SECTION 2 OF THE TRIBAL CONSTITUTION.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma
is a federally recognized Tribe of American
Indians under authority of the Oklahoma Indian
Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is
duly authorized to act on behalf of the Tribe by

WHEREAS, the Citizen Band Potawatomi Indian Business
Committee is duly authorized to act on behalf of
the tribe by authority of the Tribal Constitution

WHEREAS, on July 20, 1987 the Citizen Band Potawatomi Tribe
requested a clarification of 25 CFR 271.12(1)
which pertained to consent to a reduction in
contracted services from the BIA; and
WHEREAS, the Bureau of Indian Affairs has previously
created arbitrary guidelines to require a blood
degree requirement for Indians to receive Higher
Education funds; and
WHEREAS, this arbitrary guideline has resulted in a low
usage of Higher Education Funds by the Potawatomi
Tribe; and
WHEREAS, the Bureau of Indian Affairs has chosen to allocate
funds according a formula based on useage,
despite the fact that the five area tribes have
not agreed to a distribution formula; and
WHEREAS, the distribution of scholarship funds according to
prior use is totally unacceptable to the Business
Committee of the Citizen Band Potawatomi Tribe;
and
WHEREAS, the Business Committee of the Citizen Band
Potawatomi Tribe is in total agreement that
scholarship funds should be used to provide
scholarships for tribal members;
NOW
THEREFORE, BE IT RESOLVED, that the Business Committee of
the Citizen Band Potawatomi Indian Tribe of Oklahoma request
a new method for distribution of Education Funds and
formally withdraw any implied or other consent to a
distribution of funds based on past usage, AND

Indians of Oklahoma is authorized to negotiate, make
amendments, modify, and execute the contract in a prudent
manner; and
WHEREAS, the contract shall begin on October 1, 1987, and shall be
in effect for a period of twelve months or until there is an
agreement by the BIA and the contractor to close out, and,
or terminate the contract;

WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority
of the Tribal Constitution and By-Laws; and
WHEREAS, the Tribe has set forth the general policies and principles
applicable to expanding the tribal government on behalf of
it's members, and
WHEREAS, the Business Committee of the Citizen Band Potawatomi
Indians are eligible for and have initiated and implemented
funding programs, grants, and contracts, under 25 U.S.C.
450F, g and h, and the regulations thereunder, or which
constitutes an essential governmental function under Code
115, and
WHEREAS, by definition, virtually any endeavor associated with the
tribal government for the general betterment of the tribe
and it's members, is encompassed by Code 115 and 25 U.S.C.
450F, g and h, and
WHEREAS, programs eligible under 25 U.S.C. 450h includes but are not
necessarily limited to: strengthening or improving tribal
government, the development, improvement, of general
administrative and governmental planning, financial
management, personnel systems; the improvement of tribally
funded programs and activities; or the development,
construction, improvement, maintenance, preservation or
operation of any tribal facilities, resources, or
businesses; the acquisition of land and other assets within
or without the tribal boundaries in connection with the
above enumerated items, and
WHEREAS, to further the development, construction, operation,
provision, or maintenance of adequate health facilities or
services, and to continually improve the delivery and
management of health services, allied health programs, and
the health management capacity of the tribe, and
WHEREAS, programs and facilities eligible for funding under 25 U.S.C.
13 include those for general support and education, relief
of distress, and conservation of health, industrial and
economic assistance, administration and zoning of property,
operation and maintenance of water programs, including
irrigation and development of water supplies, other
utilities, including the enlargement, extension,
improvement, and repair of existing plants and projects, and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma, through
it's constitution and enabling activities and documents, has
created a current viable governmental and business
environment, as prescribed in the various codes, ordinances,
and enterprise developments, all directly relating to the

AND THE IOWA TRIBE OF OKLAHOMA UNDER P.L. 93-638.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is
a federally recognized tribe of American Indians
under authority of the Oklahoma Indian Welfare
Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Indian Business
Committee is duly authorized to act on behalf of
the tribe by authority of the Tribal Constitution

