A RESOLUTION APPOINTING GERALD L. PELTIER AS TRIBAL ADMINISTRATOR
OF THE CITIZEN BAND POTAWATOMI TRIBE.
WHEREAS, the Citizen Band Potawatomi Tribe of Oklahoma
is in need of a Tribal Administrator, and,
WHEREAS, Gerald L. Peltier has submitted his name as
Tribal Administrator for consideration of employment
by the Tribal Business Committee.
NOW THEREFORE BE IT RESOLVED that the Citizen Band
Potawatomi Business Committee by a vote of 5 in favor
and 0 opposed employed Gerald L. Peltier as Tribal Administrator.

A RESOLUTION TO CONTINUE THE TRIBAL COMMUNITY HEALTH REPRESENTATIVES
ENVIRONMENTAL HEALTH MAINTENANCE PROGRAM PROPOSAL FOR FY-76 AND TO
APPOINT BEVERLY I. HUGHES AS CONTRACT ADMINISTRATOR.
WHEREAS, the proposal for FY-76 was read and presented to the Business
Committee of the Citizen Band Potawatomi Tribe, and,
WHEREAS, the Business Committee voted to accept the Community Health
Representatives Environmental Health Maintenance Program Proposal as
presented at a meeting held on July 31, 1975, and,
WHEREAS, Mrs. Beverly I. Hughes, Tribal Secretary-Treasurer, Route 5
Box 151, Shawnee, Oklahoma, phone 2753125 is duly authorized by the
Business Committee to enter into a contractural agreement with Indian
Health Service for the Community Health Representative Program on
behalf of the Tribe, and,
WHEREAS, Mrs. Beverly I. Hughes, Secretary-Treasurer, is duly authorized
to approve and sign monthly narrative reports and invoice for payment,
and,
WHEREAS, Mrs. Beverly I. Hughes, is duly authorized to be the Tribal
Community Health Representative Contract Administrator.
NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen
Band Potawatomi Tribe at a meeting held on July 31, 1975 does hereby
authorize this proposal be honored and accepted.
CERTIFICATION

A RESOLUTION REQUESTING THAT NORMAN KIKER REPLACE PAUL SCHMIDL-
KOFERS UNEXPIRED TERM OF OFFICE TO THE BOARD OF DIRECTORS OF THE
CENTRAL TRIBES OF THE SHAWNEE AREA.
WHEREAS, Article VIII of the Constitution of the Central Tribes
of the Shawnee Area provides that a Tribal Business Committee
may remove their respective member(s) from the Board of Directors
by a majority vote of said Business Committee, and,
WHEREAS, the Business Committee of the Citizen Band Potawatomi
Tribe is desirous of having a Business Committee member as one
of their representatives on the Board of Directors of the Central
Tribes of the Shawnee Area.
NOW THEREFORE BE IT RESOLVED that Mr. Paul Schmidlkofer is hereby
removed from the Board of Directors of the Central Tribes of the
Shawnee Area because he is no longer on the Business Committee of
the Citizen Band Potawatomi Indians, and Mr. Norman Kiker is here-
by appointed to serve out the balance of the term, said term expires
September 4, 1976. Mr. Kikers address is 664 North Louisa,
Shawnee, Oklahoma, and his phone number is 275-0876, home, and
275-3125, office.

A RESOLUTION OF THE ADMINISTRATION OF THE ADULT EDUCATION CONTRACT FOR FY '76.
WHEREAS, The Shawnee Agency and the five Tribes served by this Agency, will be
allocated funds to continue an Adult Education Program through the Agency, and
WHEREAS, the Central Tribes of the Shawnee Area Inc., has the professional
staff, accounting procedures and experience in contract education to administer
the program, and
WHEREAS, the Board of Directors of CentraI Tribes of the Shawnee Area, Inc., has
approved the Central Tribes of the Shawnee Area, Inc., to administer the program.
NOW THEREFORE BE IT RESOLVED: that Central Tribes of the Shawnee Area, Inc., be
named Contractor of the Adult Education program for FY '76, and
Russell B. Ellis be designated director of the Adult Education program for FY ‘76
and be authorized to contract for Central Tribes of the Shawnee Area, Inc., with
the Bureau of Indian Affairs for that contract.
CERTIFICATION

