RESOLUTION #27-01-J&PS
A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE UNITED STATES DEPARTMENT
OF JUSTICE OFFICE ON VIOLENCE AGAINST WOMEN FISCAL YEAR 2026
GRANTS TO INDIAN TRIBAL GOVERNMENTS PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and
WHEREAS, the U.S. Department of Justice (DOJ) Office of Justice Programs, Office on
Violence against Women (OVW) is seeking applications for funding under
the FY 2026 Grants to Indian Tribal Governments Program or Tribal
Governments Program (TGP) to strengthen Tribal Government responses
to domestic violence, dating violence, sexual assault, sex trafficking, and
stalking; and,
WHEREAS, the Citizen Potawatomi Nation recognizes the need for TGP grant funds to
support victim services in the CPN jurisdiction; and,

WHEREAS, Citizen Potawatomi Nation is eligible for and desires to apply for, funding
of up to $900,000 under the Department of Justice, Office on Violence
against Women FY2026 Grants to Indian Tribal Governments program
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution authorizing the Citizen
Potawatomi Nation's application for funding to the U.S. Department of Justice's Office on
Violence against Women Fiscal Year 2026 Grants to Indian Tribal Governments Program
IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds up to $900,000 from the FY26 DOJ OVW TGP Fund (or
other applicable account) for the implementation, negotiation, operation, enforcement,
procurement, settlement, and or completion of this contract, compact, regulation or
agreement by the Tribal Chairman or his designate IS HEREBY AUTHORIZED.
CERTIFICATION
The Legislature of the Citizen Potawatomi Nation hereby certifies that the above is a true

RESOLUTION #27-02-TC&A
A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE UNITED STATES DEPARTMENT
OF HEALTH AND HUMAN SERVICES' ADMINISTRATION FOR CHILDREN
AND FAMILIES FISCAL YEAR 2026 NATIVE AMERICAN LANGUAGE
PRESERVATION AND MAINTENANCE PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides

WHEREAS, the Administration for children and Families (ACF), Administration for
Native Americans (ANA) announced the availability of FY 2026 grant
funds for the Native American Language Preservation and Maintenance
(P&M) program for projects designed to ensure continuing vitality of
Native American languages; and,

WHEREAS, the Citizen Potawatomi Nation will apply and agrees to commit the required
20% non-Federal cost share or match of up to $225,000, over the three-year
project period; and
WHEREAS, the Potawatomi language project period is three years, with a total project
cost not to exceed $375,000 per year, of which up to $300,000 is the annual
Federal share, and up to $75,000 is the non-Federal annual share.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution supporting and approving the
Citizen Potawatomi Nation's proposed application for funding through the FY 2026 ANA
Language Preservation and Maintenance program IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds up to $900,000 from the FY 2026 ANA Language
Preservation and Maintenance fund plus the required matching funds for the
implementation, negotiation, operation, enforcement, procurement, settlement, and/or
completion of this contract, compact, regulation or agreement by the Tribal Chairman or
his designate IS HEREBY AUTHORIZED.

A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE U.S. DEPARTMENT OF
COMMERCE FISCAL YEAR 2026 NATIVE ENTITIES GRANT PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, ( 49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and,
WHEREAS, the Citizen Potawatomi Nation has identified a need to support broadband
use and adoption on tribal lands; and,
WHEREAS, the U.S. Department of Commerce, National Telecommunication and
Information Administration (NTIA) has announced the availability of grant
funds through the Native Entities Grant Program to address the digital
divide on tribal lands; and,

WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for
funding in the amount of up to $500,000 under the Native Entities Grant
Program; and,
WHEREAS, the Citizen Potawatomi Nation agrees to commit the required 10% non-Federal
cost share or match of up to $50,000, over the four-year project
period; and,
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution, U.S. Department of Commerce
FY26 Native Entities Grant Program IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds in the amount of up to $500,000 from the U.S. Department
of Commerce plus the required matching funds for the implementation, negotiation,
operation, enforcement, procurement, settlement, and/or completion of this contract,
compact, regulation or agreement by the Tribal Chairman or his designate IS HEREBY
AUTHORIZED.

