RESOLUTION #26-01-HHS
A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE FEDERAL HOME LOAN BANK
OF TOPEKA FISCAL YEAR 2025 NATIVE AMERICAN HOUSING
INITIATIVES GRANT PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and
WHEREAS, the Citizen Potawatomi Nation has identified a need for rehabilitation of
housing units in Rossville, KS; and
WHEREAS, the Federal Home Loan Bank of Topeka has announced the availability of
grant funds to assist with housing rehabilitation; and

WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for
funding of up to $500,000 under the Native American Housing Initiatives
Grant.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution supporting and approving the
Citizen Potawatomi Nation's application for funding through the FY 2025 Federal Home
Loan Bank of Topeka Native American Housing Initiatives grant program IS HEREBY
APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of funds up to $500,000 from the FY 2025 FHLB NAHI Grant fund for the
implementation, negotiation, operation, enforcement, procurement, settlement, and or
completion of this contract, compact, regulation or agreement by the Tribal Chairman or
his designate IS HEREBY AUTHORIZED.

RESOLUTION #26-02-HHS
A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE DEPARTMENT OF HEALTH AND
HUMAN SERVICES TITLE VI PART A (GRANTS FOR NATIVE AMERICANS) AND
PART C (CAREGIVERS).
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians with
Constitutional authority under the Act of June 18, 1934, and the Oklahoma Indian Welfare
Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal tradition,
derived from a history of organized self-government since time immemorial, and
recognized by treaties with the United States and in the Constitution of the United States;
and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a
separation of powers of the Tribal government by the reservation and delegation of specific
powers to other entities of the Tribal government; and, except for these specific limitations,
all other general powers of government are embodied in the Legislature's authority "to

Potawatomi Nation in all matters on which the Nation is empowered to act now or in the
future"; and,
WHEREAS, the U.S. Department of Health and Human Services (DHHS) has announced grants for
nutritional and supportive services to Indian elders under Part A and Native American
Caregiver Support services under Part C for a three-year project period of April 1, 2026, to
March 31, 2029, to increase home and community based services to older Native
Americans, which respond to local needs and are consistent with evidence-based
prevention practices; and,

WHEREAS, the Citizen Potawatomi Nation recognizes the need for Title VI grant funds to provide care
to Native American elders and Native American elder caregivers and has participated in
the Title VI Program Part A for the past 44 years, since 1981, and Part C for the past 25
years as one of the first grantees in 2000; and,
WHEREAS, in achieving the goals of Part A and Part C of the Title VI Program, the Citizen Potawatomi
Nation will provide nutritional and supportive services including congregate and homedelivered
meals, information, and transportation, as well as caregiver support services
including support groups, referrals, information, assistance, and respite care to Native
American elders; and,
WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for up to $900,000.00 in
Title VI and Caregivers funding over a 3 year period.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POTAWATOMI NATION that a resolution supporting and approving the Citizen Potawatomi Nation's
application for funding through the Department of Health and Human Services Title VI Part A and Part C
programs IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and consistent with
the separation of powers defined in the Constitution, if awarded, an appropriation of federal funds up to
$600,000 over 3 years from the Title VI Part A Fund and up to $300,000 over 3 years from the Title VI
Part C fund for the implementation, negotiation, operation, enforcement, procurement, and completion of
this compact, or agreement by the Tribal Chairman or his designate IS HEREBY AUTHORIZED.

A RESOLUTION APPROVING A FEE-TO-TRUST ACQUISITION APPLICATION TO
THE BUREAU OF INDIAN AFFAIRS AND REQUEST FOR TRUST ACQUISITION OF
THE (NON-GAMING/ON RESERVATION) CLAUD TAYLOR PROPERTY
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians with
Constitutional authority under the Act of June 18, 1934 and the Oklahoma Indian Welfare
Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal tradition,
derived from a history of organized self-government since time immemorial, and
recognized by treaties with the United States and in the Constitution of the United States;
and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a
separation of powers of the Tribal government by the reservation and delegation of
specific powers to other entities of the Tribal government; and, except for these specific
limitations, all other general powers of government are embodied in the Legislature's
authority "to enact legislation, transact business, and otherwise speak and act on behalf of
the Citizen Potawatomi Nation in all matters on which the Nation is empowered to act
now or in the future"; and,
WHEREAS, the Citizen Potawatomi Nation is making application to the Southern Plains Regional
Office of the Bureau of Indian Affairs to request transfer of "fee-simple" title to the
"United States of America in Trust for the Citizen Potawatomi Nation of Oklahoma";
and,
WHEREAS, the Legislature believes that increasing the tribal land base furthers the pursuit of Tribal
Self Determination and allows future generations of tribal leaders to have the flexibility
to use the land for the health, welfare, and sovereignty of the Citizen Potawatomi Nation;
and,
WHEREAS, Section 5 of the Indian Reorganization Act of June 18, 1934 (48 Stat. 985; 25 USC 465)
provides authority for the Fee-to-Trust acquisition; and,

