Call to order: Chairman Barrett called the meeting to order at 5:35pm and gave the
opening prayer.
First item of business: Minutes from the previous legislative meeting held on January
16, 2014. Motion to approve the minutes as read was made by Representative Lisa
Kraft and seconded by Representative Jon Boursaw. The motion passed with 15 in
favor, 0 opposed, 1 absent and 0 abstaining.
Second item of business: Resolution 14-40-ED&C: A resolution approving the Citizen
Potawatomi Nation's Industrial Park infrastructure application for continued funding
through the United States Department of Commerce, Economic Development
Administration. Motion to approve Resolution #14-40-ED&C was made by
Representative Paul Wesselhoft and seconded by Representative Lisa Kraft. The
motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Third item of business: Resolution 14-41-Ed: A resolution authorizing the Citizen
Potawatomi Nation's proposed Childcare Development Center building application for
funding through the United States Department of Housing and Urban Development
under the fy 2014 Indian Community Development Block Grant program. Motion to
approve Resolution #14-41-Ed was made by Representative Dave Carney and seconded
by Representative Rande Payne. The motion passed with 15 in favor, 0 opposed, 1
absent and 0 abstaining.

Fourth item of business: Resolution 14-42-NR: A resolution approving the Citizen
Potawatomi Nation's funding request to enter into a cooperative agreement with the
United States Department of the Interior for the Land Buy-Back Program for fy 2014.
Motion to approve Resolution #14-42-NR was made by Representative Eva Marie Carney
and seconded by Representative Gene Lambert. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining.
Fifth item of business: Resolution 14-43-J&PS: A resolution confirming the nominees
for Tribal Judicial Office subsequent to confirmation by the General Council. Motion
to amend Resolution #14-43-J&PS was made by Representative Paul Wesselhoft and
seconded by Representative David Barrett. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining. Motion to approve Resolution #14-43-J&PS as
read was made by Representative Mark Johnson and seconded by Representative Jon
Boursaw. The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Sixth item of business: Resolution 14-44-J&PS: A resolution approving and supporting
the Citizen Potawatomi Nation's grant application for funding under the Department
of Justice's fy 2014 Coordinated Tribal Assistance Solicitation (CTAS) to continue
development of comprehensive approaches to public safety and criminal justice.
Motion to approve Resolution #14-44-J&PS was made by Representative David Barrett
and seconded by Representative Bobbi Bowden. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining.
Seventh item of business: Resolution 14-45-J&PS: A resolution approving the Citizen
Potawatomi Nation's grant application for funding under the fy 2014 U.S. Department
of Health & Human Services Substance Abuse and Mental Health Services
Administration (SAMHSA Treatment Drug Courts). Motion to approve Resolution
#14-45-J&PS was made by Representative Bobbi Bowden and seconded by
Representative Dave Carney. The motion passed with 15 in favor, 0 opposed, 1 absent
and 0 abstaining.
Eighth item of business: Resolution 14-46-HHS: A resolution supporting an increase
in funding for the Citizen Potawatomi Nation's sanitation facilities construction
program, P.L. 86-121, for Scattered Existing Homes offered through the U. S. Indian
health Service (Project OK 14-T82). Motion to approve Resolution #14-46-HHS was
made by Representative Mark Johnson and seconded by Representative Rande Payne.
The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Ninth item of business: Resolution 14-47-HHS: A resolution supporting an increase in
funding for the Citizen Potawatomi Nation's sanitation facilities construction program,
p. L. 86-121, for the City of Tecumseh Water Treatment Plant Renovation offered
through the U.S. Indian Health Service (Project OK 14-T89). Motion to approve
Resolution #14-47-HHS was made by Representative Lisa Kraft and seconded by
Representative David Barrett. The motion passed with 15 in favor, 0 opposed, 1
absent and 0 abstaining.

