WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and by-laws provide
that the Business Committee of the Tribe shall be granted the power to act on behalf of
the tribe in all matters except those relating to claims or treaties with the United States;
and,
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma agrees that it is to the economic
and financial benefit for the Tribe to enter into this compact with the State of Oklahoma,
and that a compact be entered into with the State of Oklahoma, and
WHEREAS, the parties understand and agree that the game shall be conducted in Potawatomi Indian
country, hereby defined as lawful games on ""Indian Lands"" as defined in the Indian
Gaming Regulatory Act, Public Law 100-497, and
NOW THEREFORE BE IT RESOLVED: that the Citizen Band Potawatomi Tribe in consideration of the
covenants of the parties contained in this compact approves and supports this resolution
for the Tribe to enter into a Pulltab Compact with the State of Oklahoma.
NOW THEREFORE BE IT RESOLVED: that the Chairman of the Citizen Band Potawatomi Indian Tribe of
Oklahoma, or in the absence of the Chairman, the Vice-Chairman, is hereby authorized to
sign, execute amendments thereto with respect to the compact with the State of
Oklahoma, on behalf of the Tribe without further adoption of a resolution securing the
performance of this activity throughout its duration and is executed in compliance with all
the Tribal, federal and other ordinances.

ensure that the tribe's plan for management of withdrawn
judgement funds set forth in dockets #15-K, 29-J, 217, 15-M,
29-K, and 146 and 15-C, 29-A and 71; 29-E; 15-P, 29-N and
306; 29-D, 15-D, 29-B and 311; 15-I, 29-G and 308; 216, 15-L
and 29-I; 128, 309, 310, 15-N, O, Q and R, and 29-L, M, O and
P and 15-E, 29-C and 338 before the United States Court of
Claims will be in accordance with the original requirements
and purposes set forth in said judgement awards, and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma,
acknowledges that the funds, once withdrawn, will no longer
be held in trust status by the United States, and that the
Secretary has no further liability or responsibility for the
funds, and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, once
approved for management of these trust funds, acknowledges
that the Secretary of the Interior has no further responsibility
or liability for funds withdrawn from trust other than liability
under Section 207 of the American Indian Trust Funds
Management Reform Act of 1994, and
WHEREAS, should there be a shortage of funds upon transfer of the funds
to the tribe, supported by sufficient documentation, the
Bureau of Indian Affairs will reimburse the tribe immediately
to correct the balance, and
WHEREAS, should there be an overage of funds transferred to the tribe,
supported by sufficient documentation, an immediate
reimbursement would be made to the Bureau of Indian Affairs
to correct the balance, and
WHEREAS, a Comprehensive Management Plan has been developed and

WHEREAS, that the shortage of decent, safe and sanitary dwellings for persons of
low income cannot be relieved through the operation of private enterprises;
and
WHEREAS, the providing of decent, safe and sanitary dwelling accommodations for
persons of low income are public uses and purposes, for which money
may be spent and private property acquired and are governmental
functions of Tribal concern; and
WHEREAS, that residential construction activity and a supply of acceptable housing
are important factors to general economic activity, and that the undertakings
authorized by this Resolution to aid the production of better
housing and more desirable neighborhood and community development
at lower costs will make possible a more stable and larger volume of
residential construction and housing supply which will assist materially
in achieving full employment; and
WHEREAS, that the necessity in the public interest for the provisions hereinafter
enacted is hereby declared as a matter of legislative determination.
NOW THEREFORE, BE IT RESOLVED THAT the Business Committee of the Citizen Band
Potawatomi Indian Tribe of Oklahoma adopts The Citizen Potawatomi Indian Housing Act, an

and Beer Control Commission"" empowered to administer the regulations
and approve applications for said licenses; and
WHEREAS, paragraph 1-6.01 of said regulations states that, upon approval of an
application, the Commission shall issue the applicant a liquor and beer
outlet license for one year from the date of issuance that shall entitle the
operator to establish and maintain a retail liquor and beer outlet; and
WHEREAS, the Commission, pursuant to the authority of paragraph 1-9.03 of said
regulations, hereby identifies the FireLake Restaurant as a location upon
Potawatomi Tribal Trust Lands where beer and alcohol may be
consumed on the premises; and
WHEREAS, an application has been submitted to the Treasurer by David Moody;
and
WHEREAS, the Treasurer, the tribal police, and the general counsel have reviewed
the application and found same to be in a form consistent with law;

WHEREAS, These authorities will remain in effect until such
time as the Business Committee chooses to withdraw
said authorization, and by subsequent resolution,
and;
WHEREAS, The Business Committee reserves the right to review
any documents and any amendments prior to the
signature by the designated person; J.D. Colbert,
Tribal Administrator, and;
THEREFORE, BE IT RESOLVED, that the Business Committee of the
Citizen Potawatomi Nation requests Mature status for the
