A RESOLUTION APPOINTING JOHN SCHOEMANN TO THE BOARD OF DIRECTORS OF CENTRAL
TRIBES OF THE SHAWNEE AREA ENTERPRISES, INC.
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma has been requested
to make an appointment to the Board of Directors of CTSA Enterprises, Inc., and,
WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma are desirous of
appointing John Schoemann to this position.
NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen Band of
Potawatomi Indians of Oklahoma do hereby appoint John Schoemann to the Board of
Directors of CTSA Enterprises, Inc.

A RESOLUTION TO CONTRACT INDIAN ACTION TEAM FUNDS UNDER PL-93-638 FOR A
THREE YEAR PERIOD STARTING IN FISCAL YEAR 1979.
WHEREAS, the Potawatomi Indians of Oklahoma have operated a successful
Indian Action Team Program in fiscal year 1977, and 1978, and,
WHEREAS, the Potawatomi Indians of Oklahoma propose continuing a program
of quality training for all area Indian youth, and,
WHEREAS, success in training, success in placement service and improved
curriculum have created an even greater demand for training which requires
increased funding, and,
WHEREAS, the Potawatomi Indians of Oklahoma elect to contract through local
agency and area Bureau of Indian Affairs offices, and,
WHEREAS, Paul Schmidlkofer is the Tribal Official authorized to negotiate
and execute the grant contract or any amendments thereto, and,
WHEREAS, the final grant contract will be reviewed and approved by the
Business Committee.
NOW THEREFORE BE IT RESOLVED: the Potawatomi Indians of Oklahoma will contract
increased Indian Action Team funds through the local and area office
of the Bureau of Indian Affairs.
CERTIFICATION
We, Paul E. Schmidlkofer, Chairman, and Sheila M. Hall, Secretary-Treasurer,
of the Citizen Band of Potawatomi Indians of Oklhaoma do hereby certify that

Indians of Oklahoma, in the amount of $79,500.00 for the purpose identified,
and,
WHEREAS, the strengthening of tribal government and overall self-determination
planning is necessary to the present and future of the Citizen Band Potawatomi
Indians of Okahoma, and,
WHEREAS, this grant is to commence on or about October 1, 1978, and continue
through September 30, 1979, and,
WHEREAS, Paul Schmidlkofer is the authorized tribal official to negotiate
the grant and any amendments thereto, and,
NOW THEREFORE BE IT RESOLVED that the above referenced grant contract be
entered into with the Bureau of Indian Affairs by the Citizen Band Potawatomi
Indians of Oklahoma for a twelve month period beginning on or about October 1,
1978 and continuing for twelve consecutive months for the amount of $79,500.00.

Plan pursuant to the provisions of PL 94-437 and provide for training and

planning grant through the Economic Development Administration, U. S. Department
of Commerce, and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma tribe is an affiliate of
the United Indian Tribes of Western Oklahoma and Kansas, Inc., and,
WHEREAS, United Indian Tribes of Western Oklahoma and Kansas, Inc. and its affiliated
tribes are eligible to participate in the EDA Excess Property Program under
the provisions of 41 CFR, Part 101-43, and,
WHEREAS, all tribal requests for excess property will be authorized through the
current United Indian Tribes of Western Oklahoma and Kansas planning grant and
Master Agreement Pertaining to the Acquisition and Use of United States Government
Excess Personal Property, Form ED-734, and,
WHEREAS, all excess property approved and obtained for tribal use will, when received
and accepted by the Tribe, become the responsibility of the Tribe.

WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma is a federally recognized tribe
and eligible for consideration of contract applications under PL 93-638, and,
WHEREAS, the Chairman of the Citizen Band of Potawatomi Indians of Oklahoma is authorized to
negotiate and execute grants and contracts, and,
WHEREAS, this resolution is effective until June 30, 1979, and,
WHEREAS, the Tribal Administrator shall have tribal authority to negotiate with IHS in the
tribe's behalf, and,
WHEREAS, the tribe is cognizant of the need for a Health Management System, and,
WHEREAS, the tribe realizes an effective management system must be developed prior to contracting
for IHS programs, and,
WHEREAS, Training and Technical Assistance monies are authorized for such purposes through
the IHS,
NOW.
NOW THEREFORE BE IT RESOLVED, that the Citizen Band of Potawatomi Indians of Oklahoma
operate an IHS Training and Technical Assistance Contract under authority granted in PL 93-