Tenth item of business: Resolution 14-48-LCoE: A resolution enrolling 168 applicants
into the membership of the Citizen Potawatomi Nation. Motion to approve Resolution
#14-48-LCoE was made by Representative Robert Whistler and seconded by
Representative Gene Lambert. The motion passed with 15 in favor, 0 opposed, 1
absent and 0 abstaining.
Eleventh item of business: Resolution 14-49-HHS: A resolution authorizing the
submission of a grant proposal entitled "Citizen Potawatomi Residential Storm Shelter
Program" to the American Red Cross Disaster Services Long Term Recovery Grant
Program. Motion to approve Resolution #14-49-HHS was made by Representative Bobbi
Bowden and seconded by Representative Paul Wesselhoft. The motion passed with 15
in favor, 0 opposed, 1 absent and 0 abstaining.
Representatives Bowden and Lambert had to leave the meeting.

First item of business: Resolution 14-50-App: A resolution approving a 2014-2015
annual budget of $713,000 from the estimated earnings and interest on program
money from judgment funds awarded by the United States Court of Claims, subject to
approval by the General Council pursuant to Article 5, Section 3 of the Constitution of
the Citizen Potawatomi Nation. Motion to approve Resolution #14-50-App was made
by Vice Chairman Capps and seconded by Representative Paul Schmidlkofer. The
motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Second item of business: Adjournment: There being no further business before the
Legislature, motion to adjourn was made by Representative Paul Schmidlkofer and
seconded by Representative Paul Wesselhoft. The motion passed with 16 in favor, 0
opposed, 0 absent and 0 abstaining. The meeting adjourned at 5:25pm.

Fourth item of business: Resolution 14-52-Ed: A resolution approving the Citizen Potawatomi
Nation's "Center-based, Voucher and After-School Program Child Care Services" application for
funding under the fy 2015 Child Care Development Fund offered through the United States
Department of Health and Human Services through the Bureau of Indian Affairs 477 Program.

GENERAL COUNCIL MEETING
June 28, 2014
Call to Order: Chairman Barrett called the meeting to order at
7:00 a.m. Roll call included: Chairman John A. Barrett; Vice-
Chairman Linda Capps; Secretary-Treasurer D. Wayne Trousdale
and Representatives David Barrett, Jon Boursaw, Bobbi Bowden,
Dave Carney, Eva Marie Carney, Mark Johnson, Lisa Kraft, Gene
Lambert, Rande Payne, Paul Schmidlkofer, Roy Slavin, Paul
Wesselhoft, and Robert Whistler.
Absent: None.
There was a motion made by Representative Schmidlkofer, and
seconded by Representative Payne, to recess and turn the meeting
over to the Election Committee for purposes of balloting. The
motion passed with 16 voting for, 0 opposed, 0 absent and 0
abstaining.
Meeting reconvened at 3:05 p.m., with Chairman Barrett calling
the General Council to order. Chairman Barrett offered a prayer
followed by the presentation of the colors.
Introductions: Chairman Barrett began the meeting by
introducing the members of the Legislature, former tribal officials
in attendance, the candidates for office, the members of the tribal
judiciary, and the Potawatomi Leadership Interns for 2014.
Election Results: Chairman Barrett introduced Gary Bourbonnais,
chairman of the Election Committee. Mr. Bourbonnais announced
the results of the 2014 General Election. Vice Chairman Capps,
Secretary Treasurer Trousdale, Representatives Gene Lambert and
Rande Payne were re-elected with no opposition. Representative
Mark Johnson was re-elected as District #7 representative over

Michael Bourbonnais. Representative Dave Carney won the
District #8 seat over Clyde Slavin.
Associate Justice Jane Braugh was re-contirmed to her seat on
Tribal Supreme Court and the annual budget tor the interest and
earnings on the tribal set-aside funds was approved with 1299 in
favor and 73 opposed.
Swearing in ceremony: Chief District Judge Phil Lujan
administered the oath of office to Vice Chairman Capps,
Secretary-Treasurer Trousdale, Representatives Gene Lambert,
Rande Payne, Mark Johnson and Dave Carney.
Approval ot Previous Minutes: On a motion made by Lisa Kraft
and seconded by Bobbi Bowden, the minutes of the previous
General Council meeting of June 29, 2013, were approved as read
by Secretary-Treasurer Trousdale. The motion passed
unanimously.
Recognition of Potawatomis: Chairman Barrett, following tribal
tradition, recognized the tribal member who traveled the farthest
to attend General Council, the wisest and the youngest tribal
citizen present. Kelli Harper of Tampa, Florida traveled the
farthest to attend General Council. Four month old Luke Edward
LeClaire was the youngest and Mr. George Hamilton, two weeks
short of his 98th birthday, was the wisest tribal member in
attendance. Mr. Hamilton, a WWII Army Air Corps fighter pilot,
and his fellow veterans were given a standing ovation in
appreciation for their service.
Chairman's remarks: Chairman Barrett began his report by
thanking tribal members for enabling tribal leadership to take a
long view toward a well-planned future. He said a special thank
you to Vice Chairman Capps for her work ethic, kind heart, gentle
soul and always doing what she feels is right. The Chairman
reminded the Council that he has been in office for 29 years and is
looking toward the next generation of tribal leadership. He then
thanked Secretary-Treasurer Trousdale for his quiet, strong
expertise and financial acumen.

