A RESOLUTION SUPPORTING THE CITIZEN POTAWATOMI NATION'S
CONSERVATION LAW ENFORCEMENT OFFICER APPLICATION FOR FUNDING
THROUGH THE BUREAU OF INDIAN AFFAIRS FY 2014 CONSERVATION LAW
ENFORCEMENT OFFICER PROGRAM AND AUTHORIZING THE IMPLEMENTATION
THEREOF, IF AWARDED
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government; and,
except for these specific limitations, all other general powers of government
are embodied in the Legislature's authority "to enact legislation, transact
business, and otherwise speak and act on behalf of the Citizen Potawatomi
Nation in all matters on which the Nation is empowered to act now or in the
future"; and
WHEREAS, the Bureau of Indian Affairs (BIA), through its Conservation Law Enforcement
Officer (CLEO) program, has announced availability of Fiscal Year 2014
funds to provide base salary funding to increase CLEO presence on Indian
lands for the protection, conservation and enhancement of Indian fish,
wildlife and associated natural resources; and
WHEREAS, the CPN proposes to create one CLEO position in order to provide for the
protection of CPN tribal natural resources where the Tribe has jurisdiction
and enforceable game codes; and
WHEREAS, the CLEO will ultimately fill the law enforcement gap that currently exists for
natural resource protection and conservation at the CPN; and

WHEREAS, there is no non-Federal cash cost share requirement required by the Citizen
Potawatomi Nation.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POTAWATOMI NATION that a resolution supporting the Citizen Potawatomi Nation's
Conservation Law Enforcement Officer application for funding through the Bureau of
Indian Affairs fy 2014 Conservation Law Enforcement Officer Program IS HEREBY
APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and
consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of up to $47,000 for up to five years from the Fy 2014 Conservation Law
Enforcement Officer fund (or other applicable accounts) for the implementation,
negotiation, operation, enforcement, procurement, settlement, and or completion of this
contract, compact, regulation or agreement by the Tribal Chairman or his designate IS
HEREBY AUTHORIZED.

A RESOLUTION AUTHORIZING AND SUPPORTING THE FY 2014
FAMILY VIOLENCE PREVENTION SERVICES GRANT APPLICATION TO
THE UNITED STATES DEPARTMENT OF HEALTH AND HUMAN SERVICES'
ADMINISTRATION FOR CHILDREN AND FAMILIES.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government; and,
except for these specific limitations, all other general powers of government
are embodied in the Legislature's authority "to enact legislation, transact
business, and otherwise speak and act on behalf of the Citizen Potawatomi
Nation in all matters on which the Nation is empowered to act now or in the
future"; and
WHEREAS, the Citizen Potawatomi Nation Indian Child Welfare program has operated a
Family Violence Prevention Services formula grant for many years and has
developed a professional working relationship with the office of Community
Services within the Administration for Children and Families; and
WHEREAS, the Citizen Potawatomi Nation Indian Child Welfare program will contract
with Project Safe, Unzner Center, Family Resource Center and Citizen
Potawatomi Nation Tribal Police to provide auxiliary services to victims of
family violence and their dependents; and
WHEREAS, the goals of the Family Violence component of the Indian Child Welfare
program are to provide immediate shelter and related assistance to victims
of family violence and to expand efforts to prevent family violence; and

WHEREAS, these goals will be met if funding is received from the Administration for
Children and Families as a result of this grant application.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POTAWATOMI NATION that a resolution supporting the Fy 2014 Family Violence
Prevention Services grant application to the United States Department of Health and
Human Services' Administration for Children and Families IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and
consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of up to $75,000 from the Family Violence Prevention (or other applicable
accounts) for the implementation, negotiation, operation, enforcement, procurement,

ENHANCEMENT GRANT PROGRAM
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of
American Indians with Constitutional authority under the Act of
June 18, 1934 and the Oklahoma Indian Welfare Act of June 26,
1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are
inherent in Tribal tradition, derived from a history of organized self-
government since time immemorial, and recognized by treaties with
the United States and in the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution
provides for a separation of powers of the Tribal government by the
reservation and delegation of specific powers to other entities of the
Tribal government; and, except for these specific limitations, all
other general powers of government are embodied in the
Legislature's authority "to enact legislation, transact business, and