(1) An appropriate form is to be filled out by the tribal

(P.L. 93-234) FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
AWARDED IN FISCAL YEAR 1979.
WHEREAS, the Potawatomi Indians of Oklahoma have been awarded a
Community Development Block Grant for fiscal year 1979, and,
WHEREAS, the Potawatomi Indians of Oklahoma are in agreement
that no portion of the assistance is approved for acquisition
or construction purposes as defined under Section 3A of said
Act, and,
WHEREAS, the Potawatomi Indians of Oklahoma agree that no funds
will be used in an area identified by the Secretary as having
special flood hazards which is located in a community not being
in compliance with the requirements for participation in the
National Flood Assurance Program pursuant to Section 201 (D) of
said Act.
NOW THEREFORE BE IT RESOLVED: the Potawatomi Indians of Oklahoma
are in agreement with the requirements of the Flood Disaster
Protection Act of 1973 (P.L. 93-234).

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma, is a federally recog-

authorized by the Administration of Native Americans, and,
WHEREAS, the tribe has recognized the need to become self-sufficient, and,
WHEREAS, this project will assist in the development of a tribal enterprise,

and means to improve and to upgrade the standard of living for Tribal

A RESOLUTION TO CONTRACT HOUSING IMPROVEMENT PROGRAM FUNDS UNDER PL-93-638
FOR FISCAL YEAR 1980.
WHEREAS, the Potawatomi Indians of Oklahoma have operated a successful
Housing Improvement Program in fiscal years previous; and
WHEREAS, the Potawatomi Indian of Oklahoma elect to contract through local
agency and area Bureau of Indian Affairs Offices, and,
WHEREAS, John Schoemann is hereby authorized to negotiate this contract
and any amendments thereto; and
WHEREAS, Paul Schmidlkofer is the Tribal Official authorized to execute
the grant contract or any amendments thereto; and,
WHEREAS, the final grant contract will be reviewed and approved by the
Business Committee.
WHEREAS, the authorities granted by this resolution shall be continuing
through the contract term; and
WHEREAS, the proposed start date of the contract shall be 10-1-79; and
WHEREAS, the term of the contract shall be 12 months;
NOW
THEREFORE BE IT RESOLVED: the Potawatomi Indians of Oklahoma will con-
tract Housing Improvement Program funds through the local and area office
of the Bureau of Indian Affairs.

OPERATION OF FY80 P.L. 93-638 CONTRACTS TO PROVIDE YOUTH-WORK-LEARN PRO-
GRAM AND ADULT EDUCATION PROGRAM.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma have operated
successful federal grants and contracts in previous fiscal years;
and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma have progressed
to the point that tribal administrative capacity is equal to or
surpasses that of CTSA, Inc.; and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desires to oper-
ate Adult Education and Youth-Work-Learn contract programs sep-
arately from CTSA, Inc.; and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma may object to
and withdraw from a contract or contracts operated by a tribal
organization in their behalf as authorized in 25 CFR 271.20 (b);
and,
NOW THEREFORE BE IT RESOLVED, that the Citizen Band Potawatomi Indians of
Oklahoma objects to the re-contracting applications of the Central
Tribes of the Shawnee Area, Inc. for Adult Education and Youth-

objectives of the OCA IHS ADVISORY BOARD INC., the oldest health board
in the nation; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma support the
efforts of the Board in its role as liason between the Indian Health
Service and the Tribes represented on this Board; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma has been a

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a duly organized tribe and
has a Constitution and By-Laws as approved by the Secretary of the Interior on April 17,
1971 and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a legal contracting entity
duly organized as a federally recognized tribe, and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma has previously recognized the
need for developing a Tribal Specific Health; and,
WHEREAS, the Tribal Specific Health Plan will identify Indian health care needs and
establish methodologies for overcoming those needs; and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma has supported the development
of the Shawnee Service Unit Health Plan as a cooperative effort to strengthen Tribal
Specific Health Plans; and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma has participated in the
development of the Shawnee Service Unit Health Plan; and,
WHEREAS, the Shawnee Service Unit Health Plan addressed the health care needs of the
members of the Citizen Band Potawatomi Indians of Oklahoma; and,