The Chairman explained the current strategy ot directing tribal
energies toward entertainment and tourism to keep tribal payroll
dollars with in the tribal economy. He discussed tribal enterprise
expansion to complement existing ones and indicated the Citizen
Potawatomi Nation has experienced 20% growth in the last 20
years. He concluded by stating that growth for the future is
happening here and now.
Vice Chairman's remarks: Vice Chairman Capps welcomed the
General Council attendees to the Festival. She informed the
Council that as of noon Saturday there had been over 4300
registrants. She also said with 31 participants the Youth Art
Competition was the largest ever. She then asked the directors
and managers for CPN to introduce themselves and describe their
various programs. The Vice Chairman went on to say that the
Citizen Potawatomi Nation is the best of the best in large part due
to its employees but also because Chairman Barrett had a vision
for the Nation. He helped guide the Nation through difficult days
in the beginning but CPN would not be where it is today without
his leadership. She then acknowledged Secretary-Treasurer
Trousdale stating that is was a real coup for the Nation to have as
its treasurer such a brilliant man with numbers. The Vice
Chairman concluded by stating the Citizen Potawatomi Nation is
blessed as a nation and if the United States were being run as
efficiently and effectively as CPN it would have fewer problems.

First National Bank Report: Larry Briggs, President of First National
Bank began his report by stating the bank has the highest safety
and security rating given, He then thanked the Board of Directors
for their guidance and direction, Mr. Briggs told the Council that
FNB has a great staff who have donated over 2080 hours
volunteering in the past year. He said the success of the bank has
been created through a legacy of making dreams a reality for
customers, the community and employees. He concluded by
thanking the Council for the honor and privilege of serving them.
Annual Financial Report: Secretary-Treasurer Trousdale followed
with the Financial Report for the Nation. BDK was hired to audit
the Trust Funds as of September 30, 2013. The Trust Fund account
began with a settlement of $5,494,465 received from the Bureau of
Indian Affairs. As of September 30, 2013 the Trust Funds were
worth $13,146,768 and the net assets of the Citizen Potawatomi
Nation were over $13.6 million.
Secretary Trousdale commended the Citizen Potawatomi Nation's
accounting department for being honored with the Government
Finance Officers Certificate of Achievement for the twenty-fifth year
in a row. He emphasized that the Nation is in a strong financial
position and that he is very proud of that accomplishment. He
finished by thanking the members of the Council for allowinghim
to serve as their Secretary-Treasurer.

a motion to adjourn was made by Robert Whistler and seconded
by Eva Marie Carney. Meeting adjourned at 4:45p.m.

Potawatomi Nation's Wildlife Warriors project application for funding through the Bureau of
Indian Affairs fy 2015 Tribal Youth Initiative Program and authorizing the implementation
thereof, if awarded. Motion to approve Resolution #15-39-TC&A was made by Representative
Eva Marie Carney and seconded by Representative Bowden. The motion passed with 16 in

Seventh item of business: Resolution 15-40-NR: A resolution supporting the update of the
Citizen Potawatomi Nation's Long Range Transportation Plan and requesting the Bureau of
Indian Affairs implement these changes to the Nation's Long Range Transportation Plan.

Nation's updated Tribal Transportation Program Transportation Improvement Plan (TTPTIP) and

resolution #15-42-NR was made by Vice Chairman Capps and seconded by Representative Kraft.

Tenth item of business: Resolution 15-43-App: A resolution authorizing a request to the