WHEREAS, the Business Committee of the Citizen Band
Potawatomi Indians of Oklahoma has implemented
a Tribal Law Enforcement Program; and
WHEREAS, BIA contract funds are earmarked and available to
tribes to support law enforcement in the Shawnee
Agency; and
WHEREAS, the Business Committee of the Citizen Band
Potawatomi Indians of Oklahoma intends to contract
Law Enforcement funds on behalf of the tribe and
the Iowa Tribe of Oklahoma; and
WHEREAS, tribal resolutions have been duly passed and submitted
by the respective tribes to convey the
contracting and administration to the Citizen
Band Potawatomi Indians; and
WHEREAS, the Iowa Tribe has authorized the Citizen Band
Potawatomi Indians to apply for, negotiate, and
contract for funds subject to the terms,
conditions, and limitations of the respective
tribal resolutions and applicable tribal laws; and
WHEREAS, the Tribal Administrator of the Citizen Band
Potawatomi Indians of Oklahoma is authorized to
negotiate, make amendments, modify, and execute
the contract in a prudent manner; and
WHEREAS, the two tribes request that these funds be added
to the 1987-8 CTGP Contract; and
WHEREAS, the contract shall begin on November 26, 1987, and
shall be in effect for a period of eleven months
or until there is an agreement by the BIA and the
contractor to close out and/or terminate the
contract; and
WHEREAS, the Citizen Band Potawatomi Indians shall provide
law enforcement services to the Iowa Tribe
effective immediately; and
WHEREAS, the added area of law enforcement needs of providing
services within the Iowa Tribal jurisdiction
will require another law enforcement
vehicle; and
WHEREAS, the Shawnee Agency BIA has a police unit available
to be contracted;
NOW
THEREFORE, BE IT RESOLVED, that the Business Committee of
the Citizen Band Potawatomi Indian Tribe of Oklahoma hereby
submits a request to contract law enforcement funds and a
police vehicle on behalf of the Citizen Band Potawatomi
Indians of Oklahoma, and the Iowa Tribe of Oklahoma. Said
funds and a police vehicle shall be contracted under the
guidelines of the Indian Self-Determination and Education
Assistance Act, PL 93-638. The amount of funds to be
contracted shall represent or be equal to a pro rato share
of the law enforcement funds allocated to the Shawnee
Agency, which is an equal representative share for the two
tribes exhibited herein.

Agency Tribes as identified by the elected leadership
of Tribes in the distribution of funds

needs results in a significant reduction of services
to Indians served by both the Shawnee Agency
and by the individual tribes;

A RESOLUTION TO APPLY FOR CONTINUATION AND REFUNDING OF TITLE VI OF THE
OLDER AMERICANS ACT FOR FY-88.
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized Tribe of American Indians under authority of the
Oklahoma Indian Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority of the
Tribal Constitution and By-Laws; and
WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma intend to
continue administering nutrition services and supportive
services to elderly tribal members and elderly Indians; and
WHEREAS, the program is intended to provide congregate and home
delivered meals, information and referral services, social
activities, transportation, arts and crafts, and other related
activities; and
WHEREAS, shall include health related screening and information, and
early detection and control of health problems;
NOW
THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band
Potawatomi Indian Tribe of Oklahoma approves the submission of a grant
application to the Human Development Services for the continuation of a
Title VI program of the Older Americans Act.

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is
a federally recognized Tribe of American Indians
under authority of the Oklahoma Indian Welfare
Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is
duly authorized to act on behalf of the Tribe by
authority of the Tribal Constitution and By-Laws;
and
WHEREAS, the Citizen Band Potawatomi Tribe has continued
to attempt to remedy the Bingo case; and
WHEREAS, Judge Luther Bohannan has resisted ruling on the
case; and
WHEREAS, Judge Bohannan has attempted to force a settlement;
and
WHEREAS, the Business Committee feels that Judge Bohannan
has not acted properly by refusing to issue a
ruling on this case for the past four years; and
WHEREAS, Judge Bohannan has made it very clear that he has
no intention of ever granting or denying the
Tribe's Motion for Partial Summary Judgment;

THERFORE, BE IT RESOLVED, that the Business Committee of the
Citizen Band Potawatomi Indians of Oklahoma authorizes
Michael Minnis, Tribal Attorney, to file a Writ of
Prohibition with the Tenth Circuit Court in the case of
Citizen Band Potawatomi Indians vs. EMCI.

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma
is a federally recognized Tribe of American
Indians under authority of the Oklahoma Indian
Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is
duly authorized to act on behalf of the Tribe by
authority of the Tribal Constitution and By-Laws;
and
WHEREAS, the Business Committee of the Citizen Band
Potawatomi Tribe has a fiduciary responsibility
for tribal funds; and
WHEREAS, the Citizen Band Potawatomi Tribe have records
that show that the Tribe has not received funds
due from EMCI; and
WHEREAS, the Citizen Band Potawatomi Business Committee has
made every attempt, including Federal Court to
recover these funds; and
WHEREAS, the Citizen Band Potawatomi Business Committee
has also requested the assistance of the BIA in
this case and has not received any assistance;
and
WHEREAS, the Tribe acted at the initial recommendation of
the BIA in closing the Bingo down; and
WHEREAS, the Citizen Band Potawatomi Business Committee
feels that there has been a large amount of theft
by EMCI; and
WHEREAS, the Tribe has no other recourse but to request
the assistance of the Office of the Inspector
General;

THEREFORE, BE IT RESOLVED, that the Business Committee of
the Citizen Band Potawatomi Indians of Oklahoma authorizes
Michael Minnis to draft an official complaint on behalf of
the Tribe to be sent to the Office of the Inspector General,
Department of the Interior to request a thorough
investigation of EMCI.

