Call to order: Chairman Barrett called the meeting to order at 7:15pm.
Chairman Barrett gave the invocation.
First item of business: Minutes from the previous legislative meeting held on November 29,
2012. Motion to approve the minutes as read was made by David Barrett and seconded by Paul
Wesselhoft. The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Second item of business: Ordinance 13-02-App-13-02-T44: An ordinance amending the
Revenue and Taxation Code of the Citizen Potawatomi Nation to provide for a Hotel Occupancy
Tax. Motion to approve Ordinance #13-02-App-13-02-T44, as amended, was made by Lisa Kraft
and seconded by Dave Carney. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Third item of business: Ordinance 13-03-App-13-03-T40: An ordinance amending Title 40 of
the Citizen Potawatomi Nation Tribal Code to provide for Business Leasing Regulation. Motion
to waive the reading of the entire ordinance was made by Linda Capps and seconded by Paul
Wesselhoft. The motion passed with 15 in favor, 0 opposed, I absent and 0 abstaining. Motion
to approve Ordinance #13-03-App-13-03-T40, as presented, was made by Linda Capps and
seconded by Mark Johnson. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Fourth item of business: Resolution 13-33-NR: A resolution approving a fee to trust
acquisition application to the Bureau of Indian Affairs and request for trust acquisition of the (non-
gaming/on reservation) Srader property. Motion to approve Resolution #13-33-NR was made by
Eva Marie Carney and seconded by David Barrett. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining.

Fifth item of business: Resolution 13-34-NR: A resolution approving a fee to trust acquisition
application to the Bureau of Indian Affairs and request for trust acquisition of the (non-gaming/on
reservation) Haney property. Motion to approve Resolution #13-34-NR was made by Bobbi
Bowden and seconded by Rande Payne. The motion passed with 15 in favor, 0 opposed, 1 absent
and 0 abstaining.
Sixth item of business: Resolution 13-35-HHS: A resolution supporting an increase in funding
for the Citizen Potawatomi Nation's Sanitation facilities construction program P.L. 86-121 for
new and like-new homes offered through the U.S. Indian Health Service
(Project OK 13-E23). Motion to approve Resolution #13-35-HHS was made by Lisa Kraft and
seconded by Gene Lambert. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Seventh item of business: Resolution 13-36-TC&A: A resolution authorizing and supporting
the Citizen Potawatomi Nation's application for funding under the fy 2013 Tribal Historic
Preservation Office grant program. Motion to approve Resolution #13-36-TC&A was made by
Rande Payne and seconded by Eva Marie Carney. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining.
Eighth item of business: Resolution 13-37-ED&C: A resolution authorizing the Citizen
Potawatomi Nation's Community Development Corporation's proposed 2013 CDFI Grant
Assistance Program grant application offered through the United States Department of the
Treasury- CDFI Fund. Motion to approve Resolution #13-37-ED&C was made by Linda Capps
and seconded by Bobbi Bowden. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Ninth item of business: Resolution 13-38-J&PS: A resolution approving and supporting the
Citizen Potawatomi Nation's grant application for funding under the Department of Justice's fy
2013 Coordinated Tribal Assistance Solicitation (CTAS) to continue development of
comprehensive approaches to public safety and criminal justice. Motion to approve Resolution
#13-38-J&PS, as amended, was made by Eva Marie Carney and seconded by Dave Carney. The
motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Tenth item of business: Resolution 13-39-LCoE: A resolution enrolling 126 applicants into the
membership of the Citizen Potawatomi Nation. Motion to approve Resolution #13-39-LCoE
was made by Paul Wesselhoft and seconded by Mark Johnson. The motion passed with 15 in
favor, 0 opposed, 1 absent and 0 abstaining.
Eleventh item of business: Resolution 13-40-App: A resolution authorizing a request to the
Bureau of Indian Affairs for disbursement of funds being held on behalf of the Citizen
Potawatomi Nation. Motion to approve Resolution #13-40-App was made by Bobbi Bowden and
seconded by Eva Marie Carney. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.

Twelfth item of business: Resolution 13-41-App: A resolution approving a 2013-2014 Annual
Budget of $713,000 from the estimated earnings and interest on program money from judgment
funds awarded by the United States Court of Claims, subject to approval by the General Council
pursuant to Article 5, Section 3 of the Citizen Potawatomi Nation constitution. Motion to
approve Resolution #13-41-App was made by Robert Whistler and seconded by Linda Capps.
The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Thirteenth item of business: Update on the status of construction projects by Chairman Barrett.
Fourteenth item of business: Adjournment: There being no further business before the
Legislature, motion to adjourn was made by Paul Schmidlkofer and seconded by David Barrett.
Meeting adjourned at 9:00pm. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.