WHEREAS, the Institute of Museum and Library Services has allocated Fiscal Year
2014 funds for the implementation of certain projects which provide
enhanced care and access to Native American library holdings; and
WHEREAS, the Citizen Potawatomi Nation Cultural Heritage Center Library holds
unique tape media concerning tribal history and Potawatomi language
that is too fragile for everyday use; and

WHEREAS, the membership of the Citizen Potawatomi Nation would benefit
greatly from the digitization and in-library availability of these
materials; and
WHEREAS, there is no non-Federal cash cost share required by the Citizen

NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION, that a resolution authorizing and supporting
the Nation's application for funding under the FY 2014 IMLS Native American
Library Enhancement Program IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if
awarded, an appropriation of Federal funds up to $140,000 from the Native
American Library Enhancement Fund for the implementation, negotiation,
operation, enforcement, procurement, settlement, and or completion of this
contract, compact, regulation or agreement by the Tribal Chairman or his
designate IS HEREBY AUTHORIZED.

for everyday handling and;

WHEREAS, the membership of the Citizen Potawatomi Nation as well as other
humanities scholars would benefit greatly from the digitization and
online publication of these materials and;

NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE

behavior and substance abuse and promotion of mental health
among American Indian/Alaskan Native youth up to, and including,
age 24; and

WHEREAS, the Oklahoma State Department of Health provides statistical data
from the "Oklahoma Violent Death Reporting System" which
substantiates that between 2004 and 2013, the suicide rate for
Native Americans between the ages of 10 and 24 in Pottawatomie
County was 21.8%. In addition, the combined 5 county rate within
the tribal service area was 16.4%, indicating a severe and
unacceptable issue within the tribal community; and
WHEREAS, the Citizen Potawatomi Nation Tribal Youth Program proposes to
submit a grant application with three overarching goals: (1) To
enhance community prevention services, including education,
surveillance and data collection and evaluation by partnering with
clinical counterparts; (2) Create a supportive environment that
promotes awareness and builds support for public dialogue while
also encouraging healthy and empowered individuals, families and
communities to prevent suicidal tendencies or other destructive life
choices; and (3) Develop, improve, and implement life skills
education and suicide prevention strategies within the targeted
population (youth ages 10-24) to reduce associated risks within the
community; and
WHEREAS, the proposed program will allow our tribal community to support
youth and young adults as they transition into adulthood by
facilitating strong connections to family and culture through
collaborations with tribal and community counseling and treatment
agencies; and
WHEREAS, the Tribal Youth Program will also engage communities by
partnering with local public schools and colleges to provide
education/training, substance abuse education and also address
other mitigating factors that may lead to suicide risks; and
WHEREAS, the Citizen Potawatomi Nation TYP program is seeking funding up
to the amount of $200,000 for Year 1, which is designated as a
planning year. Upon successful completion of objectives, proposals
can be submitted for up to $200,000 per year for Years 2-5; and
WHEREAS, there is no non-Federal cash cost share required by the Citizen
Potawatomi Nation.

program are to provide immediate shelter and related assistance to victims
of family violence and to expand efforts to prevent family violence; and

WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government; and,

WHEREAS, the United States Department of Housing and Urban development (HUD) is
soliciting grant applications of up to $800,000 through the fy 2015 Indian
Community Development Block Grant (ICDBG) program; and
WHEREAS, the Citizen Potawatomi Nation is proposing the expansion of the Citizen
Potawatomi Community Development Corporation's Microenterprise
program which will meet an essential community development need by
expanding the capacity of Native American small business and aspiring
entrepreneurs by providing access to capital through microenterprise loan
fund support; and

