Affairs to approve the request for hiring of
the Tribal Government officer under Part 272,5276.16, Part II, C9 of the Code
of Federal Regulations.

We, the undersigned, do hereby certify and attest that the above Resolution,

WHEREAS, OEH had provided $2,500.00 to expended on a new water line on
tribal lands, and,
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma are the legal
owners of said property that the water line was placed on, and,
WHEREAS, OEH has expressed in writing a desire to relent all right on
the said water line, and,
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma Business
Committee has voted to accept the transfer agreement with one
modification that the amount of $2,500.00 expended on property
be shown on the transfer agreement.
NOW THEREFORE BE IT RESOLVED: That the Citizen Band of Potawatomi Indians
of Oklahoma accept the transfer agreement from OEH with one modification
showing the amount of $2,500.00 that was expended by OEH be stated on the
transfer agreement.

Oklahoma express a desire to contract extension funds from the Bureau of
Indian Affairs in the amount of $6,261.45 for FY 78.

INDIAN AFFAIRS SOCIAL SERVICES PROGRAMS INCLUDING GENERAL ASSISTANCE FOR TRIBAL
MEMBERS OF THE CITIZEN BAND OF POTAWATOMI INDIANS OF OKLAHOMA.
WHEREAS, the Bureau of Indian Affairs has provided financial assistance and
Social Services to the eligible Indian people of this reservation and to those in
in certain nearby off reservation areas but new regulations effective March 4,
1977 have set the former reservation as the area to be served for Bureau of
Indian Affairs Social Services, including financial assistance (see attached map
exhibit 2), and,
WHEREAS, the new regulations provide that a near reservation area may be designated,
wherein eligible Tribal members living in the designated area could receive
these services, per Sub Chapter D, Chapter I, of Title 25 of the Code of Federal
Regulations Part 20, Subpart A, Section 20.21 based on the following criteria:
1. Statement of the number of Indian people native to the
reservation residing in the new reservation area.
2. A written designation by the Tribal Governing Body that
members of their tribe and family members who are Indian
residing in the area are socially, culturally, and economically
affiliated with their tribe and reservation.
3. The near reservation area is in geographical proximity to
the reservation.
4. A determination that there is administrative feasibility of
providing an adequate level of services to the area, and,
WHEREAS, the Bureau of Indian Affairs has requested a resolution from the Citizen
Band of Potawatomi Indians of Oklahoma to extend and define the boundaries of
near reservation area, and,
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indians of
Oklahoma has voted for the near reservation area as hereby defined as the territory

ABSENTEE-SHAWNEE HOUSING AUTHORITY REQUIRING THAT INDIAN PREFERENCE BE AP-
PLIED FOR HIRING CONTRACTORS AND SUB-CONTRACTORS IN ACCORDANCE WITH PL 93-638.
WHEREAS, Public Law 93-638, Section 7 (b) of the Indian Self-Determination
Act states:
""(b) Any contract, subcontract, grant, or subgrant pursuant
to this Act, the Act of April 16, 1934 (48 Stat. 596) as amended,
(the Johnson-o-Malley Act) or any other Act authorizing federal con-
tracts with or grants to Indian organizations or for the benefit of
Indians, shall require that to the greatest extent feasible:
(1) Preferences and opportunities for training and em-
ployment in connection with the administration of such contracts or
grants shall be given to Indians, and
(2) Preference in the award of subcontracts and subgrants
in connection with the administration of such contracts or grants
shall be given to Indian organizations and to Indian-owned economic
enterprises as defined in section 3 of the Indian Financing Act of
1974 (BB Stat. 77).
WHEREAS, the average unemployment rate of the Indian population is approximately
30% as compared to the United State national unemployment rate of 6%,
and
WHEREAS, tribal governments and federal agencies are mandated to require em-
ployers with federal contracts and grants that benefit Indians to give
preferential employment to Indians.
NOW THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band
of Potawatomi Indians of Oklahoma hereby mandate that all funds ac-
quired for the benefit of Indians be subject to Section 7 (b) of the

