A RESOLUTION IN WHICH THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA COMMITS
FULL SUPPORT TO THE PROPOSED GOLF COURSE PROJECT
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized
Indian Tribe eligible for all programs and authorized by such recognition;
and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desires to become self-
sufficient and self-supporting by economic development ventures; and,
WHEREAS, careful study of the Golf Course project has revealed itself to be a
viable and feasible project; and,
WHEREAS, federal agencies are requiring additional documents of Tribal support of
the project;
NOW
THEREFORE, BE IT RESOLVED, that effective this 11th day of July, 1979, the Citizen
Band Potawatomi Indians of Oklahoma commits it's full support to the
Golf Course project and that such commitment shall be in effect, without
withdrawal of said support, through and including June 30, 1980.

REQUESTS THAT THE BIA, SHAWNEE AGENCY, UTILIZE COMMERCIAL ENTERPRISE

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a American
Indian Tribe organized under the Indian Reorganization Act of
1934; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma Business Committee
is the duly elected governing body of the Tribe as
authorized by the Constitution and By-Laws adopted by the
Tribe and approved by the Secretary of the Interior; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desires to
become self-sufficient and self-supporting and must seek
avenues such as commercial enterprise development to attain
these goals; and
WHEREAS, no single individual has the overall expertise to assist
every Tribe in every economic development endeavor;
NOW
THEREFORE, BE IT RESOLVED, that the Business Committee does hereby request
that the Bureau not fill the position of Industrial development
Specialist with Commercial Enterprise Development
monies.
BE IT FURTHER RESOLVED, that the said Commercial Enterprise
Development monies be made available to the Tribes served
by the Shawnee Agency for utilization in such areas as
feasibility studies, pro formas, and the like pursuant to
each Tribe's needs.

P. L. 93-638 TRIBAL PROJECT IMPLEMENTATION AND TECHNICAL ASSISTANCE
FUNDS IN THE AMOUNT OF $39,967.00 TO BE USED FOR THE HEALTH PLANNING
PROGRAM.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized tribe with Constitution and By-Laws approved by the Secretary
of the Interior on April 17, 1971, and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is eligible
for consideration of grant and contract applications under P. L. 93-
638 immplementation funds, and,
WHEREAS, there is need for the Health Planning Program to insure that
more technical health service assistance is provided to benefit our
Indian people, and,
WHEREAS, a resolution duly adopted by the Citizen Band Potawatomi
Indians of Oklahoma addressed to the Area Director, Oklahoma City
Area, IHS, authorizing John Schoemann, Tribal Administrator, to acquire
funds for the Health Planning Program under P. L. 93-638 contracting
authority, and,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma hereby makes
known their intent to contract under P. L. 93-638 for the Health
Planning Program, and,
WHEREAS, the proposed and requested commencement date for the executed
contract document is October 1, 1979, and,
WHEREAS, Linda Coventon, Health Planner, is authorized to coordinate
proposal development and can be reached at telephone number 405-275-
3121, and,
WHEREAS, Wanita Clifford, Tribal Chairperson, and John Shoemann,
Tribal Administrator, telephone number 405-275-3121, is authorized to
conduct contract negotiations, and,

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally recognized
Tribe of American Indians organized under the Oklahoma
Indian Welfare Act of June 26, 1936,and the General Council is the
governing body of the Tribe;
AND,
WHEREAS, the Citizen Band Potawatomi Business Committee has authority to
act in behalf of the Tribe as authorized in the tribal Constitution
and By-Laws;
AND,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma were awarded a claim
and the monies were distributed to their tribal members;
AND,
WHEREAS, the General Council had prepared and passed a plan for the use of
their 20% set-a-side of the original amount of claim monies, and
this plan was approved by Congress;
AND,
WHEREAS, the General Council voted to request the 20% set-a-side monies to
be drawn down and given to the Tribe to be placed in a trust ac-
count;
AND,
WHEREAS, the Citizen Band Potawatomi Business Committee is requesting the
draw down of $30,000 from the interest accrued on said 20% set-a-
side to be used for the Scholarship Foundation;
NOW,
THEREFORE, BE IT RESOLVED, that the Citizen Band Potawatomi Business Committee
voted to request that $30,000 of interest accrued be drawn down to
be used for the Scholarship Foundation.