WHEREAS, the property is ON-reservation or within the former reservation boundaries of the Citizen
Potawatomi Nation, legally described in Attachment A and listed in the Cleveland
County Treasurer's records as parcel ID #R0000638, Claud Taylor tract); and,
WHEREAS, the property was purchased with tribal funds and the land, to which the Citizen Potawatomi
Nation owns the surface rights in fee simple, is not currently under lease and has no
improvements; and,
WHEREAS, the current and proposed land use is economic development, Tribal Self-Determination
and increasing the tribal land base which furthers the pursuit of Tribal Self Determination
and allows future generations of tribal leaders to have the flexibility to use the land for
the health, welfare, and sovereignty of the Citizen Potawatomi Nation .
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POT A WA TOMI NATION that a resolution supporting the fee-to-trust acquisition application to the

WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a

WHEREAS, the Citizen Potawatomi Nation is a Member of the Indian Government in Good Standing

membership, pursuant to Article II, Section IIA of the Constitution of the National
Congress of American Indians (NCAI); and
WHEREAS, based on the tribal citizenry, the Nation shall have 180 votes according to Article II,
Section 6C of the NCAI Constitution and By-Laws;

WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal

immemorial, and recognized by treaties with the United States and in the
Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a
separation of powers of the Tribal government by the reservation and delegation
of specific powers to other entities of the Tribal government; and, except for these
specific limitations, all other general powers of government are embodied in the
Legislature's authority "to enact legislation, transact business, and otherwise speak
and act on behalf of the Citizen Potawatomi Nation in all matters on which the
Nation is empowered to act now or in the future"; and,
WHEREAS, the United Indian Nations of Oklahoma (UINO) is a voluntary association of tribes
representing federally recognized tribal governments whose purpose is to promote
a cooperative relationship among the tribes, tribal representatives and state and
federal officials; and,
WHEREAS, UINO also promotes tribal sovereignty, economic development, government-to-government
relationships and the exchange of information and ideas for the mutual
benefit of all members; and,
WHEREAS, membership dues are based on tribal census.

A RESOLUTION APPROVING THE CITIZEN POTAWATOMI NATION'S
APPLICATION FOR FUNDING UNDER THE ENDANGERED LANGUAGE
FUND'S FY 2025 NATIVE VOICES ENDOWMENT GRANT.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and,
WHEREAS, the Citizen Potawatomi Nation has identified a need to develop the next
generation of speakers of the Potawatomi language; and,
WHEREAS, the Endangered Language Fund (ELF) is requesting project proposals for
funding through the Native Voices Endowment (NVE) Grant; and,
WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for
funding of $20,000 under the Native Voices Endowment Grant for language
immersion classes and a youth culture camp.

NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution approving the Citizen
Potawatomi Nation's application for funding under the Endangered Language Fund's FY
2025 Native Voices Endowment grant IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an

TRIBAL HISTORIC PRESERVATION OFFICE GRANT PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American

the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in

time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides

and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact

WHEREAS, the Citizen Potawatomi Nation has identified a need for continued
development and operations of historic preservation duties on Tribal lands;
and,
WHEREAS, the Citizen Potawatomi Nation signed an agreement with the National Park
Service on July 25, 2007, to assume historic preservation duties on Tribal
lands that were previously the responsibility of the State; and,

WHEREAS, the National Park Service Tribal Historic Preservation Offices Division has
announced the availability of grant funds to assist with review and
compliance, survey and inventory of tribal lands, public education and
historic preservation; and,
WHEREAS, the Citizen Potawatomi Nation is eligible for and desires to apply for
funding in an amount up to $89,861 under the Tribal Historic Preservation
Office Grant.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution supporting and approving the
Citizen Potawatomi Nation's application for funding through the Fiscal Year 2025 National
Park Service Tribal Historic Preservation Office program IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds up to $89,861 from the FY 2025 National Park Service
Tribal Historic Preservation Office fund (or other applicable account) for the
implementation, negotiation, operation, enforcement, procurement, settlement, and or

FISCAL YEAR 2025 INDIAN COMMUNITY DEVELOPMENT BLOCK GRANT.

