A RESOLUTION EXPRESSING GRATITUDE AND THANKS TO BOB DAVIS FOR CONTRIBUTING
THE SOUND SYSTEM.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a
federally recognized Tribe of American Indians under
authority of the Oklahoma Indian Welfare Act of 1936;
and
WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority
of the Tribal Constitution and By-Laws; and
WHEREAS, in the tribe's endeavor to promote public activities
and functions, it is desirable to enlist the assistance
and support of individual tribal members; and
WHEREAS, to meet some critical needs an appeal was made through
various channels; and
WHEREAS, the response to the tribe was above and beyond the
expectation for assistance;
NOW
THEREFORE, BE IT RESOLVED, that the Business Committee, on behalf of the
members of the tribe, conveys it's gratitude and heartfelt thanks to Mr.
Bob Davis, for the contribution of the sound equipment and system for the
Pow-Wow and General Council.

CITIZEN BAND POTAWATOMI INDIANS OF OKLAHOMA
A RESOLUTION SUBMITTING A SECTION OF THE TRIBAL CONSTITUTION FOR AMENDMENT
TO THE BUREAU OF INDIAN AFFAIRS FOR APPROVAL AND SECRETARIAL ELECTION.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a
federally recognized Tribe of American Indians under
authority of the Oklahoma Indian Welfare Act of 1936;
and
WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority
of the Tribal Constitution and By-Laws; and
WHEREAS, the Citizen Band Potawatomi Indian Business Committee has
been authorized under Article 7, Section 2 to transact
business, and otherwise speak or act on behalf of the
Citizen Band Potawatomi Indian Tribe of Oklahoma; and
WHEREAS, Amendment to the Constitution may be proposed by a
majority vote of the Business Committee. . .and if approved
by the Secretary of the Interior, shall be submitted to a
referendum vote of the eligible members of the Tribe, and
shall be ratified by a majority vote (Article 19) ; and
WHEREAS, the Citizen Band Potawatomi Indian Business Committee has
expressed the need for a stable government structure; and
WHEREAS, the current terms of office do not allow for a
knowledgeable and experienced Business Committee due to
the fact that two year terms are simply too short and need
to be extended; and
WHEREAS, the Citizen Band Potawatomi Indian Business Committee has
chosen to submit a revision of the Constitution to the
Tribal Council to increase the terms of office for
Business Committee members; and
WHEREAS, five (5) year terms with one Committee Member being elected
each year would allow for an educated, Business Committee
and a stable government structure;
NOW
THEREFORE, BE IT RESOLVED, that the Citizen Band Potawatomi Indian
Business Committee submits a constitutional revision to the Bureau of
Indian Affairs establishing five (5) year terms of office for Business
Committee members, providing for one office up for election each year, and
calling for a Secretarial election on the proposed amendment (and if ready
for vote, the Corporate Charter will also be placed on the ballot).

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a
federally recognized Tribe of American Indians under
authority of the Oklahoma Indian Welfare Act of 1936;

WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority
of the Tribal Constitution and By-Laws; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi
Indian has the delegated right to exercise substantial
governmental functions of the tribal government; and
WHEREAS, it is determined that the Business Committee may wish
to exercise preference in the investment of tribal funds;
and
WHEREAS, for the purposes protecting tribal investments the Business
Committee may issue direct provisions to invest tribal
trust funds;

THEREFORE, BE IT RESOLVED, that the Bureau of Indian Affairs is instructed
to recognize and adhere to instructions and directions from the Business
Committee in the investment of Citizen Band Potawatomi Tribal Trust Funds.

Convenience Store business is of the highest economic
development priority of the Tribe; and

Provided, that funds advanced from the Indian Credit Fund
administered by the Bureau of Indian Affairs, or funds of

shall be deposited with a bonded disbursing officer of
the United States when required to do so.""
. . .Language was added in Article III (j) to conform with
the language of 25 U.S.C. 476. As drafted, subsection (1)
was confusing and therefore was modified for clarity by
deleting the second sentence. The taking of land into
trust status is reserved by the Secretary of the
Interior. In subsection (m) we have replaced the word
""reservation"" with ""jurisdictional boundaries."" While
language in subsection (m) provides for the investment
of appropriated tribal funds not immediately needed, the
tribe must be advised and fully understand that this
section shall not in any way alter the procedures
currently used in providing tribal funds. To conform
to Departmental policy, language has been added to
subsection (p) to provide for Secretarial approval. For
clarity, language was modified in subsection (r).
Language in subsection (u) has been modified to conform
with the actual language of the Oklahoma Indian Welfare
Act.
Articles VIII and IX have been modified to be consistent
with the constitution. We also have added a new Article X
- Certificate of Ratification, which is to preserve a
readily available record of how the Federal Charter of
Incorporation was voted upon.

(a) and (b) from Article V, Departmental Review of
Corporate Acts;

WHEREAS, the present limit of $103,000 will be surpassed, and the
need to increase the attorney contract amount to $150,000

their intent and systematic attack on Indian

are intended to alleviate severe economic hardships
on Indian reservations;