a preapplication for a grant to fund certain eligible Community Development Block
Grant Program activities and in connection with such preapplication resolve and
make certain assurances:
NOW THEREFORE BE IT RESOLVED THAT:
Prior to the submission of its preapplication, the governing body of the appli-
cant has:
Prepared and followed a written citizen participation plan which provides Tribal
citizens, especially those living in areas where activities are proposed or on-
going, with adequate information concerning the amount of funds available for
proposed community development and housing activities, the range of activities
that may be assisted, the most highly rated activities under the approved rating
system; other important program requirements and solicited their views and
participation.
Has followed traditional Tribal means of citizen involvement that meets the stan-
dards required in Subpart H as well as this subsection or held at least two
adequately publicized meetings of the Tribal Council at a time and location con-
venient to Tribal citizens which provided an adequate opportunity to articulate
needs, express preferences about proposed community development and housing
activities, assist in the selection of priorities, and otherwise participate in
the development of the application;
(No part of this paragraph shall be construed to restrict the responsibility and
authority of the applicant for the development of the application and the execu-
tion of its Basic Grant Program. Accordingly, the citizen participation require-
ments of this paragraph do not include concurrence by any person or group involved
in citizen participation in making final determinations concerning the findings
and contents of the application. The sole responsibility and authority to make
such final determinations rest exclusively with the applicant.)

WHEREAS, the CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA are a Native American Indian

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma are a federally recognized
Tribe of American Indians under authority granted by the Oklahoma Indian
Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee has authority to act in behalf
of the Tribe as authorized by the Tribal Constitution and By-Laws; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma regard it's sovereignty as
limited only to it's association with the government of the United States of
America and applicable provisions of treaties, agreements, and acts of

further development of Tribal capabilities for operations of health
services for the benefit of all tribal members, and

its options of contracts and grants and hereby chooses to implement
a Health Planning Program Contract for FY 80 under the authority of
P. L. 93-638, Tribal Project Implementation Funds, and