applications for funding through the FY 2025 Indian Community
Development Block Grant Program (ICDBG); and,
WHEREAS, the CPN Community Development Corporation is proposing to meet an
essential community development need by providing access to capital for
Native American small business and aspiring entrepreneurs through a
microenterprise loan program in Shawnee, Oklahoma. The proposed project

under the Microenterprise Program is five years with a project cost of
$1,666,666.67, of which $1,500,000 is federal share (90%) and $166,666.67
is the tribal leverage (10%) which is firmly committed by the Nation; and,
WHEREAS, a public meeting will be published and held on or before October 10th,
2025, to solicit comments from tribal and community members regarding
the proposed submission of the microenterprise project pursuant to the
citizen participation requirements as set forth in 24 CFR 1003.604.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION that a resolution supporting the Citizen
Potawatomi Nation's application to the U.S. Department of Housing and Urban
Development (HUD) fiscal year 2025 Indian Community Development Block Grant
Program (ICDBG) IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, if awarded, an
appropriation of federal funds up to $1,500,000 from the U.S. Department of Housing and
Urban Development (HUD) for the implementation, negotiation, operation, enforcement,

AND APPROVING SUBMITTAL OF THE PLAN TO THE FEDERAL HIGHWAY
ADMINISTRATION (FHWA).
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians with
Constitutional authority under the Act of June 18, 1934 and the Oklahoma Indian Welfare
Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal tradition,
derived from a history of organized self-government since time immemorial, and
recognized by treaties with the United States and in the Constitution of the United States;
and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a

Federal Highway Administration (FHWA) to plan for transportation improvements
within the Nation's jurisdiction as afforded under the Tribal Transportation Program
(TTP); and
WHEREAS, funding for the Transportation Improvement Plan is estimated to be $25,079,809 for FY
2025 through FY 2028; and
WHEREAS, the Chairman has reviewed and prioritized the updated combined FY 2025 through FY
2028 Transportation Improvement Plan which must be submitted to the Federal Highway
Administration; and

WHEREAS, this Transportation Improvement Plan will be amended by resolution, if necessary, when
new Tribal Transportation Program projects are identified and/or priorities change.

POTAWATOMI NATION that a resolution accepting the updated combined Fy 2025 through 2028
Tribal Transportation Program Transportation Improvement Plan and authorizing its continued inclusion
in the agreement with FHWA IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution and consistent

WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians with

WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal tradition,

WHEREAS, new routes including sidewalks and walking paths as itemized in Attachment "A" have
been identified within the Nation's jurisdiction and are eligible for inclusion on the
Nation's road inventory; and
WHEREAS, the criteria used to select and evaluate these proposed roads, parking lots, sidewalks and
pathways include: (1) connects active centers of population; (2) contributes to industrial
activities; (3) contributes to economic development; (4) provides access to jobs; (5)
contributes to law and order; (6) removes isolation; (7) provides access to education and
cultural activities; (8) provides access to hospital facilities; (9) contributes to accident
prevention; and (10) provides emergency services; and

WHEREAS, all of the proposed routes provide access leading to places of employment, health
facilities, educational training, etc.

Attachment "A" updating of the Nation's existing Roads Inventory Field Data System, and requesting the
Bureau of lndian Affairs to add all of the requested new routes to the Citizen Potawatomi Nation's National

WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in

time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides

and policies that promote individual tribal sovereignty and mutual support
for each other in economic and other endeavors, while retaining the Citizen
Potawatomi Nation's own powers of self-government; and,
WHEREAS, during the Potawatomi Tribal Leaders meeting held July 27, 2023, it was
proposed that the Potawatomi Tribal Nations adopt Articles of

Confederation to promote unity, cooperation and mutual support among the
Nations and preserve and advance the issues of the Potawatomi people; and,
WHEREAS, the Citizen Potawatomi Nation desires to participate in the Confederation
on the terms set forth in the amended Articles of Confederation from the
July 31, 2025, Potawatomi Tribal Leaders meeting.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION, that a resolution supporting membership in the
Bodéwadmi Confederation, adoption of the above-described amended Bodéwadmi
Articles of Confederation and furnishing a copy of this resolution to the other Member
Nations to confirm the Citizen Potawatomi Nation's membership in the Confederation IS
HEREBY APPROVED.

WHEREAS, the last Thursday in November 2025 is also Thanksgiving Day. In order to
allow legislators and employees to spend the holiday with their families,
it is necessary to reschedule the autumn quarterly meeting of the tribal
legislature.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE
CITIZEN POTAWATOMI NATION, that a resolution rescheduling the autumn
quarterly meeting of the Legislature from Thursday, November 27, 2025, to Tuesday,
December 9, 2025, IS HEREBY APPROVED.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that by act of this resolution
and consistent with the separation of powers defined in the Constitution, the

