Call to order: Chairman Barrett called the meeting to order at 5:48 pm followed by the
invocation.
First item of business: Minutes from the previous legislative meeting held December 14, 2022,
Motion to approve the minutes as read was made by Representative Schmidlkofer and seconded
by Representative Boursaw. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Second item of business: Resolution 23-31-R&G: A resolution approving the rescheduling of the
Quarterly Meeting of the Tribal Legislature from Thursday, February 23, 2023, to Thursday,
March 2, 2023. Motion to approve Resolution #23-31-R&G was made by Representative
Schmidlkofer and seconded by Representative Barrett. The motion passed with 15 in favor, 0
opposed, 1 absent and 0 abstaining.
Third item of business: Resolution 23-32-App: A resolution approving a 2023-2024 annual
budget of $770,000 from the estimated earnings and interest on program money from
Judgment Funds awarded by the United States Court of Claims, subject to approval by the
General Council pursuant to Article 5, Section 3 of the Citizen Potawatomi Nation Constitution.
Motion to approve Resolution #23-32-App was made by Representative Whistler and seconded
by Vice Chairman Capps. The motion passed with 15 in favor, 0 opposed, 1 absent and 0
abstaining.
Fourth item of business: Resolution 23-33-LCoE: A resolution enrolling 192 applicants into the
membership of the Citizen Potawatomi Nation. Motion to approve Resolution #23-33-LCoE was
made by Representative Whistler and seconded by Representative Walters. The motion passed
with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Fifth item of business: Resolution 23-34-NR: A resolution approving a fee-to-trust acquisition
application to the Bureau of Indian Affairs and request for trust acquisition of the (non-gaming/
ON reservation) CPN-fy22-03 Gilbert Property. Motion to approve Resolution #23-34-NR
was made by Representative Barrett and seconded by Representative Walters. The motion

Eighth item of business: Resolution 23-37-TC&A: A resolution approving the Citizen Potawatomi
Nation's application for funding under the United States Department of Health & Human
Services' Administration for Children and Families fy2023 Native American Language
Preservation and Maintenance Program. Motion to approve Resolution #23-37-TC&A was made
by Representative Wesselhoft and seconded by Representative Lambert. The motion passed
with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Ninth item of business: Resolution 23-38-TC&A: A resolution approving the Citizen Potawatomi
Nation's application for funding under the Institute of Museum and Library Services program.

Tenth item of business: Resolution 23-39-J&PS: A resolution approving the Citizen Potawatomi
Nation's application for funding under the U.S. Department of Justice fy2023 Coordinated
Tribal Assistance Solicitation (CTAS) program, Purpose Area one. Motion to approve Resolution
#23-39-J&PS was made by Representative Johnson and seconded by Representative Eva Marie
Carney. The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Eleventh item of business: Resolution 23-40-J&PS: A resolution approving the Citizen
Potawatomi Nation's application for funding under the U.S. Department of Justice fy2023

Seventh item of business: Resolution 23-47-HHS: A resolution supporting an increase in funding
for the Citizen Potawatomi Nation's sanitation facilities construction program, P.L. 86-121 , for
new and like-new scattered homes offered through the U.S. Indian Health Service (Project OK
23-F76). Motion to approve Resolution #23-47-HHS was made by Representative Eva Marie
Carney and seconded by Representative Lambert. The motion passed with 15 in favor, O

GENERAL COUNCIL MEETING
June 24, 2023
Call to Order: Chairman Barrett called the meeting to order
at 7:00 a.m. Roll call included: Chairman John A. Barrett;
Vice-Chairman Linda Capps; Secretary-Treasurer D. Wayne
Trousdale and Representatives David Barrett, Jon Boursaw,
Bobbi Bowden, Dave Carney, Eva Marie Carney, Gene
Lambert, Rande Payne, Paul Schmidlkofer, Andrew Walters,
Paul Wesselhoft, and Robert Whistler.
Absent: Representative Mark Johnson
There was a motion made by Representative Boursaw, and
seconded by Representative Schmidlkofer, to recess and turn
the meeting over to the Election Committee for purposes of
balloting. The motion passed with 15 voting for, 0 opposed,
1 absent and 0 abstaining.
Meeting reconvened at 3:20 p.m. with Chairman Barrett
calling the General Council to order followed by the posting
of the colors.
Once a prayer was offered, Chairman Barrett welcomed all
those in attendance and thanked them for coming. He
introduced Vice Chairman Capps and Secretary-Treasurer
Trousdale thanking them for their years of service to the
Nation and sharing their knowledge for the benefit of the
tribal members.