Call to order: Chairman Barrett called the meeting to order at 5:35pm.
Chairman Barrett gave the invocation.
Note: Central Oklahoma experienced several deadly tornadoes in the days just prior to the
meeting. There were many tornado warnings and watches for the area again on May 30th.
First item of business: Due to the severe weather in the Shawnee area, a
motion was made by Representative Robert Whistler and seconded by
Representative Paul Schmidlkofer to waive reading the resolutions and forego
additional discussion on the agenda items in order to expedite the meeting.
The motion passed with 14 in favor, 0 opposed, 2 absent and 0 abstaining.
Second item of business: Minutes from the previous legislative meeting held
on February 28, 2013. Motion to approve the minutes, as presented, was made

Citizen Potawatomi Nation's "Center-based, Voucher and After School Program
Child Care Services" application for funding under the fy 2013 Child Care
Development Fund offered through the United States Department of Health &
Human Services through the Bureau of Indian Affairs 477 Program. Motion to
approve Resolution #13-42-Ed, as presented, was made by David Barrett and

Ninth item of business: Resolution 13-43-TA&C: A resolution approving
transportation for tribal members to attend the 20th annual Potawatomi
Traditional Gathering hosted by the Pokagon Potawatomi in Dowagiac,
Michigan, and monetary support for the host community. Motion to approve
Resolution #13-43-TA&C, as presented, was made by Rande Payne and

GENERAL COUNCIL MEETING
June 29, 2013
Call to Order: Chairman Barrett called the meeting to order at
7:00 am. Roll call included: Chairman John A. Barrett; Vice-
Chairman Linda Capps; Secretary-Treasurer D. Wayne Trousdale
and Representatives Theresa Adame, David Barrett, Bobbi
Bowden, Dave Carney, Eva Marie Carney, Mark Johnson, Lisa
Kraft, Gene Lambert, Rande Payne, Paul Schmidlkofer, Roy Slavin,
Paul Wesselhoft, and Robert Whistler,
Absent: None.
There was a motion made by Representative Wesselhoft, and
seconded by Representative Schmidlkofer, to recess and turn the
meeting over to the Election Committee for purposes of balloting.
The motion passed with 16 voting for, 0 opposed, 0 absent and 0
abstaining.
Meeting reconvened at 3:15 p.m., with Chairman Barrett calling
the General Council to order. Chairman Barrett offered a prayer
followed by the presentation of the colors.
Introductions: Chairman Barrett began the meeting by
introducing the members of the Legislature, former tribal officials
in attendance, the candidates for office, the members of the tribal
judiciary, and the Potawatomi Leadership Interns for 2013.
Election Results: Chairman Barrett introduced Gary Bourbonnais,
chairman of the Election Committee, Mr. Bourbonnais announced
the results of the 2013 General Election. Chairman Barrett,
Representatives Roy Slavin and Robert Whistler were re-elected
with no opposition. Eva Marie Carney was re-elected as District #2
representative over Anthony Cole. Jon Boursaw won the District #4
seat with 107 votes to 104 votes for Theresa Adame.

The Election Committee conducted a recount of the election
results, both by hand and electronically. Both recounts confirmed
Mr. Boursaw as the winner. The annual budget on the interest
and earnings on the tribal set-aside funds was approved with 1366
in favor and 88 opposed.
Swearing in ceremony: Chief District Judge Phil Lujan
administered the oath of office to Chairman Barrett,
Representatives Roy Slavin, Eva Marie Carney, Robert Whistler and
Jon Boursaw.
Approval of Previous Minutes: On a motion made by Robert
Whistler and seconded by David Barrett, the minutes of the
previous General Council meeting of June 30, 2012, were
approved as read by Secretary-Treasurer Trousdale. The motion
passed unanimously.
Recognition of Potawatomis: Chairman Barrett, following tribal
tradition, recognized the tribal member who traveled the farthest
to attend General Council, the wisest and the youngest tribal
citizen present. Aleshia Brenner of Amsterdam, Netherlands
traveled over 4,700 miles to attend General Council. Six month old
Tyson Greatmore was the youngest and Mr. George Hamilton, two
weeks short of his 97th birthday, was the wisest tribal member in
attendance. Mr. Hamilton, a WWII Army Air Corps fighter pilot,
and his fellow veterans were given a standing ovation in
appreciation for their service.
Chairman's remarks: Chairman Barrett began his report by
stating the Potawatomi culture belongs to all Potawatomi. Based
on Potawatomi traditions, there is no religious elite in the
Potawatomi culture. Traditional ceremonies belong to all
Potawatomi people. He emphasized the responsibility tribal
members have to pass along tribal and family history to future
generations and discussed the symbolism in the tribal seal. The
Chairman followed with a brief overview of the tribal history from
the early settlements in the northeast and Great Lakes region, to
the forced re-locations, to electing to take United States citizenship
and purchase allotted lands in Oklahoma. He concluded by
thanking the Council for allowing him to be their chairman for
four more years.

