GENERAL COUNCIL MEETING
June 26, 2021
Call to Order: Chairman Barrett called the meeting to order
at 7:00 a.m. Roll call included: Chairman John A. Barrett;
Vice-Chairman Linda Capps; Secretary-Treasurer D. Wayne
Trousdale and Representatives David Barrett, Jon Boursaw,
Bobbi Bowden, Eva Marie Carney, Mark Johnson, Gene
Lambert, Rande Payne, Paul Schmidlkofer, Andrew Walters,
Paul Wesselhoft, and Robert Whistler.
Absent: Representative Dave Carney.
There was a motion made by Representative Schmidlkofer,
and seconded by Representative Johnson, to recess and turn
the meeting over to the Election Committee for purposes of
balloting. The motion passed with 14 voting for, 0 opposed,
1 absent and 0 abstaining.
Meeting reconvened at 3:05 p.m. with Chairman Barrett
calling the General Council to order followed by a prayer.
Chairman Barrett and the rest of the Tribal Legislature began
the meeting by honoring and acknowledging Julia Slavin,
wife of the late tribal legislator Roy Slavin, for their tireless
work on behalf of the Nation.
He then introduced the members of the Tribal Legislature,
the Tribal Supreme Court Justices, the Tribal District Court
Judges and members of the tribal attorneys' office followed
by an introduction of the candidates for tribal office.

Chairman Barrett asked Secretary-Treasurer Trousdale to
read the minutes from the previous General Council held on
June 27, 2020, into the record. Motion to approve the
minutes as read was made by Robert Whistler and seconded
by Randy Schlachtun. The motion passed unanimously.
Chairman Barrett introduced Bryan Cain as the President and
CEO of First National Bank and Trust Company. Mr. Cain
began his remarks with a quote from Proverbs, Chapter 29,
"Where there is no vision, the people perish ... " He further
stated that in 1989 a little bank located in a trailer was
purchased with a vision. First National Bank is still looking to
what can be for the future. Although CoVid presented many
challenges, it also presented many opportunities and the
bank remains prosperous with $313 million in assets to end
the year 2020. The bank is also maintaining its aggressive
acquisition outlook and is in the process of purchasing First
State Bank of Oklahoma City, which will make First National
Bank the largest tribally-owned bank in the United States. He
closed by remarking the future of First National Bank is
bright with the best days still ahead.
The Vice Chairman thanked all of the candidates for office
for their hard work and dedicated efforts on behalf of the
Nation. She then spoke of the Potawatomi Leadership
Program and the impact the CoVid pandemic on the manner
in which it is being conducted. While this year has twice as
many participants, the program is being headed by the
tribe's Education Department from a virtual platform.
The tribe's Intern program has ten interns plus some interns
at the tribal clinic this year. Vice Chairman Capps touched on
a new scholarship that will soon be available for children or
grandchildren of tribal veterans thanks to the generosity of
tribal member, Michael Kennedy, who recently passed away.
She gave a brief overview of the measures the Nation has
undertaken to forestall the spread of the CoVid19 virus and

applauded the efforts and professionalism of the tribe's
clinical, safety, police and human resource staffs. The Vice
Chairman concluded her remarks by saying she believes this
will be a good year and looks forward to whatever next year
might bring.
The Chairman also spoke of the impact CoVid had on the
Nation. He said the casinos have rebounded well from the
forced shut downs and feels this supports the decision made
to keep employees on the payroll during the shut-down. He
said this allowed the Nation to retain the best and brightest
on staff which, in turn, allows the best efforts and returns
for tribal members. He then thanked the tribe's directors and
staff for their efforts on behalf of the approximately 37,000
tribal members.
Chairman Barrett discussed the tribe's intentions for the
property it owns in the Choctaw area, specifically mentioning
medical, grocery and housing facilities.
He also briefed the Council on the progress at the Industrial
Park, updates to the casino eateries and a hoped-for outdoor
entertainment venue - the need for which has been
highlighted by the CoVid virus. The Chairman also
mentioned that the Nation is waiting on final guidance on the
American Recovery Act funds to see how this funding might
best benefit the Nation and its members.
The Chairman entreated the members of the Council to have
faith in the tribal election process and study the tribal
constitution to see the safeguards in place to guarantee
security and validity of the elections.
Following tribal tradition, the wisest tribal member, the
youngest tribal member, and the tribal member who traveled
the furthest to attend General Council were honored. Ninety-four
old John Anderson was honored as the wisest tribal
member while 4 year-old Preston Mae Neely was the youngest
tribal member in attendance. Jon "Drew" Boursaw traveled

from Topsham, Maine, for the honor of the tribal member
who traveled the furthest to attend General Council.
Secretary-Treasurer Trousdale requested the indulgence of
his elders as he presented the financial report of the Nation
for the year ending September 30, 2020. He, too, thanked
tribal employees for going above and beyond in their efforts
in the past year with all of the challenges it presented. He
said in the past year more has been asked of tribal
employees than ever before and they responded.
REDW, LLP was engaged to perform an audit of the financial
statements of the Citizen Potawatomi Nation for 2020. The
original amount of the Trust Fund transferred from the
Bureau of Indian Affairs to the Nation in 1996, was
$5,495,465 which had grown to $19,657,940 as of September
30, 2020. This represents an increase in $1,540,468 from
2019. The Trust Investment is in five basic categories:
$551,505 is held in cash; $3,011,018 in cash equivalents;
$1,994,881 in various fund accounts; $2,908,726 in US
Treasury and agency securities; and, $11,179,542 in First
National Bank common stock.
Hogan Taylor audited the financial statements of First
National Bank & Trust Company as of December 31, 2020.
FNB had total assets of $313,940,286; net loans of
$108,768,176; and, stockholders' equity of $43,180,929.
First National Bank is a taxable entity that by paying lease
payments to the Nation manages to minimize its tax
consequence each year.
The Citizen Potawatomi Community Development
Corporation financials were also audited by REDW. The
CPCDC continues to build upon its strong net asset position
with net assets growing to $28,128,021 with $20,764,100 in
total liabilities, of which $20,690,496, or 99%, constitute debt
capital acquired to leverage as capacity for provide financing
to borrowers. As of September 30, 2020. This leaves the

CPCDC in a strong position upon which to build future
growth.
REDW also prepared a comprehensive financial report for the
year ended September 30, 2020. The Nation's combined net
assets were $320.6 million which is a positive change of
$12.5 million. The Nation's expenses for governmental
activities were $100.3 million and were funded by program
revenues of $94.4 million, supplemented with other revenues
totaling approximately $5.9 million. The Nation's business
revenues exceeded expenses by $11.7 million. The Nation
was awarded the Certificate of Achievement for Excellence in
Financial Reporting from the Government Finance Officers
Association of the United States and Canada for the 32nd year
in a row. The Nation's proprietary funds reported an increase
of $4.8 million in fy2020.
Secretary-Treasurer Trousdale concluded by thanking the
Council for allowing him to serve as their Secretary-Treasurer
for the past 19 years and stated he prays for the continued
success of the Nation and that it might continue to help
those in need and safeguard tribal sovereignty.
At 4:25pm the Chairman prefaced a recess of the Council by
thanking the members for allowing him to serve as their
chairman since 1985, stating that it has been his life 's work.