istration procedures to govern the per capita distribution of funds authorized
by PL. 93-134, and,
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma Business Committee
during a special meeting held on May 30, 1978, set forth the following prodecures:
1. A per capita payment will be authorized for each Citizen
Band of Potawatomi Indians of Oklahoma enrolled member who was
living as of midnight March 6, 1978.
2. Children born prior to midnight of June 29, 1961, and any other
person who believes they meet the Potawatomi Tribe membership
requirements as set forth in the Tribal Constitution and enrollment
ordinance, have until 5:00 p.m., April 24, 1978, to submit enroll-
ment documents to the Tribal Secretary/Treasurer in the Tribal
Office located at Shawnee, Oklahoma.
3. Persons whose whereabouts are unknown, have six (6) years from
the actual payment date to come forward and claim their share.
Shares belonging to enrollees not having current addresses will
be placed in an Individual Indian Monies Account with the Bureau
of Indian Affairs. Any shares unclaimed within six (6) years
shall revert to the Citizen Band Potawatomi Tribe.
4. All payees known by Tribal Officials or the Shawnee Agency, who
have been declared legally incompetent or are subject to any other
legal disability prior to actual distribution shall have their
respective shares placed in an Individual Indian Monies Account
to be disbursed in accordance with such procedures as the Area
Director determines will best protect the interests of such persons.
5. Persons determined eligible to participate in this distribution, who
died prior to actual payment, shall have their share placed in an
Individual Indian Monies Account and distributed in accordance with
Bureau of Indian Affairs, Department of Interior regulations governing
estates.
6. Persons who apply for membership in accordance with paragraph 2 and
are refused membership shall have their per capita share set aside
for them, pending a final decision.
7. Shares payable to enrollees who are less than eighteen (18) years of
age on the actual distribution date shall have their share of per capita
placed in an Individual Indian Monies Account and disbursed in accord-
ance with needs and regulations set forth in Title 25 of the Code of
Federal Regulations, Part 104.4.

NOW THEREFORE BE IT RESOLVED, that the Secretary of the Interior, or his
delegated representative, approve this resolution as to payment procedures,
divide the funds in accordance with Public Law 93-134 and advance the per
capita portion of Docket 15K, 29-J 5 217, 15-M, 29-K and 146.
BE IT FURTHER RESOLVED, that the Chairman, Paul E. Schmidlkofer and Secretary-
Treasurer, Beverly I. Hughes, are authorized by the Business Committee of the
Citizen Band of Potawatomi Indians of Oklahoma to request the advancement of
these funds and sign any other documents necessary for this distribution of
per capita payments.

capability to undertake actual development, and

WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma is a federally recognized

WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma were awarded a claim
and the monies will be distributed to their tribal members, and,
WHEREAS, the General Council has prepared and passed a plan for the use of their
20% set-a-side of the original amount of claim monies, and this plan was approved
by congress, and,
WHEREAS, the General Council vote to request the 20% set-a-side monies to be drawn
down and given to the tribe to be placed in a trust account, and,
WHEREAS, the General Council vote to authorize the Business Committee to obtain
bids from local financial institution and place the monies with the firm with the
highest interest rate, and,
NOW THEREFORE BE IT RESOLVED that the General Council of the Citizen Band Potawatomi
Indians of Oklahoma voted to request that the 20% set-a-side be drawn down from the
BIA and be invested in a local financial firm that offered the highest interest rate.

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized Indian tribe, and, the General Council is the governing body,
and,
WHEREAS, the Business Committee presented to the General Council the Administrative
Guidelines for the distribution of $36,000 of monies for the Prosthetic
Devices, Eyeglasses and Hearing Aids Foundation and the Educational Foundation,
and,
WHEREAS, the two foundations or programs were developed and administered under
the authority of Tribal Resolution 77-3, March 9, 1977, and,
WHEREAS, after open and complete discussion by the General Council this resolution
was adopted by a majority vote.
WHEREAS, this was a duly called Council Meeting with a quorum present, and,