Vice Chairman's remarks: Vice Chairman Capps began by
asking who was from outside of Oklahoma and who was from
Oklahoma. Surprisingly, there were more out of state attendees at
the Council meeting. She then recognized the directors and
managers for CPN and described their various programs leading
to a discussion on the benefits available to tribal members.

Annual Financial Report: Secretary-Treasurer Trousdale followed
with the Financial Report for the Nation. BDK was hired to audit
the Trust Funds as of September 30, 2012, The Trust Fund account
began with a settlement of $5,494,465 received from the Bureau of
Indian Affairs. As of September 30, 2012 the Trust Funds were
worth $11,964,325, an increase of over $961,000 from the previous
year. He informed the Council that for the first time in the tribe's
history over $4.5 million in scholarship money was given out to
tribal members. The Nation as a whole maintained a $23.8 million
increase in net assets for the year. The Citizen Potawatomi Nation's
accounting department was honored with the Government
Finance Officers Certificate of Achievement for the twenty-fourth
year in a row. Secretary Trousdale emphasized that the Nation is
in a strong financial position and commended the tribal
legislators and directors for their management skills. He also
thanked the members of the Council for allowing him to serve as
their Secretary-Treasurer.

Call to Order: Chairman Barrett called the meeting to order at
7:00 am. Roll call included: Chairman John A. Barrett; Vice-

There was a motion made by Vice Chairman Capps, and
seconded by Representative Paul Schmidlkofer, to recess and turn
the meeting over to the Election Committee for purposes of
balloting. The motion passed with 16 voting for, 0 opposed, 0
absent and 0 abstaining.
Meeting was reconvened at 3:15 p.m., with Chairman Barrett
calling the General Council to order. Chairman Barrett offered a
prayer followed by the presentation of the colors.
Introductions: Chairman Barrett began the meeting by
introducing the members of the Legislature, former tribal officials
in attendance, the candidates for office, the members of the tribal
judiciary and the Potawatomi Leadership Interns for 2012.
Election Results: Chairman Barrett introduced Gary Bourbonnais,
chairman of the Election Committee. Mr. Bourbonnais announced
the results of the 2012 General Election. Representatives Paul
Wesselhoft and Paul Schmidlkofer were re-elected with no
opposition. The annual budget on the interest and earnings of the
tribal set aside funds was approved with 1229 in favor and 108
opposed.

Approval of Previous Minutes: On a motion made by Paul
Wesselhoft and seconded by Beverly Hughes, the minutes of the
previous General Council meeting of June 25, 2011, were
approved as read by Secretary-Treasurer Trousdale. The motion
passed unanimously.
Chairman's remarks: Chariman Barrett thanked the Council for
allowing him the privilege to serve as tribal chairman. He
emphasized that the Citizen Potawatomi do not base enrollment
on blood degrees. He also reiterated that tribal tradition is to care
for those in need first. This was followed by an overview of the
tribal constitution and the separation of power between the three
branches of tribal government.
Vice Chairman's remarks: Vice Chairman Capps thanked the
tribe's employees, calling them the best in the nation. She also
thanked the CPN and Veterans color guards for their services both
to the United States and the tribal nation. Vice Chairman Capps
highlighted some of the new programs the tribe has - specifically
the eagle aviary, the ballfields and Rural Water District #3. She
spoke of cooperation between the Nation and local communities
and the tribe's efforts to be a good neighbor. The winners of the

Annual Financial Report : Secretary-Treasurer Trousdale followed
with the Financial Report for the Nation. Bledsoe & Associates was
hired to audit the Trust Funds as of September 30, 2011. The Trust
Fund account began with a settlement of $5,494,465 received from
the Bureau of Indian Affairs. As of September 30, 2011 the Trust
Funds were worth $10,630,908. The Nation as a whole maintained
an $18.8 million increase in net assets for the year. The Citizen
Potawatomi Nation remains the largest employer in Pottawatomie

County with 1922 employees, The Citizen Potawatomi Nation's
accounting department was honored with the Government
Finance Officers Certificate of Achievement for the twenty-third
year in a row. Secretary Trousdale emphasized that the Nation is
in a strong financial position. He also thanked the members of the
Council for allowing him to serve as their Secretary-Treasurer and
asked that they pray for the continued safety and success of the
Nation.
Recognition of Potawatomis: Chairman Barrett, following tribal
tradition, recognized the tribal member who traveled the farthest
to attend General Council, the wisest and the youngest tribal
citizen present. Jade O'Connor of Lower Hutt, New Zealand
traveled over 7,600 miles to attend General Council. Nila Locke, at
101 years of age, was the wisest tribal member in attendance and
seven week old Bryce Coffey was the youngest to attend.
Swearing in ceremony: Chief District Judge, Phil Lujan
administered the oath of office to Representatives Paul Wesselhoft
and Paul Schmidlkofer.
