Call to order: Chairman Barrett called the meeting to order at 5:40pm on February 17, 2020.
First item of business: Presentation by the tribal attorneys regarding the status of the State/Tribal
gaming situation.
Second item of business: Minutes from the previous meeting held on December 4, 2019. Motion to
approve the minutes as read was made by Representative Schmidlkofer and seconded by
Representative Boursaw.
Third item of business Minutes from the previous meeting held electronically on December 26-30,
2019. Motion to approve the minutes as read was made by Representative Schmidlkofer and
seconded by Representative Lambert. The motion passed with 16 in favor, 0 opposed, 0 absent and
0 abstaining.
Fourth item of business: Minutes from the previous meeting held electronically on January 15-16,
2020. Motion to approve the minutes as read was made by Representative Dave Carney and
seconded by Representative Bowden. The motion passed with 16 in favor, 0 opposed, 0 absent and 0
abstaining.
Fifth item of business: Resolution 20-34-R&G: A resolution approving the rescheduling of the
Quarterly Meeting of the Tribal Legislature from Thursday, February 27, 2020, to Monday, February
17, 2020. Motion to approve Resolution #20-34-R&G as amended was made by Representative Eva
Marie Carney and seconded by Representative Lambert. The motion passed with 16 in favor, 0
opposed, 0 absent and 0 abstaining.
Sixth item of business: Resolution 20-35-J&PS: A resolution authorizing the Citizen Potawatomi
Nation's proposed application for funding through the United States Department of Justice under
the fiscal year 2020 Coordinated Tribal Assistance Solicitation (CTAS) program. Motion to approve
Resolution #20-35-J&PS was made by Representative Barrett and seconded by Representative
Wesselhöft. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Seventh item of business: Resolution 20-36-J&PS: A resolution approving a cross deputization
agreement by and between the Citizen Potawatomi Nation and the City of Choctaw, Oklahoma.
Motion to table Resolution #20-36-J&PS was made by Vice Chairman Capps and seconded by
Representative Barrett. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.

judicial office subject to electoral confirmation by the General Council. Motion to approve
Resolution #20-37-J&PS was made by Representative Dave Carney and seconded by Representative
Schmidlkofer. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Ninth item of business: Resolution 20-38-ED&C: A resolution authorizing the Citizen Potawatomi
Nation's proposed application for funding through the United States Department of Housing and
Urban Development under the fiscal year 2019 Indian Community Development Block Grant program.
Motion to approve Resolution #20-38-ED&C was made by Representative Whistler and seconded by
Representative Eva Marie Carney. The motion passed with 16 in favor, 0 opposed, 0 absent and 0
abstaining.
Tenth item of business: Resolution 20-39-NR: A resolution supporting the addition of new routes, as
identified in attachment 'A', to the Nation's existing National Tribal Transportation Field Inventory,
(NTTFI) and requesting the Bureau of Indian Affairs add these new routes to the National Tribal
Transportation Field Inventory of the Citizen Potawatomi Nation. Motion to approve Resolution
#20-39-NR was made by Representative Wesselhöft and seconded by Representative Barrett. The
motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Eleventh item of business: Resolution 20-40-LCoE: A resolution enrolling 183 applicants into the
membership of the Citizen Potawatomi Nation. Motion to approve Resolution #20-40-LCoE was made
by Representative Schmidlkofer and seconded by Representative Boursaw. The motion passed with
16 in favor, 0 opposed, 0 absent and 0 abstaining.
Twelfth item of business: Resolution 20-41-App: A resolution authorizing the Tribal Chairman or his
Designee to open one or more interest bearing cash sweep public fund accounts with Bank7. Motion
to approve Resolution #20-41-App was made by Representative Bowden and seconded by
Representative Lambert. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Thirteenth item of business: Resolution 20-42-App: A resolution approving a 2020-2021 annual
budget of $775,000 from the estimated earnings and interest on program money from judgment
funds awarded by the United States Court of Claims, subject to approval by the General Council
pursuant to Article 5, Section 3 of the Citizen Potawatomi Nation Constitution. Motion to approve
Resolution #20-42-App was made by Representative Boursaw and seconded by Chairman Barrett.
The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.

