TRANSCRIPTION: 83-1 RESOLUTION POTT # 82-47 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA A RESOLUTION TO REQUEST FUNDING TO OPERATE A GOLF COURSE MAINTENANCE PROGRAM WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma is a federally recognized tribe of American Indians under authority granted by the Oklahoma Indian Welfare Act of 1936; and WHEREAS, the Citizen Band Potawatomi Business Committee has authority to act in behalf of the Tribe as authorized by the Tribal Constitution and By-Laws; and WHEREAS, the Citizen Band Potawatomi Business Committee has reviewed and approved the attached Administration for Native Americans funding request; and WHEREAS, the Tribal Administrator is hereby authorized to negotiate with ANA/DHHS any item(s) pursuant to this application and/or any amendment thereto; and WHEREAS, the Tribal Chairman is hereby authorized to execute this grant and any amendments thereto; NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indians o f Oklahoma obtain grant funds from ANA/DHHS with which to operate a Golf Course Maintenance Program Development Project. 83-02: SUMMARY: A Resolution to allow drilling upon Tribal Land(s) by Baker Street, Inc. For specified and approved purposes at the discretion of The Citizen Band Potawatomi Business Committee. TRANSCRIPTION: RESOLUTION POTT #82-49 83-2 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA Shawnee, Oklahoma A RESOLUTION TO ALLOW DRILLING UPON TRIBAL LAND(S) BY BAKER STREET, INC. FOR SPECIFIED AND APPROVED PURPOSES AT THE DISCRETION OF THE CITIZEN BAND POTAWATOMI BUSINESS COMMITTEE. WHEREAS, as a result of actions initiated by Resolution, POTT # 82-16, there has been tentatively let an Oil and Gas Lease to Baker Street, Inc. for portions of tribally owned lands, and WHEREAS, said tentative Lease is subject to certain drilling restrictions, and WHEREAS, said drilling restrictions were not formally identified in Resolution, POTT# 82-16, and WHEREAS, said drilling restrictions are now necessary to consummate said Oil and Gas Lease to Baker Street, Inc., NOW THEREFORE BE IT RESOLVED that the citizen Band Potawatomi Indians of Oklahoma estab- lishes the following drilling restrictions upon lands under lease to said Baker Street, Inc.: It is understood and agreed that the lessee or his assigns shall not commence oil and gas or other min- ing operations on such property as is being constructed and/or operated and/or used as support accommodations for such operation by the lessor as a golf course unless prior approval of the drilling site(s) is obtained by Tribal Resolution from the Business Committee of the Citizen Band Potawatomi Indians of Oklahoma. The Sac and Fox Tribe of Oklahoma Route 2, Box 246 Stroud, OK 74079 . , and WHEREAS, each of the Five Tribes reserves the right to review the con- tract document and any amendments thereto prior to signature by the designated Tribal Administrator of the Citizen Band Potawatomi Indians of Oklahoma, NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi shall act in behalf of itself, the Absentee Shawnee, the Iowa, the Kickapoo, and the Sac and Fox Tribes of Oklahoma as the primary contract agent for Shawnee Tribal Equity Health Care Program for FY82, and BE IT FURTHER RESOLVED that the Citizen Band Potawatomi Indians of Oklahoma will provide to the Absentee Shawnee, the Iowa, the Kickapoo, and the Sac and Fox Tribes of Oklahoma reports in accordance with admin- istrative provisions of Article III and Article IV of P.L. 93-638 Cost Reimbursement Contracts, and BE IT FURTHER RESOLVED that these authorities shall remain in effect for the term of the proposed project or until such time as all parties inclus- ive, the Absentee Shawnee, the Iowa, the Kickapoo, the Sac and Fox, and the Citizen Band Potawatomi shall agree unanimously to an alternative plan for the disposition of project resources through duly approved and certified Tribal Resolutions, and BE IT FURTHER RESOLVED that the Oklahoma City Area Office, Indian Health Service, recognize and honor this Resolution as: 1. acceptance by the Citizen Band Potawatomi Indians of Oklahoma of authorities granted by the Absentee Shawnee, the Iowa, the Kickapoo, and the Sac and Fox Tribes of Oklahoma for the Citizen Band Potawatomi Indians of Oklahoma to serve as primary contract agent for such Equity Health Care Program as may be awarded during fiscal year 1982, and 2. a concurring Resolution, as mandated by P.L. 93-638 statute and regulation, of this Tribe for award of such Equity Health Care Program contract as may be awarded to the Citizen Band Potawatomi Indians of Oklahoma. TRANSCRIPTION: RESOLUTION POTT # 83-5 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA August 9, 1982 A RESOLUTION TO CONTRACT HOUSING IMPROVEMENT PROGRAM FUNDS UNDER P.L. 93-638 FOR FISCAL YEAR 1983. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma are a federally recognized Tribe of American Indians under authority granted by the Oklahoma Indian Welfare Act of 1936; and WHEREAS, the Citizen Band Potawatomi Business Committee is duly authorized to act in behalf of the Tribe by authority of Tribal Constitution and By-Laws; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma have operated a successful Housing Improvement Program in previous fiscal years; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma elect to contract Home Improvement Program services through the Shawnee Agency Bureau of Indian Affairs for FY83; and WHEREAS, the Tribal Administration is hereby authorized to negotiate this contract and any amendment thereto; and WHEREAS, the Tribal Chairperson is hereby authorized to execute this contract and any amendments thereto; and WHEREAS, the authorities granted by this Resolution shall be continuing throughout the contract term; and WHEREAS, the proposed start date of the contract shall be October 1, 1982; and WHEREAS, the term of this contract shall be twelve (12) months; NOW THEREFORE, BE IT RESOLVED, that the Citizen Band Potawatomi Indians of Oklahoma obtain a contract from the Bureau of Indian Affairs to provide Housing Improvement Program services in FY83. TRANSCRIPTION: RESOLUTION POTT #83-6 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA August 9, 1982 A RESOLUTION AUTHORIZING AN EMERGENCY DRAWDOWN OF $20,000.00 FROM THE INTEREST ACCRUED ON THE 20% SET-ASIDE FOR THE HEALTH AIDS AND PROSTHETIC PROGRAM AND THE SCHOLARSHIP PROGRAM. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized Tribe of American Indians organized under the Oklahoma Indian Welfare Act of June 26, 1936, and the General Council is the governing body of the Tribe, AND WHEREAS, the Citizen Band Potawatomi Business Committee has authority to act in behalf of the Tribe as authorized in the Tribal Constitution and By-Laws, AND WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma were awarded a claim and the funds were distributed to the tribal members, AND WHEREAS, the General Council prepared and passed a plan for the use of the Tribe's 20% set-aside of the original amount of claim monies to be drawn down and given to the Tribe to be placed in a trust account, AND WHEREAS, the 20% set aside funds is to be used to operate the Tribe's Health Aids and Prosthetics Program and Scholarship Program to benefit tribal members in need of health aids and prosthetics, and continuing education, AND WHEREAS, the Tribe is in need of funds to carry out these benefits to tribal members before the investments mature, AND WHEREAS, the Tribe requests the emergency drawdown of $10,000.00 for the Health Aids and Prosthetics Program, AND WHEREAS, the Tribe request the emergency drawdown of $10,000.00 for the Scholarship Program, NOW, THEREFORE, BE IT RESOLVED that the Citizen Band Potawatomi Business Committee voted to request an emergency drawdown of $10,000.00 for the Health Aids and Prosthetics Program and $10,000.00 for the Scholarship Program from the interest accrued from the 20% set-aside funds. TRANSCRIPTION: RESOLUTION POTT # 83-7 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA August 9, 1982 A RESOLUTION TO CONTRACT THE SPECIAL SUPPLEMENTAL FOOD PROGRAM FOR WOMEN, INFANTS, AND CHILDREN UNDER PUBLIC LAW 95-627 FOR FISCAL YEAR 1983. