Call to order: Chairman Barrett called the meeting to order via email at 11:45m on Thursday,
February 22, 2018.
First item of business: Resolution 18-42-HHS: A resolution approving the Citizen Potawatomi
Nation's grant application for funding under the U.S. Department of Health and Human Services
Substance Abuse and Mental Health Services Administration (SAMHSA) fy 2018 treatment for
individuals experiencing homelessness program. Motion to approve Resolution #18-42-HHS was
made by Representative Boursaw and seconded by Representative Payne. The motion passed
with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Second item of business: Resolution 18-43-Ed: A resolution approving the Citizen Potawatomi
Nation's grant application for funding under the U. S. Department of Education's Office of
Career, Technical ad Adult Education under the fy 2018 Native American Career and Technical
Education Program (NACTEP). Motion to approve Resolution #18-43-Ed was made by
Representative Boursaw and seconded by Representative Payne. The motion passed with 16 in
favor, 0 opposed, 0 absent and 0 abstaining.
Third item of business: Resolution 18-44-Ed: A resolution approving the Citizen Potawatomi
Nation's grant application for funding under the U.S. Department of Health and Human Services
Administration for Native Americans fy 2018 Native American Language Preservation and
Maintenance Program. Motion to approve Resolution #18-44-Ed was made by Representative
Boursaw and seconded by Representative Payne. The motion passed with 16 in favor, 0
opposed, 0 absent and 0 abstaining.
Fourth item of business: Resolution 18-45-J&PS: A resolution approving an supporting the
Citizen Potawatomi Nation's grant application for funding under the U.S Department of
Justice's fy 2018 Coordinated Tribal Assistance Solicitation (CTAS) to continue development of
comprehensive approaches to public safety and criminal justice. Motion to approve Resolution
#18-45-J&PS was made by Representative Boursaw and seconded by Representative Payne. The

Trousdale and seconded by Representative Wesselhöft. The motion passed with 13 in favor, 0

pursuant to Article 5, Section 3 of the Citizen Potawatomi Nation Constitution. Motion to
approve Resolution 18-52-App was made by Representative Dave Carney and seconded by
Representative Johnson. The motion passed with 14 in favor, 0 opposed, 2 absent and 0
abstaining.

GENERAL COUNCIL MEETING
June 30, 2018
Call to Order: Chairman Barrett called the meeting to order at
7:00 a.m. Roll call included: Chairman John A. Barrett; Vice-
Chairman Linda Capps; Secretary-Treasurer D. Wayne Trousdale
and Representatives David Barrett, Jon Boursaw, Bobbi Bowden,
Dave Carney, Eva Marie Carney, Mark Johnson, Lisa Kraft, Gene
Lambert, Rande Payne, Paul Schmidlkofer, Roy Slavin, Paul
Wesselhoft, and Robert Whistler.
Absent: None.
There was a motion made by Representative Schmidlkofer, and
seconded by Representative Johnson, to recess and turn the
meeting over to the Election Committee for purposes of balloting.
The motion passed with 16 voting for, 0 opposed, 0 absent and 0
abstaining.
Meeting reconvened at 3:35 p.m. with Chairman Barrett calling the
General Council to order. Chairman Barrett offered a prayer
followed by the presentation of the colors.
Chairman Barrett began the meeting by explaining the Seven
Prayers, the meanings and gifts associated with each of the four
directions. He followed with an explanation of how the traditional
Native beliefs meshed with traditional Christian teachings. The
Chairman introduced Vice Chairman Capps and expressed his
gratitude for everything she brings to her position as Vice
Chairman. He then introduced the members of the Election
Committee and asked them to announce the results of the
election.
Julie Floyd and Jenny Affentranger, on behalf of the Election
Committee, announced that Vice Chairman Capps, Secretary-
Treasurer Trousdale , Representative Lambert, Representative

Payne and Representative Dave Carney were all elected without
opposition. In the District #7 race, incumbent Mark Johnson won
with 91 votes to Browning Nadeau's 50 votes. The Set Aside
Budget for fy 2019-20 was approved by a vote of 1372 in favor to
77 opposed. At this time, all of the candidates were sworn in by
Judge Lujan.
Chairman Barrett thanked the Election Committee and introduced
the elected officials - past and present - in attendance.
Secretary Trousdale presented the minutes from the previous
General Council meeting held on June 24, 2017. Motion to
approve the minutes as read was made by Joe Wulfkuhl and
seconded by Margaret Zientek. The motion passed unanimously.
Following tribal tradition the wisest, youngest and furthest
traveled tribal member in attendance were honored. Bob Pearl, 92,
was presented a blanket as the wisest tribal member; Summer
Whitman, 5 weeks, was the youngest; and Terri Sweenalt of Port
Angeles, Washington traveled the furthest to attend.
Vice Chairman then introduced the Potawatomi Leadership
Interns for 2018.
Larry Briggs gave a brief overview of the condition of First
National Bank. All six locations are doing well thanks to the great
staff and Board of Directors and it is one of the largest capitalized
banks in the nation.
Vice Chairman Capps announced the winners of the Art
Competition for 2018:

routes to the Nation's existing National Tribal Transportation Field Inventory, formerly the