GENERAL COUNCIL MEETING
June 27, 2020
Call to Order: Chairman Barrett called the meeting to order
at 7:00 a.m. Roll call included: Chairman John A. Barrett;
Vice-Chairman Linda Capps; Secretary-Treasurer D. Wayne
Trousdale and Representatives David Barrett, Jon Boursaw,
Bobbi Bowden, Dave Carney, Eva Marie Carney, Mark
Johnson, Lisa Kraft, Gene Lambert, Rande Payne, Paul
Schmidlkofer, Paul Wesselhoft, and Robert Whistler.
Absent: None.
There was a motion made by Representative Schmidlkofer,
and seconded by Chairman Barrett, to recess and turn the
meeting over to the Election Committee for purposes of
balloting. The motion passed with 15 voting for, 0 opposed,
0 absent and 0 abstaining.
Meeting reconvened at 3:05 p.m. with Chairman Barrett
calling the General Council to order followed by a prayer.
Chairman Barrett began the meeting by introducing the
legislators, the members of the tribal district court, the
Election Committee, the Gaming Commission and the Boxing
Commission.
He then called upon the Election Committee to present the
election results. Julie Floyd announced on behalf of the
Committee that Jennifer Lamirand was confirmed to her

position as Justice #4 of the Tribal Supreme Court by a vote
of 1279 in favor and 53 opposed. Paul Wesselhoft was re-
elected as representative for District #9 by a vote of 243 to
168 over the challenger Jay Laughlin. Paul Schmidlkofer was
re-elected as representative for District #12 with no
opposition. The budget for tribal set-aside funds was
approved by a vote of 1209 in favor and 65 opposed. The
candidates were sworn into their respective offices by Chief
District Judge Phil Lujan immediately after the results were
announced.
Chairman Barrett asked Secretary-Treasurer Trousdale to
read the minutes from the previous General Council held on
June 29, 2019, into the record. Motion to approve the
minutes as read was made by Jack Barrett and seconded by
Bob Lewis. The motion passed unanimously.
Secretary-Treasurer Trousdale then asked permission from
the elders to present the 2020 financial report of the Nation.
REDW was hired to audit the trust funds of the Nation. The
original amount transferred to the Nation in 1996 was
$5,494,464. Through prudent investment, those funds have
grown to $18,117,472 as of September 30, 2019. First
National Bank has likewise grown to have $243,430,356 in
net assets as of September 30, 2019. REDW as an
independent auditor attested that the financial statements
are a fair representation of the state of the Citizen
Potawatomi Nation.
The Nation's Accounting Department was awarded the
Certificate of Achievement for Excellence of Financial
Reporting for the 31st year in a row. Secretary-Treasurer
Trousdale thanked new Accounting Director Mary Chisholm
and the accounting department staff for continuing the
legacy of excellence of her predecessor, Susan Blair. He also
thanked the members of the Nation for allowing him to serve
as Secretary-Treasurer for the past 18 years.

Chairman Barrett took a few minutes to recognize the
directors of the Nation and thank them for their efforts on
behalf of the tribe and its members. He then introduced
Bryan Cain as the new President and CEO of First National
Bank and Trust Company. Mr. Cain thanked the community
for the gracious welcome and kindness his family has
received. He stated that First National Bank is great
institution that has risen from humble beginnings. And, that
due to sound stewardship, the bank is in a great position to
face whatever may come in these uncertain times.
Vice Chairman Capps took the opportunity to comment on
some programs that are of great service to tribal members.
The Potawatomi Leadership Program, where young tribal
members are chosen to come to the Nation and learn through
hands on experience, is expected to continue next year,
albeit possibly in an altered format until the pandemic
passes.
She also provided information on the tribe's Workforce
Development and the programs they administer. In 2019 the
Workforce Department served 688 adults and 1040 youths;
393 households were helped with utilities and 457
households were provide emergency assistance. They also
offer legal and tax services for tribal members.
The Chairman then moved to discuss the impact of CoVid19
virus on tribal businesses and programs. The Nation as a
whole lost over $20 million during the forced shut-down.
While the Nation received funds to offer assistance to tribal
members in need and offset some of the losses, those funds
came with over-reaching regulations on how they could be
spent which included specific instructions that they could
not be used a per capita payments. He then offered options
being consideration for additional assistance to tribal
members.

Following tribal tradition the wisest, youngest and furthest
traveled tribal member in attendance were honored. Bob
Lewis, age 75, was presented a blanket as the wisest tribal
member; Mayrena Cleveland, 8 years, was the youngest; and
Susan Ross of the Dallas, Texas area traveled the furthest to
attend.
Adjournment: There being no further business before the
Council, a motion to adjourn was made by Bob Lewis and
seconded by Andy Walters. Meeting adjourned at 4:20p.m.