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma have operated a successful WIC Program in fiscal years previous, and, WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma elect to contract through Regional and National USDA-FNS offices, and, WHEREAS, John Schoemann is hereby authorized to negotiate this contract and any amendments thereto, and, WHEREAS, Bill Burch is the tribal official authorized to execute the grant contract or any amendments thereto, and, WHEREAS, the final grant contract will be reviewed and approved by the Business Committee, and WHEREAS, the authorities granted by this resolution shall be continuing through the contract term, and, WHEREAS, the proposed start date of the contract shall be 10-1-82, and, WHEREAS, the term of the contract shall be 12 months. TRANSCRIPTION: RESOLUTION POTT# 83-17 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA Shawnee, Oklahoma A RESOLUTION ESTABLISHING THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA INDIAN POLICE DEPARTMENT. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized Tribe of American Indians under authority granted by the Oklahoma Indian Welfare Act of 1936; and WHEREAS, the Citizen Band Potawatomi Business Committee is duly authorized to act in behalf of the Tribe by authority of the Tribal Constitution and By-Laws; and WHEREAS, it is the responsibility of the Citizen Band Potawatomi Indians of Oklahoma as a sovereign governing entity to provide adequate law enforcement within the Tribe's jurisdictional boundaries; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma Business Committee deems it essential to the health, security, and general welfare of the Citizen Band Potawatomi Indians of Oklahoma and its’ members to establish a Tribal Police Department to enforce applicable laws, ordinances, and regulations upon Tribal Trust lands of the Citizen Band Potawatomi Indians of Oklahoma; NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indians of Oklahoma adopt the following ordinance establishing the Citizen Band Potawatomi Indians of Oklahoma Police Department. SECTION I. There is hereby created a Police Department for the Citizen Band Potawatomi Indians of Oklahoma, which shall consist of a Chief of Police and as many employees as the Citizen Band Potawatomi Indians of Oklahoma Business Committee may designate from time to time. SECTION II. The Tribal Administrator shall be the immediate supervisor of the Chief of Police, and all policies, directives, and orders from the Citizen Band Potawatomi Indians of Oklahoma Business Committee to the Chief of Police shall be made or transmitted through the Tribal Administrator. The Chief of Police shall report directly to the Tribal Administrator and not to the Citizen Band Potawatomi Indians of Oklahoma Business Committee, to individual members thereof, nor to any other committee or commission except those which may be expressly established and authorized by the Citizen Band Potawatomi Indians of Oklahoma Business Committee. SECTION III. The Chief of Police shall direct the administration and operations of POTT# 83-17 Page 2 the Citizen Band Potawatomi Indians of Oklahoma Police Department, and in addition to policies transmitted to him/her by the Tribal Administrator, shall establish such other policies, directives, rules, and regulations for the administration and operations of the Police Department as he/she sees fit. The Chief of Police shall serve as appointing authority for appointment to any position within the Citizen Band Potawatomi Indians of Oklahoma Police Department other than his/her own, and shall have the power to suspend or dismiss any Police Department employee, consistent with the provisions of applicable Tribal ordinance, regulation, or policy. 83-38: SUMMARY: An Ordinance governing the issuance of Tribal licenses for Foster Care of Potawatomi Children. TRANSCRIPTION: RESOLUTION POTT # 83-38 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA APRIL 11, 1983 AN ORDINANCE GOVERNING THE ISSUANCE OF TRIBAL LICENSES FOR FOSTER CARE OF POTAWATOMI CHILDREN. WHEREAS, the 1978 FEderal Indian Child Welfare Act, 25 U.S.C. § 1901, establishes a federal policy ""to protect the best interests of Indian children and to promote the stability and security of Indian tribes and families by ....the placement of such children in foster or adoptive homes which will reflect the unique values of Indian culture;"" and WHEREAS, the Federal Indian Child Welfare Act, 25 U.S.C. § 1915, provides that a preference shall be given to placement of an Indian child with “a foster home licensed, approved, or specified by the Indian child's tribe; ""and WHEREAS, the State of Oklahoma has recently passed a law, codified at 10 O.S. §40-4-.8, which authorizes the State of Oklahoma to