Nation's proposed application for funding through the United States Department of Health &
Human Services' Indian Health Services administration fy 2024 Community Opioid Intervention
Prevention program. Motion to approve Resolution #24-45-HHS was made by Representative
Wesselhoft and seconded by Representative Schmidlkofer. The motion passed with 16 in favor,
0 opposed, 0 absent and 0 abstaining.
Second item of business: Resolution 24-46-HHS: A resolution approving the Citizen Potawatomi
Nation's application for funding under the Centers for Medicare and Medicaid Services and
Oklahoma Healthcare Authority program. Motion to approve Resolution 24-46-HHS was made by
Representative Wesselhoft and seconded by Representative Schmidlkofer. The motion passed
with 16 in favor, 0 opposed, 0 absent and 0 abstaining

money from Judgment Funds awarded by the United States Court of Claims, subject to
approval by the General Council pursuant to Article 5, Section 3 of the Constitution of
the Citizen Potawatomi Nation. Motion to approve Resolution 24-48-App was made by
Representative Whistler and seconded by Representative Boursaw. The motion passed

Sixth item of business: Resolution 24-61-LCoE: A resolution enrolling 159 applicants

GENERAL COUNCIL MEETING
June 29, 2024
Call to Order: Chairman Barrett called the meeting to order
at 7:00 a.m. Roll call included: Chairman John A. Barrett;
Vice-Chairman Linda Capps; Secretary-Treasurer D. Wayne
Trousdale and Representatives David Barrett, Jon Boursaw,
Bobbi Bowden, Dave Carney, Eva Marie Carney, Mark
Johnson, Gene Lambert, Rande Payne, Paul Schmidlkofer,
Andrew Walters, Paul Wesselhoft, and Robert Whistler.
Absent: none
There was a motion made by Representative Walters, and
seconded by Representative Schmidlkofer, to recess and turn
the meeting over to the Election Committee for purposes of
balloting. The motion passed with 16 voting for, 0 opposed,
0 absent and 0 abstaining.
Meeting reconvened at 3:10 p.m. with Chairman Barrett
calling the General Council to order followed by the posting
of the colors.
After offering a prayer to the Creator, Chairman Barrett
welcomed all those in attendance and thanked them for
coming. He then asked the indulgence of the Council while
he spoke of an immeasurable gift the Tribe received in 1998
when Vice Chairman Linda Capps joined the Executive team.
He credited her with keeping up with the day-to-day
expenditures and contracts the Nation handles and
emphasized the vastness of the Tribe as a business venture.

With 2200 employees, 33 different contracts and 14
businesses, the Citizen Potawatomi Nation is the largest
employer in Pottawatomi County. At this time the Chairman
introduced Secretary-Treasurer Trousdale, calling him a
'financial wizard" who has been instrumental in the success
of the Nation's newest business venture, Sovereign Pipe
Technologies. The Chairman said producing high density
polyethylene pipe is one more step in the process of keeping
tribal dollars within the Tribe.
Chairman Barrett followed by introducing the members of
the Tribal Legislature, the Tribal Court, the tribal legal staff
and the 2024 class of Potawatomi Leadership Program
students.
He turned the microphone over to Secretary-Treasurer
Trousdale to read the minutes from the General Council
meeting of June, 24, 2023 into the record. Motion to approve
the minutes as read was made by Margaret Zientek and
seconded by Daniel LeClaire. The motion passed
unanimously.
At this point the Chairman recognized Julie Floyd, Marshall
of the Election Committee for presentation of the election
results. Ms. Floyd reported that the set-aside budget passed
with 1373 yes votes to 68 no. Paul Wesselhoft retained his
position as representative of District 9 over Matt Higdon by a
vote of 267 to 138. Paul Schmidlkofer was re-elected as
representative of District 12 with no opposition. Ms. Floyd
concluded her report by entreating tribal members to vote.
Secretary-Treasurer Trousdale took the podium again to ask
for the indulgence of the elders before speaking to the
Council regarding the financial position for the Nation. He
reported that REDW was hired to audit the trust funds which
had an ending balance $20,590,074 as of September 30,
2023, including $3,082,482 in cash and cash equivalents,
$1,926,064 in US Treasury and agency securities and