A RESOLUTION ADOPTING A PLAN FOR THE USE OF CERTAIN FUNDS AWARDED BY THE
INDIAN CLAIMS COMMISSION.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma share, with other
groups of Potawatomis, in awards made by the Indian Claims Commission
in Dockets 128, 309, 310, 15P, 29N, 306, 308, 151, 29G, 216, 15L,
291, 15D, 29B, 311, 338, 15E, 29C, 15C, 29A, 71, 29D, and 29E; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indians of
Oklahoma, meeting on August 28 , 1979, agreed by
majority vote to accept any division that would give the Tribe
1,718 share or more; and
WHEREAS, the Bureau of Indian Affairs has determined that the funds shall
be divided as follows:
1. Citizen Band - 1, 718/3523
2. Prairie Band - 809/3523
3. Hannahville Indian Community - 457/3523
4. Forest County Potawatomi Community - 273/3523
5. Scattered living descendents of other bands -
267-3523; and
WHEREAS, the Business Committee of the Tribe, on behalf of the Citizen Band
Potawatomi Indians of Oklahoma, hereby accepts the proposed division
as outlined above;
NOW
THEREFORE, BE IT RESOLVED that the following Plan is hereby adopted pursuant
to Public Law 93-134 (87 Stat. 466, 467, and 468) enacted October 19,
1973, and that the Secretary of the Interior, or his designee, is
hereby requested to review this plan and to authorize a Hearing of
Record according to Part 60; Title 25 of the Code of Federal
Regulations.
PLAN
I. Seventy percent (70%) of the funds awarded to the Citizen Band Potawatomi
Indians of Oklahoma (hereinafter referred to as ""Tribe"") from Dockets 128,
309, 310, 15P, 29N, 306, 308, 15I, 29G, 216, 15L, 29I, 15D, 29B, 311, 338,
15E, 29C, 15C, 29A, 71, 29D, and 29E, together with the interest accrued
on said 70% will be distributed on a per capita basis to eligible members
of the Citizen Band Potawatomis. Tribal rolls will be updated to insure
eligibility of all members submitted for the per capita payment.
The Tribe, under the direction of the Business Committee, will prepare a
payment roll, subject to the approval of the Secretary of the Interior, or
his designee, of all persons who meet the eligibility requirements of the
Tribal Constitution, as amended, and who are living as of midnight on the
date of approval of this Plan. A person shall have thirty (30) calendar
days from the date of approval of this Plan to complete enrollment for
participation in this per capita payment.
The per capita shares of living competent adults shall be paid directly to
them. The per capita shares of legal incompetent adults, and persons under
the legal disability, shall be placed in individual Indian money (IIM)
accounts and handled under 25 CFR 104.5.
The per capita shares of deceased individual beneficiaries shall be determined
and distributed in accordance with 43 CFR, Part 4, Subpart D.
Minor's per capita shares, including all investment income accruing thereto,
shall be retained in individually segregated IIM accounts and shall not be
disbursed until the minor attains the age of eighteen (18) years, or the
minor's shares, including all investment income, shall be placed in a private
trust as approved by the Secretary of the Interior. Those cases wherein a
minor would reach the age of eighteen (18) within six (6) months after
establishment of such a trust, such funds shall instead be retained in an
IIM account. Upon reaching the age of eighteen (18), unless under a legal
disability, the beneficiary shall be entitled to withdraw the per capita
share and accrued investment income thereon as provided in 25 CFR 104.3.
If a beneficiary is under a legal disability upon attaining the age of
eighteen (18), the per capita share and accrued investment income thereon
shall be handled pursuant to 25 CFR 104.5.
All per capita shares which remain unclaimed with the Federal government
shall be held in trust for a full six (6) years, as provided by the Act
of September 22, 1961 (75 Stat. 584). After this period of time the unclaimed
shares, enhanced by investment at the highest available interest rate, will
revert to the Tribe. Upon reverting to the Tribe, these shares plus the
interest they have earned, will be added to the funds identified in Part II
of this Plan. The annual interest from these unclaimed shares will thereafter
be utilized as other interest earned.
Programming this Plan consists of placing thirty percent (30%) of the total
awards, plus any invested interest accrued in the following manner:
II. Building Maintenance Trust Plan
One million dollars ($1,000,000.00) shall be placed with the Secretary of the
Interior in a non-revocable trust, invested at the highest interest available.
The interest earned shall he available to the Tribe to conduct a Building
Maintenance Program to be used for in trust or non-trust maintenance, public
utilities, reconstruction, beautification, repair and remodeling.
Twenty-five thousand dollars ($25,000.00) is requested for initial operating
expenses. Interest money is to be drawn down every six (6) months. Monies
from the accrued interest is to be drawn down by resolution, with an approved
expenditure budget to specify payment. This Plan is to remain in force as
long as the Citizen Band Potawatomi Indians of Oklahoma are a federally
recognized tribe.
III. Land Acquisition and Development Plan
Remaining balance shall be held by the Citizen Band Potawatomi Indians of
Oklahoma to be invested at the highest rate available to conduct a Land
Acquisition and Development Program to be used to acquire real estate and
properties in the name of the Tribe. Said real estate and
properties can be administered in either a trust or a non-trust status. These
funds can be used to purchase property, construct buildings, purchase equipment,
place equity capital to support industry proposed or existing on tribally
owned lands or properties. To safeguard this investment of these funds, the
following format as set forth by these principals and procedures will be
adhered to:
A. These funds will be invested in financial institutions as interest bearing
accounts by instruction from the Business Committee.
B. Financial institutions will be required to place collateral to an A Bond
or better government agency, municipal or treasury notes for the excess
over the FDIC limit insurance.
C. The Business Committee shall have the responsibility for establishing the
investment rate and terms.
D. Any investment of these funds shall be supported with an appraisal by a
certified appraiser for the properties or land to be purchased.
E. If investment is to be considered as new construction, bids from three
(3) contractors will be taken under the approval of the American Institute
of Architects (AIA) format.
F. All buildings constructed shall be accompanied by a three (3) year proforma
and a feasibility study.
G. Any plan requiring investment of funds shall be submitted thirty (30) days
prior to the final decision of the Business Committee.
H. The Business Committee shall have the power to borrow against investments
between maturity to provide acquisition funds.
I. The rate on these borrowings shall not exceed one percent (1%) above the
rate of return on investments.
J. These funds will be audited annually by an independent certified accountant.
K. The aforementioned annual audit shall be submitted to the Business Committee
within the first quarter of each fiscal year. The report shall be read by
the Business Committee and subjects and requirements shall be duly noted
and supported by prudent business decisions for directions and compliance.
L. A copy of this report and correctives shall be submitted to the Secretary
of the Interior annually.
BE IT FURTHER RESOLVED that from the date of approval of this Plan, Part III
will be in effect for five (5) years. At that time, Part III is subject
to revision and change by the General Council of the Citizen Band Potawatomi
Indians of Oklahoma, if they see fit to resubmit a new plan and make the
necessary revisions.
BE IT FURTHER RESOLVED that the initial drawdown of Plan III funds shall be
deposited for safeguard with the Federal National Bank and
Trust Co., Shawnee, Oklahoma, for further action and/or
usage by the Tribe.