pay the cost of foster care by a tribally licensed foster home, provided that the tribe has entered into an agreement with the state for such assistance; WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma has created an Indian Child Welfare Program for the protection of Potawatomi children; NOW THEREFORE BE IT RESOLVED, the Citizen Band Potawatomi Indians of Oklahoma Business Committee hereby adopts the following ""Potawatomi Tribal Foster Care Ordinance” as the Potawatomi law governing the issuance of foster care licesnses and related matters: Section 1. Purpose and Applicability. a. The purpose of this ordinance is the protection of the best interests of Potawatomi children and the promotion of the stability and security of the Citizen Band Potawatomi Indians of Oklahoma and Potawatomi families, by the establishment of Standards and Procedures for the licensing of Tribal Foster Homes b. This ordinance applies only to the licensing of temporary, as opposed to permanent, care of Potawatomi children. c. The authority to actually make a placement of a child in a Tribal Foster home is vested in either of the following entities: (1) the State of Oklahoma, or (2) a Tribal court having jurisdiction over child welfare matters, should one be established by Potawatomi Law in the future. Section 2. Definitions. a. Applicant. An individual who has submitted a signed and dated application form for a foster care license to the Potawatomi Indian Child Welfare Program. (ICWA) b. Potawatomi Child. Any person under the age of eighteen (18) years, who is either (1) a member of the Potawatomi Tribe, or (2) eligible for membership in the Potawatomi tribe. c. Potawatomi Household. A home in which at least one head of the household is a member of the Potawatomi tribe, or eligible for membership in the tribe. d. Tribal Foster Home. A home licensed by the Potawatomi ICWA and having a written agreement with the Department concerning the care of children expected to return home within one year or to be placed for adoption within two years. e. Emergency Shelter Home. A tribal foster home designated primarily for time-limited emergency placements, usually lasting no longer than thrity (30) days for any child. f. Special Services Home. A tribal foster home able to provide extraordinary care or services, by virture of training, experience, and/or special skills. Section 3. Requirement of Tribal License. a. A Potawatomi household must be licensed by the Potawatomi Indian Child Welfare Program, as a tribal foster home, if it is engaged in twenty-four hour care of a Potawatomi child who is not the biological child of at least one head of the household, with the following exceptions: (1) A home providing care and supervision for a total period of less than thirty (30) days in any twelve-month period; (2) A home licensed by the State of Oklahoma; (3) A home providing care and supervision only to a child(ren) placed in that home by an agency for the purpose of legal adoption by that family, unless the adoption has not been completed within two years of placement; (4) A home of a legally appointed guardian of the child; or (5) A home providing care and supervision only to children related to the family by marriage, blood, or adoption; grandparent, brother, sister. stepparent, stepsister, stepbrother, niece, nephew, uncle or aunt. b. Any home in the category of subsections (3), (4), and (5) above may be licensed by the Potawatomi ICWA in order to obtain state or tribal financial assistance, provided that the tribal licensing standards are met. c. The potawatomi ICWA shall license any other Potawatomi home desiring to care for Potawatomi foster children, provided that tribal licensing standards are met. Section 4. Service Area. Only those homes located within the geographical boundaries of the Citizen Band Potawatomi Indians of Oklahoma shall be eligible for Tribal Foster home licenses. Section 5. Issuance of Licenses. a. The Citizen Band Potawatomi Indian CHild Welfare Act Program (ICWA) shall prepare written licensing standards for Tribal Foster Homes, including specail standards for Emergency Shelter Homes and Special Services Homes, which shall be subject to final approval by the Citizen Band Potawatomi Indians of Oklahoma Business Committee. b. The Potawatomi ICWA may amend the licensing standards