Secretary-Treasurer, of the Citizen Band Potawatomi Indians of Oklahoma do

A RESOLUTION FOR THE INTERIM FINANCING THROUGH FEDERAL NATIONAL BANK AND TRUST CO.,
SHAWNEE, OKLAHOMA, FOR EDA CULTURAL AND HERITAGE CENTER AND COUNCIL HOUSE PROJECT
FOR CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA.
WHEREAS, The Citizen Band Potawatomi Indians of Oklahoma has received an offer of
grant in the amount of $305,000.00 issued May 12, 1974, by the EDA, which grant
was accepted May 14, 1974, by the Potawatomi Tribe for the construction of a Tribal
Cultural Heritage Center/Council House with utility extensions to serve same and
future developments,
WHEREAS, EDA has agreed to advance portions of said grant funds during the construction
phase of the Project upon condition that the funds so advanced are deposited in a
construction account to be administered by the Federal National Bank and Trust Co. as
custodian and upon the condition that funds are received and disbursed from said
account pursuant to certain procedures and restrictions, and
WHEREAS, it is anticipated that the Citizen Band Potawatomi Indians of Oklahoma will
require certain interim financing at various intervals during the construction phase
of said Project pending advancement of funds by EDA, and the Federal National Bank
and Trust Co. has agreed to provide such interim financing pursuant to the terms and
provisions set forth,
NOW THEREFORE BE IT RESOLVED: In consideration of the mutual covenants and promises
contained in the executed Trust Agreement for Interim Financing, between the Federal
National Bank and Trust Co. and the Citizen Band of Potawatomi Indians of Oklahoma
the tribe approves the terms and conditions as contained in the executed Trust Agree-
ment and the establishment of the Construction Fund Account at the Federal National
Bank and Trust Co. for the purposes of Interim Financing.

WHEREAS, The Native American Construction Assistance Program (NACAP)
was created to assist and promote Indian involvement in the construction
business and will be forming a new non-profit corporation to
sponsor and operate its activities, and,

in the ownership of the new NACAP corporation with the understanding
that the ownership will be by non-assesable common stock

WHEREAS, the proposed Central Tribes Development Authority, will
be a valuable tool in the Tribe's development efforts, and,
WHEREAS, the proposed Central Tribes Development Authority, with
beneficial interest accepted by the State of Oklahoma, will enable
the Tribe to use tax exempt financing to support its projects
anywhere within the State of Oklahoma, and,

for the Tribe that is presently lacking,

A RESOLUTION AUTHORIZING CENTRAL TRIBES OF THE SHAWNEE AREA, INC. TO CONTRACT CERTAIN
PROGRAMS FROM THE BUREAU OF INDIAN AFFAIRS.
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indians has determined
that contracting of certain tribal programs from the Bureau of Indian Affairs (herein-
after called BIA) by the Central Tribes of the Shawnee Area, Inc. (hereinafter called
CTSA) would be beneficial to the tribes.
WHEREAS, the Business Committee further ascertains these contractible programs to be:
(Housing, Tribal Operations, Reservation Clean-Up, Road Maintenance and Commercial
Enterprise Development, or their equivalents in case of name change).
WHEREAS, the Business Committee reserves the right to review the formal programs contract
between the BIA and CTSA and to withdraw from said contract prior to its execution.
WHEREAS, the Business Committee reserves the review authority regarding contract revisions
and amendments between the BIA and CTSA, as stipulated in Section 271.61 and 271.62,
Indian Self Determination Act.
WHEREAS, the CTSA official responsible for contract documents and correspondence will be
the General Manager. Until the CTSA General Manager is hired by the CTSA Board, Wanda
Jo Peltier, CTSA ONAP Director, will serve as the official CTSA contact for contract
purposes.
WHEREAS, the Business Committee directs CTSA to send copies, immediately upon materialization,
of contract documents and all correspondence regarding them to the Chairman/woman
of the tribal Business Committee.
WHEREAS, the contract period will begin on May 1, 1976 and end on September 30, 1978,
the end of a federal fiscal year, unless ended upon written request in resolution form
from this Tribe's Business Committee, as provided for in Section 271.71 and 271.72,
Indian Self Determination Act. These Sections concern retrocession and retrocession
procedures.
WHEREAS, the contract will be renegotiated annually to reflect factors, including, but
not limited to, cost increases beyond the control of CTSA.
WHEREAS, requests by the CTSA General Manager for information from the BIA will be subject
only to the limits of the Freedom of Information Act as amended, the Privacy Act, and
other applicable laws.
WHEREAS, recontracting will be under rules as prescribed in Section 271.20, Indian Self
Determination Act.
WHEREAS, the Business Committee authorizes CTSA to use the appeals process up to the
Director, Office of Hearings and Appeals, Department of Interior, if any BIA official
fails to act, cancels, or declines a contract, a contract revision, a contract amendment,
or a related request which this Business Committee has approved, according to the authority
given in Sections 271.26, 271.82, 271.83, and 271.84, Indian Self Determination Act.