ELIGIBILITY IN A PRE-APPLICATION PURSUANT TO TITLE VI OF THE OLDER AMERICANS
ACT FOR FISCAL YEAR 1980 AND 1981.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is interested in
the future development of Tribal capabilities for operations of
social services and nutrition services for the benefit of tribal
members who are 60 years or older, and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized tribe of American Indians under authority granted by
the Indian Recognition Act of 1934, and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is eligible for
consideration of grant applications under Title VI of the Older
Americans Act, and
WHEREAS, Linda Coventon, Director of Health Planning, is authorized to
coordinate proposal development and can be reached at telephone
number (405) 275-3121, and
WHEREAS, Administration on Aging is requested to send copies of all
correspondence to John Schoemann, Tribal Administrator, and
to Linda Coventon, Director of Health Planning, and
WHEREAS, these authorities will remain in effect until such time as the
Business Committee chooses to withdraw said authorization, and

WHEREAS, the Business Committee reserves the right to review the pre-

A RESOLUTION AMENDING DISTRIBUTION PLAN FOR DOCKET 96, AND FURTHER CERTIFYING TO
EFFORTS MADE TO LOCATE THOSE PERSONS WHOSE WHERE-ABOUTS WERE UNKNOWN.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma were awarded a settle-
ment in Indian Claims Commission 96, and,
WHEREAS, Public Law 91-401 provided that the funds so awarded could be used for
any purpose proposed by the tribe and approved by the Secretary of the Interior, and,
WHEREAS, by Resolution Pott. 69-10, the tribe proposed to set aside $10,000.00 of
the claim for administrative and clerical expenses in updating the tribal rolls,
with the balance of the funds to be paid out on a per capita basis to those tribal
members alive and enrolled as of the date the President signed the distribution
legislation, which was September 16, 1970, and,
WHEREAS, by letter dated December 21, 1970, the Acting Commissioner of the Bureau
of Indian Affairs approved the tribe's distribution plan, and,
WHEREAS, the $10,000.00 was advanced in two equal payments to the tribe, and,
WHEREAS, the per capita payment was effective September 1, 1971, and,
WHEREAS, under Public Law 87-283, 75 Stat. 584, a tribal member is allowed six (6)
years from the date of the authorizing letter to come forth and claim his share, and,
WHEREAS, the six (6) years expired on December 21, 1976, and,
WHEREAS, there were two hundred and twenty-nine (229) persons, list attached, that
neither the tribe nor the Shawnee Agency were ever able to locate, and,
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indians of Oklahoma
by its endorsement of this General Council Resolution, states that the following
efforts were made to locate the above one hundred ninety-one (191) persons;
1. Published a list of tribal members in tribal newsletter March, 1974 and
June, 1977,
2. Announcement at all Council Meetings, 1972, 1973, 1974, 1975, 1976, 1977,
3. Also it was noted in several newsletters that if you didn't receive your
payment, check with the office, and,
WHEREAS, there is $5,613.34 remaining in the principal account, Number 14X9126
(2605), with $13,904.52 remaining in the interest account, Number 14X9626 (2605),
as of July 21, 1978, and,