GROWTH IN NEW & INNOVATIVE TRADE EMPLOYMENT).
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934, and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of

Employment) to support Tribal workforce training and education programs

Manufacturing Grant Pilot Program; and
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution, approving the Citizen
Potawatomi Nation's application for funding under the U.S. Bureau Of lndian Affairs fiscal
year 2026 Native American Technology and Manufacturing Grant Pilot Program (Ignite:

operating budgets for fy 2027 it is necessary to reschedule the summer
quarterly meeting of the tribal legislature.

CITIZEN POTAWATOMI NATION, that a resolution rescheduling the summer
quarterly meeting of the Legislature from Thursday, August 27, 2026, to Thursday,
September 17, 2026, IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution

WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians

WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal

Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a

WHEREAS, the Indian Gaming Association (IGA) is a voluntary association of Tribal Gaming
entities representing federally recognized tribal governments involved in gaming
enterprises in Indian Country whose purpose is to promote a cooperative
relationship among the Tribes and their representatives; and
WHEREAS, IGA also promotes regulatory standards, methods of operation, educational
seminars and the exchange of information and ideas for the mutual benefit of all
members; and

WHEREAS, as a member of IGA, the Citizen Potawatomi Nation will receive all publications,
meeting notices and action alerts and discounted registration fees on all meetings
and seminars.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POTAWATOMI NATION that a resolution approving membership in the Indian Gaming
Association and authorizing payment of membership dues IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and
consistent with the separation of powers defined in the Constitution, an appropriation of $ 7,500
from the FireLake Casino and $17,500 from the Grand Casino, Hotel and Resort account (or other
applicable accounts) for the implementation, negotiation, operation, enforcement, procurement,
settlement, and or completion of this contract, compact, regulation or agreement by the Tribal
Chairman or his designate IS HEREBY AUTHORIZED.

confirmation of the Legislature, the Chairman of the Citizen Potawatomi Nation
shall appoint members to the Election Committee and designate the Chairman of
the Election Committee"; and

NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and
consistent with the separation of powers defined in the Constitution, the implementation,

WHEREAS, the Citizen Potawatomi Nation has identified a need for support to maintain
core library services and operations; and,
WHEREAS, The Institute of Museum and Library Services' Native American Library
Services Division has announced the availability of grant funds to assist
Native American libraries to maintain core library services and operations;

WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for
funding in the amount of $10,000 under the Native American Library
Services Basic Grant.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution supporting and approving the
Citizen Potawatomi Nation's application for funding through the FY 2027 Institute of
Museum and Library Services Native American Library Services: Basic Grants Program
IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds up to $10,000 from the FY 2027 Institute of Museum and
Library Services Native American Library Services: Basic Grants Program fund for the
implementation, negotiation, operation, enforcement, procurement, settlement, and or
completion of this contract, compact, regulation or agreement by the Tribal Chairman or
his designate IS HEREBY AUTHORIZED.

A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE INSTITUTE OF MUSEUM AND
LIBRARY SERVICES FISCAL YEAR 2027 NATIVE AMERICAN/NATIVE
HAWAIIAN MUSEUM SERVICES.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934, and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and,
WHEREAS, the Citizen Potawatomi Nation has identified the need to create a digital
exhibit on Citizen Potawatomi migration and removal; and,
WHEREAS, the Institute of Museum and Library Services has announced availability of
grant funds to assist Native American museums and promote access to
museum and library collections and strengthen community engagement;
and,

funding in an amount up to $250,000 under the Native American/Native
Hawaiian Museum Services Grant.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution for funding through the Institute
for Museum and Library Services Fiscal Year 2027 Native American/Native Hawaiian
Museum Services IS HEREBY APPROVED.