The Tribal Legislature, the Tribal Supreme Court Justices, the
Tribal District Court Judges and members of the tribal
attorneys' office were introduced. The Chairman expressed
his gratitude to the attorney's for all of the hours they have
worked on behalf of the Tribe's new endeavors. The
Potawatomi Leadership Interns were introduced and named
as the best and brightest as well as the future leaders of the
Nation.
Chairman Barrett introduced the candidates for office before
asking Secretary-Treasurer Trousdale to read the minutes
from the previous General Council held on June 25, 2022,
into the record. Motion to approve the minutes as read was
made by Margaret Zientek and seconded by Jennifer Bell. The
motion passed unanimously.
Secretary-Treasurer Trousdale took the podium again to ask
for the indulgence of the elders before speaking to the
Council regarding the financial position for the Nation. He
reported that REDW was hired to audit the trust funds which
had an ending balance $19,600,019 as of September 30,
2022.
Secretary-Treasurer Trousdale also stated that Hogan Taylor
performed the audit of Sovereign Bank and that CEO Cain
would speak to results of audit. He also stated that Sovereign
Bank had a record year.
Secretary-Treasurer Trousdale reported that REDW also
audited the Citizen Potawatomi Community Development
Corporation and the CDC ended year with net assets growing
to $34,336,553 as of September 30, 2022.
Finally, Secretary-Treasurer Trousdale reported that REDW
audited the Nation as a whole, noting that the Nation grew
net assets to $426.2 mil or a 16.3% increase.

Secretary-Treasurer Trousdale commended the Nation's
accounting department for receiving the certificate of
achievement for excellence in financial reporting from the
Government Finance Officers Association of the United States
and Canada for the 34th year in a row. Secretary-Treasurer
Trousdale closed by stating the Council should be proud of
the Nation's position financially and in the local economy. He
thanked the legislature for their concerns and prudent
decision in the financial matters of the Tribe. He then
thanked the Nation's CFO, Mary Chisholm as well as Leslie
Grovey and the remaining accounting staff hard work and
time spent working with him and for the Nation. He also
thanked the Council for allowing him to serve as their
Secretary-Treasurer for the past 21 years. He asked prayers
for the continued success of the Nation so that it might
continue to help those in need and safeguard the Nation's
sovereignty.
Secretary-Treasurer Trousdale then turned the microphone
over to Vice Chairman Capps who declared the Citizen
Potawatomi Nation directors to be the best and most integral
part of the day-to-day running of the Nation. Vice Chairman
Capps then introduced Sovereign Bank President Brian Cain
saying hiring Mr. Cain was one of the best moves ever made
by Nation.
Mr. Cain told the Council that the bank had changed its name
for a few reasons. After the acquisition of First State Bank of
Oklahoma City, there was some confusion on the part of the
public with other banks of similar names which lead to
advertising dollars benefiting the competition In addition,
the new name is more representative of the bank ownership.
Sovereign Bank is still strong and will always protect the
investments of the Nation with a profit of $8.6 million;
capital of $101 million; total assets of over $900 million;
and, loans of $586 million with zero past due. Mr. Cain
quoted "Following tribal tradition, the wisest hope to live
long enough to discover what their purpose is." Since 1989,
he said, not everything has been kind to the bank or

banking industry, but with determination and good
stewardship the bank is ready to fulfill its purpose. This is
an opportune time to tear down barriers to growth where the
financial dream catchers can filter out the deterrents to
financial sovereignty and give members the freedom to
dream.
Vice Chairman Capps announced the winners of the Adult Art
Competition. In the 'Other' category, Danny Wood placed
third with his copper Godzilla. Pam Wamego placed second
with her Potawatomi seal Wahoo board and Joe Wulfkuhle
took first place for his steel lap guitar. In the 'Photo, Painting
and Drawing' category, Jasmine Brown took third, Connie
Herron took second with her painting Two Fish and Shiloh
Whitman took first with her painting entitled "Elma". The
Professional category was won by Laura Hewuse for her "Two
brothers - One Nation" jewelry piece.
The Chairman spoke of the changes and construction taking
place within the Nation emphasizing that the intent is to
keep CPN dollars circulating within CPN businesses. Thanks
to federal dollars a new casino with a hotel and restaurants is
under construction and the ballfields have been expanded
and upgraded to artificial turf. The Behavioral Health
department will have a new building completed in 3-4
months and there are plans for the property the Nation owns
in the Choctaw area to have a new child care facility, new
dental clinic and medical facility to provide easier access for
tribal members. The Chairman introduced Ronnie Wear, the
director of the new Sovereign Pipe plant wholly owned by the
Tribe and capable of producing 100 million pounds of high
density polyethylene pipe once it is completed.
Julie Floyd, Election Committee Marshal, announced the
results of the election. The Set-Aside Budget passed with
1466 votes in favor and 89 votes against. District #10
incumbent representative David Barrett retained his seat with

309 votes to his opponent, Charles Scott's 182 votes. Andrew
Walters, District #11 incumbent representative received 260
votes to Jay Laughlin's 210 votes to retain his position. Bobbi
Bowden, District #13 representative was re-elected with no
opposition. Immediately following the announcement of the
election results, Chief District Judge Phil Lujan swore
Representatives Barrett, Walters and Bowden into their
respective offices.
Following tribal tradition, the wisest tribal member, the
youngest tribal member, and the tribal member who traveled
the furthest to attend General Council were honored. Ninety-six
old John Anderson was honored as the wisest tribal
member while the honor of youngest tribal member in
attendance was given to 3 month old Lila Hughes, whose
mother, Alyssa Monroe was also honored when she was a
child. Nancy Rogers traveled from Rhoda, Spain for the honor
of the tribal member who traveled the furthest to attend
General Council.
Adjournment: There being no further business before the
Council, a motion to adjourn was made by Jennifer Bell and
seconded by Nicole Sanchez. Meeting adjourned at 4:45pm.