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma did program twenty percent
(20%) of Dockets 15-K, 29-S, 217, 15-M, 29-K and 146, with the principal to be
invested and the interest to be used for certain educational and health purposes,
and,
WHEREAS, there is a need for these funds to administer the education and health
programs from Docekts 15-K, 29-J, 217, 15-M, 29-K and 141.
NOW, THEREFORE, BE IT RESOLVED, that prior Resolution Pott. 78-29 is hereby modifying
the budget the funds previously mentioned remaining from Docket 96, which were originally
identified as per capita funds, be re-programmed for the purpose of administering the
tribal gift shop and art gallery and the educational and health programs adopted under
Dockets 15-K, 29-J, 217, 15-M, 29-K and 141, for the cultural and museum purposes.

A RESOLUTION IN WHICH THE CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA PROPOSE TO
CONTRACT WITH THE BUREAU OF INDIAN AFFAIRS TO PROVIDE COMMERCIAL ENTERPRISE DEVELOPMENT SERVICES TO IT'S TRIBAL MEMBERS.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma are a Native American
Indian Tribe organized under the Oklahoma Indian Welfare Act of 1936, and
WHEREAS, the Citizen Band Potawatomi Business Committee is the duly elected governing
body of the Tribe as authorized by the Constitution and By-Laws adopted by the
Tribe and approved by the Secretary of the Interior, and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desire to become self-
sufficient and self-sustaining and must seek avenues such as commercial enterprises
development to attain these goals, and
WHEREAS, the Tribal Administrator, hereby authorized to negotiate this contract and
any amendments thereto, and
WHEREAS, the Tribal Chairperson, is hereby authorized to execute this contract and
any amendments thereto, and
WHEREAS, the authorities granted by this Resolution shall be continuing until such
time as rescinded by action of the Business Committee, and
WHEREAS, the proposed start date of this contract shall be June 16, 1980, and
WHEREAS, the proposed end date of this contract shall be September 12, 1980.
NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen Band Potawa-
tomi Indians of Oklahoma does hereby request that the Bureau of Indian Affairs
authorize and negotiate a Commercial Enterprise Development contract with the Citizen
Band Potawatomi Indians of Oklahoma in the amount of $5,000.00 to accomplish the goals

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma are a federally recog-
nized Tribe of American Indians under authority granted by the Oklahoma Indian
Welfare Act of 1936, and
WHEREAS, the Citizen Band Potawatomi Business Committee has authority to act
in behalf of the Tribe as authorized in the Tribal Constitution and By-Laws, and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma desires to strengthen
its capacity in tribal government by improving and maintaining tribal programs
and activities, and
WHEREAS, the Tribal Administrator, is hereby authorized to negotiate with the
Bureau any items pursuant to this grant and any amendments thereto, and
WHEREAS, the Tribal Chairperson, is hereby authorized to execute this grant and
any amendments thereto, and
WHEREAS, the expiration date of this Resolution shall be September 30, 1981, and
WHEREAS, the proposed start date of this grant shall be October 1, 1980, and
WHEREAS, the proposed term of this grant shall be twelve (12) months, and
WHEREAS, this Resolution grants authority to extend the FY81 grant past September
30, 1981 should such an extension be necessary.
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indians of Oklahoma
obtain funding pursuant to P.L. 93-638, Part 272, Grants from the BIA for FY81.

WHEREAS, the Citizen Band Potawatomi Business Committee has authority to
act in behalf of the Tribe as authorized in the Tribal Constitution and By-

DESIGNATIONS AND ASSURANCES FOR THE
COMMUNITY DELOPMENT BLOCK GRANT PROGRAM FOR INDIAN TRIBES
WHEREAS, The _______CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA______
(applicant)
has been invited (by Department of Housing and Urban Development) to
submit a full application for a grant to fund certain eligible Community
Development Block Grant activities and in connection with such application
must resolve and make certain designations and assurances;
NOW THEREFORE BE IT RESOLVED THAT:
1. Applicant possesses the legal authority to apply for the grant and
carry out the eligible activities being funded by such grant.
2. Applicant has duly authorized filing of the application and has

