A RESOLUTION REQUESTING THAT ENVIRONMENTAL HEALTH OF INDIAN HEALTH SERVICE
PROVIDE SANITATION SYSTEMS FOR INDIAN HOUSING IMPROVED BY THE BIA HOUSING
IMPROVEMENT PROGRAM.
WHEREAS, the Citizen Potawatomi Tribe will be recommending HIP projects for 12
to 15 Indian homes and
WHEREAS, the Citizen Potawatomi Business Committee is desirous of acquiring all
the home improvements possible for Indian families.
NOW THEREFORE BE IT RESOLVED, that Indian Health Service provide sanitation
assistance to those Indian homes improved through the BIA Home Improvement
Program.
BE IT FURTHER RESOLVED that IHS and BIA coordinate their work projects to best
serve the Indian participants.
CERTIFICATION
We, Pete Veitenheimer, Chairman, and Beverly Hughes, Secretary-Treasurer, of the
Citizen Potawatomi Tribe of Oklahoma, do hereby certify that the above resolution

73-2: SUMMARY: Resolution of our tribal governing body is an application for consideration under the Tribal Government Development Program (TGDP) for fuds sufficient to meet our priority needs. We understand that if selected, funds will be made available through a Contract for the specific purposes requested. We authorize Pete veitenheimer to negotiate and sign a contract on behalf of the tribe, which authorization shall also include making necessary amendments and/or revisions, and renegotiating the contract the following fiscal year.

Federal funds may be contracted through the Bureau of Indian Affairs
under a program entitled ""Tribal Government Development Program"" to
tribes lacking sufficient tribal funds to finance their tribal
government in attaining tribal goals.
Our tribe’s most pressing needs, to carry on an effective government,
in order of priority, are: 1. Professional training of Tribal Administrators
2. Modernizing of tribal governing documents
3. Maintaining up-dated tribal membership rolls
4. Broaden involvement of tribal membership in tribal activities
5. Management assistance
On an attached sheet we have listed the funds available to the tribe this
year. To help carry out the above listed governmental needs of the tribe,
we have estimated the cost of each item on our list of priorities. Our
tribal membership is 11,000. Our service population is 1,371.
Our total land base, including individually and tribally owned, is
4,871.50 acres.
This resolution of our tribal governing body is an application for
consideration under the Tribal Government Development Program (TGDP)
for funds sufficient to meet our priority needs. We understand that if
selected, funds will be made available through a Contract for the specific
purposes requested. We authorize Pete Veitenheimer
to negotiate and sign a contract on behalf of the tribe, which authori-

a duly called meeting and passed this 11 day
of October, 1972 by a vote of
4 for and 0 against; further, that a
quorum of the Governing Body was present.

A RESOLUTION SETTING FORTH A PROPOSAL FOR COMMUNITY DEVELOPMENT FOR THE
CITIZEN POTAWATOMI TRIBE.
WHEREAS, the Citizen Potawatomi Tribe has an enrolled membership of 11,000
with 1,371 of these residing within the area, and
WHEREAS, the Citizen Potawatomi tribal members have very little knowledge of
benefits, tribal business or sense of tribal identity.
NOW THEREFORE BE IT RESOLVED that the Citizen Potawatomi Tribe be approved for
a Community Development Program as presented in attachments to this document.
BE IT FURTHER RESOLVED that the Citizen Potawatomi Tribal Chairman is authorized
to sign any documents pertaining to this program.
CERTIFICATION
We, Pete Veitenheimer, Chairman, and Beverly Hughes, Secretary-Treasurer, of
the Citizen Potawatomi Tribe of Oklahoma, do hereby certify that the above res-

A RESOLUTION REQUESTING THAT PLANNING AND DEVELOPMENT ASSISTANCE
BE PROVIDED TO THE CITIZEN POTAWATOMI TRIBE BY INDIAN TECHNICAL
ASSISTANCE CENTER OF DENVER.
WHEREAS, the Citizen Potawatomi Tribe is desirous of acquiring
economic development, specifically commercial and industrial,
for tribal property south of the City of Shawnee, Oklahoma, and,
WHEREAS, Indian Technical Assistance has personnel qualified to
help in such endeavors.
NOW THEREFORE BE IT RESOLVED that this request be honored and
that appropriate personnel be allowed to assist with the afore-
mentioned planning as soon as possible.

A Resolution making known to all parties that the Citizen
Band Potawatomi Indian Tribe of Oklahoma desires to parti-
cipate in an Indian Action Team Proposal to be submitted
by Indian Tribes of the Shawnee area.
Whereas, the Citizen Band Potawatomi Tribe of Oklahoma has
an unemployment rate of 10.4% and there is a lack of trained
tribal personnel in the skills of carpentry, plumbing, elec -
trial, masonry, heavy equipment operators and skilled labor,
and,
Whereas, the tribe is in need of flood control, commercial
and industrial construction and beautification of property
and,
Whereas, the Indian Technical Assistance Center (ITAC) is a
training resource for Indians in Denver, Colorado, under the
Indian Action Team Program.
Now, therefore be it resolved, that the Business Committee of
the Citizen Band Potawatomi Indian Tribe of Oklahoma in a
meeting held on the 20th of March, 1973, does hereby authorize
the following:
1. The authority for the Business Committee of the
tribe, or the appointment of Paul Schmidlkofer
as official and Pete Veitenheimer as alternate,
to develop and implement the program and form
a legal corporate entity.
2. Make requests to the Indian Technical Assistance
Center, Denver, Colorado, for services and assistance.

GENERAL COUNCIL MEETING

June 30, 1973
A RESOLUTION TO AMEND RESOLUTION CP-72-10 RELATIVE TO
CIAIMS ATTORNEYS CONTRACT.
WHEREAS, a resolution CP-72-10 was adopted by the General
Council of the Citizen Band Potawatomi Tribe on June 24,
1972, authorizing the addition of Jack Joseph as an addi-
tional attorney on the Tribes' claim contract, and,
WHEREAS, it was the intent of the tribe that Mr. Josephs'
firm, Joseph and Friedman, be added as a firm rather than
only Mr. Joseph as an individual, and,
WHEREAS, it was also the intent of Mr. Louis Rochmes that
the firm of Joseph and Friedman be added to the contract
rather than Mr. Joseph individually. (See attached letter
from Mr. Rochmes, dated Dec. 29, 1973).
NOW THEREFORE BE IT RESOLVED: That Resolution CP-72-10
be and hereby is deemed to have authorized the addition
of Joseph and Friedman as additional attorneys with Mr.
Louis Rochmes.
BE IT FURTHER RESOLVED: That the Bureau of Indian Affairs
office is authorized and directed to issue the necessary
amendment to the Tribal Claims Attorney Contract to effect
said corrections noted above.
CERTIFICATION
We, Jerry R. Fox, Chairman, and Beverly Hughes, Secretary-
Treasurer of the Citizen Band Potawatomi Indian Tribe do
hereby certify that the above resolution 73-11 is a true
and exact copy as approved at the Annual General Council
Meeting held on June 30, 1973.