Tags, (b) to omit the word ""Oklahoma"" from Tribal Tags. The

WHEREAS, the Citizen Band Potawatomi Indian Business
Committee is duly authorized to act on behalf of
the tribe by authority of the Tribal Constitution

WHEREAS, the Business Committee of the Citizen Band
Potawatomi Indian Tribe see the need for developing
a quality mineral study in view of active
wells on adjoining tribal lands; and
WHEREAS, the Business Committee feels that it is in the
best economic interest of the tribe to identify
the Tribe's natural resources; and
WHEREAS, with the mineral study the Business Committee can

WHEREAS, the Citizen Band Potawatomi Indians of Oklahoma is a federally
recognized tribe of American Indians under authority of the
Oklahoma Indian Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority of the
Tribal Constitution and By-Laws; and
WHEREAS, federal law (25 U.S.C. 81, 503 and 25 CFR 89.7-89.26) and the
Tribal Constitution (Art. VII, 2) require that all contracts
with attorneys be approved by the Secretary of the Interior; and
WHEREAS, under paragraph 4 on page 2 of the ""General Counsel Contract""
(June 24, 1987), the general counsel may employ other attorneys
subject to approval of the tribe's Business Committee; and
WHEREAS, the tribe needed legal representation in the specialized area of
issuing tribal bonds, and devoloping contracts for purchase of
income producing assets, a specialized area beyond the expertise
of the tribal attorney; and
WHEREAS, to provide this service, the tribe hired Albright, Golden and
Cogdell, Oklahoma City, Oklahoma; and
WHEREAS, the tribe has received a bill from said attorneys in the amount
of $1,400.69; and
WHEREAS, the tribe now desires to pay this bill;
NOW
THEREFORE BE IT RESOLVED, that the general counsel is directed to employ
said Albright, Golden and Codgell for the purposes set forth herein, and
upon presentation of a certified copy of this resolution with a copy of
said attorney's bill, shall include said bill as an item of compensation
in the general counsel's next monthly bill to the tribe and further, when
the general counsel has been paid by the tribe for said bill, the general
counsel is directed to remit to said attorneys the sum of $1,400.69.

WHEREAS, the Citizen Band Potawatomi Business Committee is

WHEREAS, the limits have been raised for penalties of
violations to the Criminal Code; and
WHEREAS, the Tribe feels that stiffer penalties for the
various crimes are deterrents to the people who

best interest of all Potawatomi persons to deter
potential criminals;

WHEREAS, the Citizen Band Potawatomi Business Committee is

warranty from a three-year warranty to a four-year
warranty if Parr Golf Car Company maintains

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business
Committee has determined that the reclamation and preservation
of Native American and tribal history is of the utmost
importance and immediate preservation of existing documents
relating to tribal and Native American history is imperative;

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is in the
final construction phase of a library and archives facility; and

improvement loan for Mission Hill Hospital, with the
concurrence of the Board of Trusteesof Mission Hill Hospital,

States; and
WHEREAS , any legislation that even eludes to the Tribes being subject
to taxation by the states is a blatant violation of treaty
agreements with the Tribe; and
WHEREAS, allowing the states to regulate Indian Tribes is to totally
disregard the entire history of Indian policy in the United
States; and
WHEREAS, allowing the states to regulate and tax Indian Tribes gives
unfair advantage to states and severely restricts the Tribe's
economic development abilities; and
WHEREAS, any legislation to permit regulation by the state will result
in increased attacks by the states on Indian Tribes. No
legislation would be better than the proposed legislation;

WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian
Tribe of Oklahoma has reviewed the business papers of the
joint venture partner; and
WHEREAS, a 60% shareholder interest investment fits the goals of the
Tribe for Economic Development; and
WHEREAS, Gene Young, will operate the business on behalf of the Tribe;
and
WHEREAS, the investment in the Tribe's first outside venture is at a
minimum; and
WHEREAS, the Citizen Band Potawatomi Business Committee has determined
that this venture is a safe investment;

THEREFORE, BE IT RESOLVED, that the Business Committee of the Citizen Band
Potawatomi Indian Tribe of Oklahoma approves a 60% shareholder interest
with Gene Young of Computer Hospital in Ardmore and the Citizen Band
Potawatomi Indian Tribe of Oklahoma.