NOW THEREFORE BE IT RESOLVED that the Business Committee of

WHEREAS, the Citizen Band Potawatomi Tribe is desirous of
entering into a Memorandum of Agreement with the Bureau of
Indian Affairs to directly undertake and administer the FY-76
Home Improvement Program for the Citizen Band Potawatomi Tribe
under the authority of Public Law 92-76, and,
WHEREAS, the Citizen Band Potawatomi Tribe will establish a
priority list of participants to receive the benefits of this
program, and,
WHEREAS, the Citizen Band Potawatomi Tribe will establish a
operating procedures, accounting records and reports in compliance
with program guidelines of the Home Improvement Program
and the achievements of objectives, and,
NOW THEREFORE BE IT RESOLVED that approval be given for the
Citizen Band Potawatomi Tribe to enter into a Memorandum of
Agreement with the Bureau of Indian Affairs under a continuing
resolution until FY-76 funds are appropriated and allocated.

A RESOLUTION AUTHORIZING CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA TO CONTRACT
CERTAIN PROGRAMS FROM THE BUREAU OF INDIAN AFFAIRS.
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indians of Oklahoma
has determined that contracting of certain tribal programs from the Bureau
of Indian Affairs (hereinafter called BIA) by the Central Tribes of the
Shawnee Area, Inc., (hereinafter called CTSA) would be beneficial to the
tribes.
WHERERAS, the Business Committee further ascertains these contractible programs to
be: Tribal Operations, Youth Work Learning Program, and Commercial Enter-
prise Development, or their equivalents in case of name change.
WHEREAS, the Business Committee reserves the right to review the formal contract
proposal between the BIA and CTSA and to withdraw from said contract prior
to its execution.
WHEREAS, the Business Committee reserves the review authority regarding contract
revisions and amendments between the BIA and CTSA, as stipulated in Section
271.61 and 271.62, Indian Self Determination Act.
WHEREAS, the Business Committee directs CTSA to send copies, immediately upon
materialization, of contract documents and all correspondence regarding
them to the Chairman/woman of the tribal Business Committee.
WHEREAS, the contract period will begin as soon as possible and end on June 30, 1976,
the end of a federal fiscal year, unless ended upon written request in resolution
from this Tribe's Business Committee, as provided for in Section
271.71 and 271.72, Indian Self Determination Act. These Sections concern
retrocession and retrocession procedures.
WHEREAS, the contract will be renegotiated annually to reflect factors, including,
but not limited to, cost increases beyond the control of CTSA.
WHEREAS, recontracting will be under rules as prescribed in Section 271.20, Indian
Self Determination Act.
WHEREAS, the Business Committee authorizes CTSA to use the appeals process up to the
Director, Office of Hearings and Appeals, Department of Interior, if any BIA
official fails to act, cancels, or declines a contract, a contract revision,
a contract amendment, or a related request which this Business Committee has
approved, according to the authority given in Section 271.26, 271.82, and
271.84, Indian Self Determination Act.
NOW THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band
Potawatomi Indians of Oklahoma hereby approves the contracting of certain
tribal programs from the BIA and CTSA.