A RESOLUTION APPROVING A FEE-TO-TRUST ACQUISITION APPLICATION TO
THE BUREAU OF INDIAN AFFAIRS AND REQUEST FOR TRUST ACQUISITION OF
THE (NON-GAMING/ON RESERVATION) RAGLE PROPERTY
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American Indians with
Constitutional authority under the Act of June 18, 1934 and the Oklahoma Indian Welfare
Act of June 26, 1936, (49 Stat. 1967); and,
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in Tribal tradition,
derived from a history of organized self-government since time immemorial, and
recognized by treaties with the United States and in the Constitution of the United States;
and,
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides for a
separation of powers of the Tribal government by the reservation and delegation of
specific powers to other entities of the Tribal government; and, except for these specific
limitations, all other general powers of government are embodied in the Legislature's
authority "to enact legislation, transact business, and otherwise speak and act on behalf of
the Citizen Potawatomi Nation in all matters on which the Nation is empowered to act
now or in the future"; and,
WHEREAS, the Citizen Potawatomi Nation is making application to the Southern Plains Regional
Office of the Bureau of Indian Affairs to request transfer of "fee-simple" title to the
"United States of America in Trust for the Citizen Potawatomi Nation of Oklahoma";
and,
WHEREAS, the Legislature believes that increasing the tribal land base furthers the pursuit of Tribal
Self Determination and allows future generations of tribal leaders to have the flexibility
to use the land for the health, welfare, and sovereignty of the Citizen Potawatomi Nation;
and,
WHEREAS, Section 5 of the Indian Reorganization Act of June 18, 1934 (48 Stat. 985; 25 USC 465)
provides authority for the Fee-to-Trust acquisition; and,

WHEREAS, the property is ON-reservation or within the former reservation boundaries of the Citizen
Potawatomi Nation, legally described in Attachment A and listed in the Pottawatomie

WHEREAS, the property was purchased with tribal funds and the land, to which the Citizen Potawatomi
Nation owns the surface rights in fee simple, is currently under lease and has
improvements with adequate ingress and egress; and,
WHEREAS, the current and proposed land use is Indian housing, Tribal Self-Determination and
increasing the tribal land base which furthers the pursuit of Tribal Self Determination and
allows future generations of tribal leaders to have the flexibility to use the land for the
health, welfare, and sovereignty of the Citizen Potawatomi Nation.
NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE CITIZEN
POTAWATOMI NATION that a resolution supporting the fee-to-trust acquisition application to the
Southern Plains Regional Office of the Bureau of Indian Affairs and trust acquisition of Ragle property, IS
HEREBY APPROVED.

TECHNICAL ASSISTANCE TO TRIBES FOR FISCAL YEAR 2025 PROGRAM.

the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and,

at Iron Horse Industrial Park to expand its water capacity by: 1) drilling 3
new wells, 2) expanding the existing water line, and 3) constructing a new
water treatment plant and standpipe. The proposed project period is two

years with a project cost of $3,332,292, of which $1,000,000 is the federal
share (30.00%) and $2,332,292 is the non-federal share (70.00%); and,

of $1,000,000 under the Native American Affairs: Technical Assistance to
Tribes Program.

LIBRARY SERVICES FISCAL YEAR 2026 BASIC LIBRARY SERVICES
PROGRAM.
WHEREAS, the Citizen Potawatomi Nation is a federally recognized Tribe of American
Indians with Constitutional authority under the Act of June 18, 1934 and
the Oklahoma Indian Welfare Act of June 26, 1936, (49 Stat. 1967); and
WHEREAS, the Citizen Potawatomi Nation has sovereign powers that are inherent in
Tribal tradition, derived from a history of organized self-government since
time immemorial, and recognized by treaties with the United States and in
the Constitution of the United States; and
WHEREAS, Article 4, Section 3 of the Citizen Potawatomi Nation Constitution provides
for a separation of powers of the Tribal government by the reservation and
delegation of specific powers to other entities of the Tribal government;
and, except for these specific limitations, all other general powers of
government are embodied in the Legislature's authority "to enact
legislation, transact business, and otherwise speak and act on behalf of the
Citizen Potawatomi Nation in all matters on which the Nation is empowered
to act now or in the future"; and
WHEREAS, the Citizen Potawatomi Nation has identified a need for support to maintain
core library services and operations; and

WHEREAS, the Secretary of the Interior approved a Trust Fund Management Plan for First
National Bank & Trust, now Sovereign Bank; and,
WHEREAS, the approved Plan, dated November 1996, requires annual budgets to be reviewed
by the Tribal Legislature prior to approval by the General Council in accordance
with the Acts of Congress cited in the Tribal Constitution and the federal statutes
specific to the Indian Claims Commission, within which Trust Funds and
earnings from Trust Funds retain their original tax exempt characteristics; and,

above budget on the ballot for consideration at the June 27, 2026, General Council meeting IS