tative of applicant to sign, file, and otherwise act in connection
with the application and to provide any additional information as
may be required.
3. Prior to submission of the full application, the governing body of
the applicant has:
(i) Prepared and followed a written citizen participation plan which
provides Tribal citizens, especially those living in areas where
activities are proposed or on-going, with adequate information
concerning the amount of funds available for proposed community
development and housing activities, the range of activities that
may be assisted, the most highly rated activities under the
approved rating system; other important program requirements and
solicited their views and participation.
(ii) Has followed traditional Tribal means of citizen involvement
that meet the standards required in CFR 571 Subpart H or held at
least two adequately publicized meetings of the Tribal Council at
a time and location convenient to Tribal citizens which provided
an adequate opportunity to articulate needs, express preferences
about proposed community development and housing activities, assist
in the selection of priorities, and otherwise participate in the
development of the application.
4. The chief executive officer or other official of the applicant approved
by the Department of Housing and Urban Development:

(i) Consents to assume the status of the responsible Federal official
under the National Environmental Policy Act of 1969, insofar
as the provisions of such Act apply to the applicant’s proposed
program pursuant to 24 CFR 571.602.
(ii) Is authorized and consents on behalf of the applicant and him/
herself to accept the jurisdiction of the Federal Courts for the
purpose of enforcement of his/her responsibilities as such as
official.
5. The program has been developed principally to benefit low and moderate
income persons.
6. It will comply with the regulations of FMC-74-4 and OMB Circular A-102
as they apply to applicants under this part.
7. It will administer and enforce the Labor Standards Requirements
prescribed by these regulations.
8. It will comply with the requirements of Title II of Public Law
90-284 (25 U.F.C. 1301) (the Indian Civil Rights Act).
9. It will comply with the Indian Preference provisions required in
Section 571.507 of these regulations.
10. It will establish written safeguards to prevent employees from using
positions funded under this Section for a purpose that is or gives
appearances of being motivated by private gain for themselves or
their close family or business associates. Nothing in this certification
should be construed as to limiting employees from benefiting from
program activities for which they would be otherwise eligible.
11. It will give the Department of Housing and Urban Development and the
Comptroller General access and right to examine all books, records,
papers, or documents related to the grant for a period of no less
than three years after project completion.

WHEREAS, The General Council of the Citizen Band Potawatomi Indians of
Oklahoma is the Supreme governing body of the Tribe, and,
WHEREAS, the General Council desires to maintain the integrity of policy
makers of the Tribe, and,
WHEREAS, the General Council desires to maintain the objectivity of
personnel hired by the Tribe to operate tribal programs,
NOW,
THEREFORE, BE IT RESOLVED, by the General Council of the Citizen Band
Potawatomi Indians of Oklahoma that no person shall hold any elective
office of the Tribe while concurrently holding any salaried position

ON THE 20% SET-ASIDE FOR THE SCHOLARSHIP FOUNDATION.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized Tribe of American Indians organized under the Oklahoma
Indian Welfare Act of June 26, 1936; and the General Council is
the governing body of the Tribe;
AND,
WHEREAS, the Citizen Band Potawatomi Business Committee has authority to
act in behalf of the Tribe as authorized in the tribal Constitu-
tion and By-Laws;
AND,
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma were awarded a
claim and the monies were distributed to their tribal members;
AND,
WHEREAS, the General Council had prepared and passed a plan for the use of
their 20% set-aside of the original amount of claim monies, and
this plan was approved by Congress;
AND,
WHEREAS, the General Council voted to request the 20% set-aside monies to
be drawn down and given to the Tribe to be placed in a trust
account;
AND,
WHEREAS, the Citizen Band Potawatomi Business Committee is requesting the
draw down of $15,000 from the interest accrued on said 20% set-
aside to be used for the Scholarship Foundation and Health Aids
Foundation;
NOW,
THEREFORE, BE IT RESOLVED, that the Citizen Band Potawatomi Business Committee
voted to request that $15,000 of interest accrued be drawn down to
be used for the Scholarship Foundation and Health Aids Foundation.

WISH OF THE POTAWATOMI PEOPLE THAT THIS RELATIONSHIP BE RECOGNIZED AND
CONTINUED AS A SOURCE OF EDUCATION AND KINSHIP FOR THE YEARS TO COME.