WHEREAS it was agreed by all member tribes of the Central Tribes of the
Shawnee Area that each member tribe will submit their own proposal
listing their needs and the amount of funds required to meet these needs
and the Central Tribes of the Shawnee Area, Inc. incorporate into a

WHEREAS, this grant is to commence on or about July 1, 1976 and continue through
September 30, 1976, and,
WHEREAS, Gerald L. Peltier is the authorized tribal official to negotiate the
grant and any amendments thereto, and,
WHEREAS, Gerald L. Peltier is the authorized tribal official to execute the grant
contract and any amendments thereto, and,
WHEREAS, the final grant contract, or amendments thereto, will be reviewed and
approved by the Business Committee of the Citizen Band of Potawatomi Indians.
NOW THEREFORE BE IT RESOLVED that the above referenced grant contract be entered
into with the Bureau of Indian Affairs by the Citizen Band of Potawatomi Indians
for a three month period beginning on or about July 1, 1976, and continuing for
three consecutive months.

WHEREAS, we wish to continue the Environmental Health Maintenance Program for

Broadway, Shawnee, Oklahoma, and,
WHEREAS, there is sufficient space available in this building, over
the needs of CTSA Enterprises, Inc., to house the Shawnee Agency, and,
WHEREAS, if the Superintendent, Shawnee Agency, BIA, determines that
the quality and quantity of space is adequate and concurs in the
leasing of space from CTSA Enterprises, Inc., and,
WHEREAS, CTSA Enterprises, Inc., will distribute all lease monies from
the Shawnee BIA to the five stockholder Tribes with no portion or per-
centage withheld by CTSA Enterprises, Inc., for any reason, and,
WHEREAS, the Citizen Band of Potawatomi Indians with due consideration
for all else will support the Superintendent in his decision to accept

WHEREAS, the Citizen Band of Potawatomi Indians of Oklahoma are presently
operating a number of health related tribal programs, and,
WHEREAS, through a lack of trained management and centralized coordination,
there is a risk of program fragmentation, with each fragmented program
choosing its own route, and,
WHEREAS, the Citizen Band of Potawatomi Indians are desirious of a well
managed and well coordinated overall health program, and,
WHEREAS , the Citizen Band of Potawatomi Indians are desirious of contracting
the Health Services Management Program under the Self-Determination and
Educational Assistance Act, PL 93-638.
NOW THEREFORE BE IT RESOLVED that the Business Committee of the Citizen
Band of Potawatomi Indians at a special meeting held September 14, 1976,
does hereby authorize submission of this Health Services Management proposal

A RESOLUTION ON THE ADMINISTRATION OF THE ADULT EDUCATION CONTRACT.
WHEREAS, the Central Tribes of the Shawnee Area Inc., is a Tribal
organization within the meaning of the rules and regulations of
Public Law 93-638, and,
WHEREAS, the Shawnee Agency and the Tribes served by this agency
will be allocated funds for an ""Adult Education Program"", and,
WHEREAS, the Board of Directors of Central Tribes of Shawnee Area
Inc., has received and approved the contract application for Adult
Education.
NOW THEREFORE BE IT RESOLVED: That Central Tribes of the Shawnee
Area Inc., CETA Program negotiate and execute a contract with the
Bureau of Indian Affairs for the Adult Education Program subject to
the following provisions:
(1) The Tribal Business Committee has had opportunity
to review the application.
(2) Copies of correspondence relating to the contract
be sent to the Central Tribes of the Shawnee Area
Inc., and the Citizen Band Potawatomi Tribe, Route 5,
Box 151, Shawnee, OK 74801.
(3) The terms of the contract shall be one year,
renewable annually.
(4) The contract shall commence on or about October 1,
1976.