$15,577,075 in Sovereign Bancorp common stock. This
represents an increase of $990,055 or 4.8% for the audited
year.
Secretary-Treasurer Trousdale also stated that Hogan Taylor
performed the audit of Sovereign Bank for the year ending
December 31, 2023 which CEO Cain would speak to later.
Secretary-Treasurer Trousdale took the opportunity to thank
Bryan Cain and his team for their hard work and dedication
in leading Sovereign Bank to new heights in the Nation's
bank performance.
Mr. Trousdale reported REDW also audited the Citizen
Potawatomi Community Development Corporation for the
year ending September 30, 2023. The CDC ended the year
with net assets growing by $6,753,245 to $41,089,798,
reflecting a strong financial position on which to build future
growth.
Secretary-Treasurer Trousdale reported that REDW audited
the Nation as a whole, noting that the Nation grew net assets
to $509.Smillion or a 19.5% increase.
Secretary-Treasurer Trousdale commended the Nation's
accounting department for receiving the certificate of
achievement for excellence in financial reporting from the
Government Finance Officers Association of the United States
and Canada for the 35th year in a row. Secretary-Treasurer
Trousdale closed by stating the Council should be proud of
the Nation's position financially and in the local economy. He
thanked the legislature for their concerns and prudent
decision in the financial matters of the Tribe. He then
thanked the Nation's CFO, Mary Chisholm, Leslie Grovey and
the accounting staff for their hard work and time spent
working with him and on behalf of the Nation. He also
thanked the Council for allowing him to serve as their
Secretary-Treasurer for the past 22 years. He asked prayers
for the continued success of the Nation so that it might

continue to help those in need and safeguard the Nation's
sovereignty.
Bryan Cain, CFO of Sovereign Bank, took over the speaking
duties stating that Sovereign Bank continues to weather
financial storms yet comes out stronger each time with a
policy of always protecting investments.
Sovereign Bank ended 2022 with $243 million in total assets.
It ended 2023 with $962 million in total assets, a 74%
increase. Today, Sovereign Bank is one of fewer than 20
banks in Oklahoma with over $1 billion in assets thanks to
the Herculean team efforts of leadership, bank and tribal
employees.
Representative Paul Wesselhoft and Paul Schmidlkofer were
sworn into office by Chief District Judge Phil Lujan.
Chairman Barrett took the opportunity to recognize the
Potawatomi banking families of the Grimmets and Andersons
saying they have been instrumental in the growth of
Sovereign Bank and the Nation. He also added his own plea
for tribal members to become more involved in tribal
elections stating that he believes it is imperative to maintain
tribal sovereignty.
Vice Chairman Capps took the floor and thanked the
Chairman for his superb leadership and institutional
memory. She then spoke about the Nation's new
columbarium and the hoped for addition to it. She also
commended Trey Delonais for his efforts with the
columbarium markers.
Mrs. Capps followed by announced the winners of the Adult
Art Competition. In the Professional category, Meghan Lucien
of North Carolina won for her painting 'Misty Morning". In
the Photo, Paint and Drawing category, Connie Herron took
3rd place for 'Humingbird', Emily Buckmaster placed 2nd with
'Evening Mist' while Abigail Looper won 1st place for "Chief".

In the 'Other' category, Dave Wamego took 3rd place for his
beaded necklace, the Rosewitz Family took 2nd for their
cradleboard and Alan Melot won for his beaded 'Becoming
Marten Clan'.
Following tribal tradition to honor the wisest member, John
Anderson, age 97 was presented a blanket. Oliver Neely and
Freidrich Schulte, both 5 months old, were recognized as the
youngest tribal members present. Jacob Morral traveled from
Hawaii to attend his first General Council meeting and was
honored for traveling the furthest distance.
Chairman Barrett closed the meeting by announcing his
intention to run for office again in 2025 and repeating his
plea for tribal members to become more involved and vote.
Adjournment: There being no further business before the
Council, a motion to adjourn was made by Jack Barrett and
seconded by Nicole Sanchez. Meeting adjourned at 5:05pm.
