Finding AidCitizen Potawatomi Nation Minutes Quarterly Legislative Meeting May 28, 2026 Present: Chairman John A. Barrett, Vice Chairman Linda Capps, Secretary-Treasurer D. Wayne Trousdale and Representatives David Barrett, Jon Boursaw, Bobbi Bowden, Dave Carney, Eva Marie Carney, Mark Johnson, Steve Livingston, Rande Payne, Paul Schmidlkofer, Brenda Trevino, Andy Walters, and Paul Wesselhoft. Absent: None. Guests: Jason Smalley, Geroge Wright, Kim Nootbaar, Charles Scott and Jamie Moucka. Call to order: Chairman Barrett called the meeting to order at 5:45pm followed by the invocation. First item of business: Minutes from the previous meeting of February 26, 2026. Motion to approve the minutes as read was made by Representative Paul Schmidlkofer and seconded by Representative David Barrett. The motion passed with 15 in favor, 0 opposed, 0 absent and O abstaining. Second item of business: Resolution 26-38-LCoE: A resolution enrolling 191 applicants into the membership of the Citizen Potawatomi Nation. Motion to approve Resolution 26-38-LCoE was made by Representative Walters and seconded by Representative Johnson. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. Third item of business: Resolution 26-39-LCoE pertains to enrollment. Fourth item of business: Resolution 26-40-LCoE pertains to enrollment. Fifth item of business: Resolution 26-41-LCoE pertains to enrollment. - 1 - Minutes Quarterly meeting 5-28-2026 Sixth item of business: Resolution 26-42-LCoE pertains to enrollment. Seventh item of business: Resolution 26-43-LCoE pertains to enrollment. Ninth item of business: Resolution 26-44-J&PS: A resolution approving the Citizen Potawatomi Nation's application for funding under the U.S. Department of Homeland Security Federal Emergency Management Agency fy 2024 & fy 2025 Building Resilient Infrastructure and Communities grant. Motion to approve Resolution 26-44-J&PS was made by Representative Wesselhoft and seconded by Representative Trevino. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. Tenth item of business: Resolution 26-45-TC&A: A resolution approving the Citizen Potawatomi Nation's application for funding under the National Park Service fy 2026 Tribal Historic Preservation office grant program. Motion to approve Resolution 26-45- TC&A was made by Representative Payne and seconded by Representative Walters. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. 6:30pm Recess: Executive Session 8:00pm Reconvene Eleventh item of business: Resolution 26-46-NR: A resolution approving the Citizen Potawatomi Nation's application for funding under the U.S. Department of Energy Office of Indian Energy Policy and Programs fy2026 Unleashing Tribal Energy Development Topic Area 3. Motion to approve Resolution 26-46-NR was made by Representative Bowden and seconded by Representative Barrett. The motion passed with 12 in favor, 3 opposed, 0 absent and 0 abstaining. Twelfth item of business: Resolution 26-47-NR: A resolution approving the citizen Potawatomi Nation's application for funding under the U.S. Department of Energy Office of Indian Energy Policy and Programs fy2026 Unleashing Tribal Energy Development Topic Area 1. Motion to approve Resolution 26-47-NR as amended was made by Representative Wesselhoft and seconded by Representative Boursaw. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. Thirteenth item of business: Resolution 26-48-HHS: A resolution approving the Citizen Potawatomi Nation's application for funding under the Federal Home Loan Bank of Topeka fy 2026 Native American Housing Initiatives grant program. Motion to approve Resolution 26-48-HHS was made by Representative Boursaw and seconded by Representative Dave Carney. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. - 2 - Page 3 Quarterly meeting 5-28-2026 Fourteenth item of business: Resolution 26-49-NR: A resolution approving the Citizen Potawatomi Nation's application for funding under the U.S. Bureau of Indian Affairs fy2026 Invasive Species program. Motion to approve Resolution 26-49-NR was made by Representative Walters and seconded by Representative Barrett. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. Fifteenth item of business: Adjournment: Motion to adjourn was made by Representative Schmidlkofer and seconded by Representative Bowden. The motion passed with 15 in favor, 0 opposed, 0 absent and 0 abstaining. The meeting adjourned at 8:25pm pm on May 28, 2026.