POTAWATOMI NATION'S APPLICATION FOR FUNDING UNDER THE FISCAL
YEAR 2015 TRIBAL HISTORIC PRESERVATION OFFICE GRANT PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of
American Indians with Constitutional authority under the Act of
June 18, 1934 and the Oklahoma Indian Welfare Act of June 26,
1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are
inherent in Tribal tradition, derived from a history of organized self-
government since time immemorial, and recognized by treaties with
the United States and in the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution
provides for a separation of powers of the Tribal government by the
reservation and delegation of specific powers to other entities of the
Tribal government; and, except for these specific limitations, all
other general powers of government are embodied in the
Legislature's authority "to enact legislation, transact business, and
otherwise speak and act on behalf of the Citizen Potawatomi Nation
in all matters on which the Nation is empowered to act now or in the
future"; and
WHEREAS, the National Park Service has allocated Fiscal Year 2015 funds for the
development and operation of Tribal Historic Preservation Offices
under the provisions of the National Historic Preservation Act; and
WHEREAS, the Citizen Potawatomi Nation first authorized submission of an
application to the National Park Service for Tribal Historic
Preservation Office status via Resolution 03-129; and;
WHEREAS, the Citizen Potawatomi Nation signed an Agreement with the National
Park Service on July 25, 2007 to assume historic preservation duties

on Tribal lands that were previously the responsibility of the State;
and
WHEREAS, this will be the eighth year for implementation of the Tribal Historic
Preservation Office whose duties include Section 106 review and
compliance, survey and inventory of tribal lands, and public
education of historic preservation.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION, that a resolution authorizing and supporting
the Nation's application for funding under the FY 2015 Tribal Historic Preservation
Office Grant Program IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if
awarded, an appropriation of Federal funds up to $50,566 from the Tribal Historic
Preservation Office Fund for the implementation, negotiation, operation,
enforcement, procurement, settlement, and or completion of this contract,
compact, regulation or agreement by the Tribal Chairman or his designate IS

Plan, which will allow the creation of a tribal, government-wide climate
adaptation planning framework; and
WHEREAS, the Climate Adaptation Plan will ultimately provide opportunities for ongoing
climate management adaptation and data analysis; and
WHEREAS, the Citizen Potawatomi Nation will leverage resources through the use of
existing climate change vulnerability assessment partnerships.

(TEDC) grant program; and
WHEREAS, energy and mineral development on federal lands plays a critical role in
creating jobs and generating income in Indian Country, while also
contributing to the national economy; and
WHEREAS, the TEDC grant program is intended to help tribes:
1.) determine the current level of a tribe's technical, administrative or
management capacity for identified energy resource development activities.

2.) determine which technical, administrative or management capacities for
tribal energy resource development need enhancement.

implemented.

government since time immemorial, and recognized by treaties with
the United States and in the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution

$157,000.00 in a Community Services Block Grant (CSBG) to

WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal

WHEREAS, the Citizen Potawatomi Nation is submitting a Project Scope entitled
"Citizen Potawatomi Scattered New and Like-new Housing" to the U.S. Indian
Health Service (IHS) through the office of Environmental Health Sanitation
Facilities Construction Branch under the authority of P.L. 86-121 for the
construction of sanitation facilities; and
WHEREAS, IHS will provide the funds and the Citizen Potawatomi Nation will design and
construct the facilities under the provisions of the Self-Governance Compact that
became effective in fiscal year 1998. The total cost to IHS for providing
sanitation facilities to 24 eligible homes is $235,000.00;

NOW THEREFORE BE IT RESOLVED, that the Citizen Potawatomi Nation fully supports
the entire project for the construction of sanitation facilities as provided by the provisions of its

Multi-year Funding Agreement 2013-2017 (MFA) with the IHS/DHHS executed by these
parties and effective in May, 2012, in connection with said compact;
NOW, THEREFORE BE IT FURTHER RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION, that a resolution supporting an increase in funding
offered by the Indian Health Services for sanitation facilities construction program under P.L. 86-
121 for new and like-new homes IS HEREBY APPROVED.

in-kind donations to receive the funds.

diabetes program for seventeen years and provides care for approximately
550 Native Americans who have been diagnosed with diabetes; and
WHEREAS, the Citizen Potawatomi Nation proposes to provide a Healthy Heart Program
aimed at cardiovascular disease risk reduction in Native Americans with
diabetes through intensive activities including case management, disease
management, and self-management education; and

awareness activities such as health fairs, exercise challenges, and

2 year project period with no matching funds or in-kind services required.
