capita award. The program adopted by the council in April has been
sent to Washington and will be returned in approximately 60 days.

about the tribal chairman. Sheila replied that the article was plac-ed
in the paper because Mr. Peltier had insulted other tribal leaders
and could hurt the tribe by preventing our tribal people from receiving
health benefits if the blood quamtum were raised.

The meeting was called to order at 7:10 p.m., Monday, November 8, 1976. A quorum of
members were present and the meeting was held in the tribal office building.
The Secretary read the minutes of the October 27, 1976, meeting and Leon Bruno moved
that the minutes be approved as read. The motion carried by a vote of 4 in favor and
1 abstaining.
The Chairman entertained a motion to cancel the Special Council Meeting scheduled for
November 13, 1976. Paul Schmidlkofer asked for the name of the person who wrote the
Grievance Committee resolution and who circulated the petition. Mr. Peltier stated
that he wrote the resolution for Mr. Leroy Nedeau, who was unable to write the resolution.
Mr. Nedeau raised his hand to acknowledge that he had circulated the petition. Mrs. Hall
asked if this sort of thing would happen again. Mr. Peltier stated that it would not.
Mrs. Hall asked if the Grievance Committee had evidence against her of misconduct in
office and Mr. Nedeau replied that the evidence was her conduct at the last General
Council Meeting and that she showed a lack of stability and that this could hurt the
progress of tribal projects.
Paul Schmidlkofer asked if Mr. Taylor would define the duties of the Grievance Committee.
Mr. Taylor stated that most tribal constitutions were fairly brief on defining the
duties of the Grievance Committee and that he could only give a definition based on his
experiences since he was with the Bureau. He said that the roll of the Grievance
Committee was to investigate alledged misconduct in office by members of the Business
Committee and try and advise the accused to work the problem out with the Business
Committee. If the problems cannot be resolved, then the complaints should be reduced
to writing and presented to the Grievance Committee. Also, this should not be something
petty, but something that the courts would consider misconduct in office. The Grievance
Committee would serve as an impartial body and call a General Council Meeting to give
the accused a hearing. Also, the accused should be told what the charges are against
him so he can prepare his defense. If there is not substantial evidence against him
then the charges are dismissed by the Council. The roll of the Grievance Committee is
to see to it that the accused has a fair and impartial hearing when brought before the
General Council and the decision to vote and remove from office or vote and not remove
from office is the decision of the General Council.
Mr. Nedeau stated that since hearing Mr. Taylor talk he wanted to inform the Business
Committee that he was wrong and offered his apologies and said that he did not want to
be guilty of wrecking the tribe, so he would back out. Mr. Schmidlkofer asked Mr. Nedeau
what he told the tribal members who signed the petition. Mr. Nedeau replied, "I told
them, we are having internal strife within the Business Committee and because of so
much money at stake it needs to stop, not saying who, when, what, or where". Mr.
Schmidlkofer replied that "The reason for the petition was because some members of the
Business Committee were holding up the payment". Mr. Nedeau stated "could be, but I
didn't say that". After the discussion Mr. Nedeau stated that he would resign from
the Grievance Committee. Beverly Hughes moved that the General Council be called off.
Leon Bruno said he would second the motion since Mr. Nedeau resigned from the Grievance
Committee. The motion carried by a vote of 3 in favor and 2 opposed. The cancellation
of the General Council Meeting would be placed in the newspaper in ad form to let tribal
members know the meeting was cancelled.
Mr. Folkins, Business Manager, informed the Business Committee that the check for $2,000.
from Commercial Brick had been received and that he would be sending copies of the proposed
contract with Kessler & Associates to the Business Committee by mail and told them
to contact him in regard to any changes or suggestions concerning the current contract.
Mr. Taylor advised the Business Committee that he had put the distribution plan into
resolution form and them passed copies to the Business Committee. After the reading
of the resolution a discussion followed. Beverly Hughes moved that a resolution adopting
a plan for the use of certain funds awarded by the Indian Claims Commission be adopted.
Leon Bruno second the motion and the motion carried by a vote of 3 in favor and 2
opposed. Sheila Hall stated that her opposition to the plan was due to the fact that
she felt the plan was not what the General Council voted upon. RES 77-3
A list of people eligible for tribal enrollment was read to the Business Committee by
the Secretary. Sheila Hall moved that a resolution be adopted enrolling the list of
eligible persons for tribal membership. Paul Schmidlkofer second the motion and the
motion carried by a vote of 5 in favor and 0 opposed. RES 77-4
Paul Schmidlkofer announced that the Campaign for Human Development was in the process
of asking for donation to support this program and that he would make a motion that the
Citizen Band of Potawatomi Tribe donate $100.00. Gerald Peltier second the motion and
the motion carried by a vote of 5 in favor and 0 opposed.
Paul Schmidlkofer moved that the Business Committee accept the resignation of Grievance
Committee member, Leroy Nedeau. The motion was second by Sheila Hall and carried by
a vote of 5 in favor and 0 opposed.
Sheila Hall stated that in June of 1976, she had expressed her concern on how the tribal
newsletter was used. After much discussion Sheila Hall moved that those members who
were talked about in the newsletter written by Gerald Peltier be allowed an opportunity
to express their views. Paul Schmidlkofer second the motion. The motion carried by a
vote of 3 in favor and 2 opposed.
Paul Schmidlkofer stated that in the newsletter it mentioned that there were 15 tribal
programs. He requested that reports from the 15 programs be presented at the next
meeting.
Beverly Hughes stated that the newsletter should not be political, but should tell
people of the tribal programs and benefits available to them and moved that the Tribal
Administrator direct the Program Planner, Jan Shanklin, to write future newsletters and
that the Business Committee be given a week to review the newsletter prior to publication.
Paul Schmidlkofer second the motion and the motion carried by a vote of 5 in
favor and 0 opposed.
Gerald L. Peltier moved that the meeting be adjourned, second by Leon Bruno. The

Since Lee Folkins resigned from his position as Business Manager, effective
December 3, 1976, the Tribal Administrator asked permission from the Business
Committee to hire a new Business Manager. Paul Schmidlkofer asked if the position

advertised for the Indian Action Team Director and since he had several very good
applicants for that position, he hoped he could choose one for the Business Manager.
He also added that he would check with Peggy Nelson, ONAP Director, to see if we