at any time, provided that any amendment shall not become effective until approved by the Business Committee. c. The Potawatomi ICWA shall prepare a written statement regarding procedures in the application and lciensing process, which shall be given to every applicant. d. The Potawatomi ICWA shall issue a license to a family for the care of foster children: (1) When it has determined that the family meets tribal licensing standards; and (2) When the applicant has signed an agreement concerning the rights and duties of a Tribal Foster Home and the rights and duties of the Potawatomi ICWA. Such agreements shall include, but not be limited to arrangements for financial assistance, if available, and a statement concerning the right of the Potawatomi ICWA to evaluate the foster home, as set out in Section 6 of this ordinance. e. Every License shall specify the kind of license and the maximum number of foster children to be provided care at any one given time. f. The agency must be notified, in advance, of any changes that would affect the terms of the license, such as a change of address or additional persons in the home. Section 6. Evaluation of Tribal Foster Homes. a. The Potawatomi Indian Child Welfare Act (ICWA) shall re-evaluate a Tribal Foster Home at least once every six months. b. The Potawatomi ICWA shall have authority to visit a Tribal Foster Home for evaluation at any time during normal working hours and at other times agreed upon by the Tribal Foster Home and the Potawatomi ICWA. c. The Potawatomi ICWA shall authority to visit a Tribal Foster Home for the purpose of investigating complaints concerning the health and safety of the foster child(ren) at any time. Section 7. Denial of Application or Revocation of License. a. The Citizen Band Potawatomi Indians of Oklahoma Indian Child Welfare Program may be suspend or revoke a Tribal Foster Home License for good cause. b. The Potawatomi ICWA shall send a notice of the closure of any Tribal Foster Home to any entities financially responsible, including, but not limited to, the State of Oklahoma Department of Human Services, Child Welfare Division. c. The Potawatomi ICWA shall notify any Tribal Foster Home applicant whose license is denied, suspended, or revoked. d. The notification to the appliant or licenseee shall state the grounds for the action, and shall inform the applicant of his right to appeal the action to the Licensing Appeals Board created by Section 8 herein. Section 8. Licensing Appeals Board. a. A licensing Appeals Board is hereby created to hear any dispute concerning the denial, suspension or revocation of a Tribal Foster Home License. b. The Board shall consist of three Potawatomi Tribal members and two members of the Business Committee, who shall be appointed for a term of two years by the Business Committee. c. A decision of the Potawatomi Indian Child Welfare Program to deny, suspend, or revoke a license may be overruled only if at least three members of the Board vote to do so. d. All decisions of the Board are final. Section 9. Tribal/State Agreements. The Direction of the Potawatomi Indian Child Welfare Program is authorized to enter into agreements with the State of Oklahoma concerning state financial assistance and the provision of other state resources, subject to the approval of the Business Committee and Tribal Administrator. Section 10. Records. a. The Potawatomi Indian Child Welfare Program (ICWA) shall establish and maintain an individual record for the Tribal Foster Home. b. Each record shall contain: (1) A copy of the application for license signed by the applicant: (2) A Foster Parent Agreement signed by the applicant and the Director of the Potawatomi ICWA, (3) A physician’s statement concerning the physical health of persons in the Tribal Foster Home; (4) A prelicensing home study; (5) References from persons who can evaluate the applicant as a potential Tribal Foster Home; (6) A biannual evaluation of the Tribal Foster Home; and (7) Documentation of any waiver of licensing regulations, c. This record shall be available only to the Potawatomi ICWA, the applicant, the Licesning Review Board, and the State of Oklahoma Child Welfare Division, if required for purpose of state financial assistance. TRANSCRIPTION: RESOLUTION POTT # 83-47 CITIZEN BAND POTAWATOMI INDIANS OP OKLAHOMA SHAWNEE, OKLAHOMA June 20, 1983 A RESOLUTION TO AUTHORIZE STEVE PARKER, TRIBAL ATTORNEY TO ACT ON BEHALF OF THE CITIZEN BAND POTAWATOMI TRIBE. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized Tribe of American Indians organized under the Oklahoma Indian Welfare Act of June 26, 1936; and the General Council is the governing body of the Tribe, AND; WHEREAS, the Citizen Band Potawatomi Business Committee has authority to act in behalf of the Tribe as authorized in the Tribal Consititution and By-Laws, AND; WHEREAS, the Business Committee authorize Steve Parker, attorney, to file suit on behalf of the Tribe, AND; WHEREAS, the Pow Wow Club refused to account for money earned while conducting Pow Wow Club Bingo, AND; WHEREAS, the Pow Wow Club comes under emphasis of Tribal Government, AND; WHEREAS, good business practices warrant periodic audits by the Tribal accountant possessing trust responsibility for such programs, AND; WHEREAS, the Tribal Accountant with trust responsibility for programs is the Citizen Band Potawatomi Indians of Oklahoma; NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indians of Oklahoma does hereby authorize STEVE PARKER, Tribal Attorney, to officially represent this Tribe and to file suit on behalf of the Tribe until such time as these authorities may be rescinded by subsequent Resolution by this body. TRANSCRIPTION: RESOLUTION ATTACHMENT #2 POTT # 83-48 CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA SHAWNEE, OKLAHOMA JUNE 27, 1983 A RESOLUTION REQUESTING THE BUREAU OF INDIAN AFFAIRS TO ENTER INTO A CONSOLIDATED TRIBAL GOVERNMENTAL PROGRAM CONTRACT WITH THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA IN FISCAL YEAR 1984. WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized Tribe of American Indians under authority granted by the Oklahoma Indian Welfare Act of 1936; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma Business Committee is duly authorized to act in behalf of the Tribe by authority of the Tribal Constitution and By-Laws; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma by virtue of a Level 1 rating of its financial management system by the Office of the Inspector General of the Department of the Interior, is eligible to participate in the Consolidated Tribal Governmental Program (CTGP); and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is authorized to request that the Bureau of Indian Affairs administratively adjust FY84 funds available to this Tribe in, 1) Housing Improvement Program, 2) Self- Determination Grant, and, 3) Roads maintenance, into a single contract called the Consolidated Tribal Governmental Program Contract; and WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desire to operate a Consolidated Tribal Governmental Program to provide Tribal Government Development, HIP; and Roads maintenance; and WHEREAS, the Citizen Band Potawatomi Tribal Administrator is hereby authorized to negotiate this contract and any amendments thereto; and WHEREAS, the Tribal Chairman is hereby empowered to execute this contract and any amendments thereto; and WHEREAS, the authorities granted by this Resolution shall be for the 12 month term of the proposed FY84 contract or until said authorization is withdrawn by Resolution of the Business Committee; and WHEREAS, the Business Committee members reserve the right to review the contract document and any amendments thereto prior to signature by designated persons; and WHEREAS, the proposed term of this Consolidated Tribal Governmental Program shall be from October 1, 1983 through and including September 30, 1984; NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indians of Oklahoma request that the Bureau of Indian Affairs administratively adjust FY84 funds available to this Tribe in, 1) Housing Improvement Program, 2) Self-Determination Grant, and, 3) Road Maintenance, into a single contract called the Consolidated Tribal Governmental Program contract to provide the specified services to our Tribe in Fiscal year 1984. Baptiste possessed 1/4 degree Citizen Potawatomi blood, AND WHEREAS, The children of Rose Copaugh and Joseph L. Baptiste are indicated as possessing 5/8 degree Citizen Potawatomi blood, on the 1937 Census, AND WHEREAS, The degree of 5/8 Citizen Potawatomi blood ascribed to the children of Rose Copaugh and Joseph L.