FIRM OF DOYLE AND SAVIT TO CONTACT AND SOLICIT CONGRESSIONAL SUPPORT FOR
THE TRIBE'S CONSTITUTIONAL AMENDMENT CONCERNING DESCENDENCY ENROLLMENT
CRITERIA; PLACING A $2,500 CAP ON ADMINISTRATIVE ACTIVITIES AND A TOTAL OF
$5,000 CAP FOR ADMINISTRATIVE REMEDY UP TO THE DATE OF TRIAL.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a
federally recognized Tribe of American Indians under authority
of the Oklahoma Indian Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Business Committee is duly
authorized to act on behalf of the Tribe by authority of the
Tribal Constitution and By-Laws; and
WHEREAS, the Citizen Band Potawatomi Business Committee has chosen not
to specify which attorney of the firm of Doyle and Savit is to
represent the Tribe; and
WHEREAS, Resolution 88-63 specifies one attorney to do the Tribe's work;
and
WHEREAS, the Business Commitee has been provided a copy of an opinion
letter authored by Scott Keep which proposes to deny the
Tribe's request for this constitutional revision; and
WHEREAS, each case that has been filed against the U.S. Department of the
Interior, BIA in enrollment issues has been held in favor of the
tribes; and
WHEREAS, the passage of this constitutional revision is in the best
interest of the Tribe; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian
Tribe of Oklahoma would rather remedy this problem without
legal battles if at all possible;
NOW
THEREFORE, BE IT RESOLVED, that the Business Committee of the Citizen Band
Potawatomi Indian Tribe of Oklahoma rescinds Resolution 88-63 and hires
the firm of Doyle and Savit in Washington, D.C. as consultants to contact
and solicit congressional support for the tribe's constitutional amendment
concerning descendency enrollment criteria; placing a $2,500 cap on
administrative activities and a total of $5,000 cap for all expenses up to
the date of trial.

RESOLUTION
A RESOLUTION AUTHORIZING AND DIRECTING THE CHAIRMAN OF THE
BUSINESS COMMITTEE TO REGAIN CONTROL OF THE TRIBE'S BINGO
OPERATION FROM ENTERPRISE MANAGEMENT CONSULTANTS, INC.
WHEREAS, the Business Committee of the Citizen Band Potawatomi
Indian Tribe of Oklahoma signed a bingo management
contract with Enterprise Management Consultants, Inc. in April of
1982;
WHEREAS, the 1982 management agreement was opposed by a
substantial segment of the tribe which registered their opposition
by signing petitions presented to the Business Committee.
WHEREAS, when Enterprise began operating under the 1982
management agreement in November, 1983, Enterprise took control
of the tribe's bingo game to the exclusion of the tribe;
WHEREAS, upon commencing the bingo game, Enterprise refused
to account to the tribe for the monies generated by the bingo
games;
WHEREAS, Enterprise made no lease payments on the premises
from November, 1982 until the tribe brought suit in June of 1985;
WHEREAS, immediately upon taking possession, Enterprise
leased the bingo operation to a third party, Mutt Johnson, in
violation of the agreement;
WHEREAS, upon the specific advice of the Shawnee Agency for
the Bureau of Indian Affairs, the tribe attempted to regain
control of the bingo game by physically restraining Enterprise
from continuing the operation in March of 1984;

WHEREAS, Enterprise filed suit against the tribe on April 9,
1984, to obtain judicial help in controlling the tribe's bingo
game to the exclusion of the tribe;
WHEREAS, United States District Judge Luther Bohanon
unlawfully exercised jurisdiction over the tribe and forced the
tribe to continue to deal with Enterprise;
WHEREAS, Enterprise interfered with tribal politics by
aiding and abetting in the unlawful takeover of the tribal
complex during a General Council meeting and instituting the
firing of the then Tribal Administrator;
WHEREAS, Enterprise then entered into negotiations for a new
bingo management contract with the tribal Business Committee
members;
WHEREAS, on April 8, 1985, the Business Committee, to
prevent Enterprise from continuing to cheat the tribe out of
monies owed it and under the duress of federal court's unlawful
exercise of jurisdiction, signed a new bingo management agreement
in which the tribe gave up any right to a share of the proceeds
of its own bingo game in exchange for a flat fee;
WHEREAS, in 1984 the Assistant Secretary of Interior for
Indian Affairs promulgated guidelines to which all tribal bingo
management agreements should conform;
WHEREAS, Enterprise told the tribe not to seek BIA approval
of the 1985 bingo management agreement because Enterprise knew
the agreement was not in compliance with BIA guidelines nor in
the tribe's best interest and would therefore not be approved;

WHEREAS, in April of 1986, the Assistant Secretary for the
Bureau of Indian Affairs promulgated new guidelines to which all
tribal bingo management agreements should comply;
WHEREAS, in April, 1986 the tribe asked Enterprise to
renegotiate the 1985 management agreement to bring it into
compliance with the BIA guidelines;
WHEREAS, Enterprise refused to negotiate with the tribe
stating it had sufficient political influence to get the 1985
management agreement approved by the Department of Interior
without the aid of the tribe;
WHEREAS, in May of 1986 the tribe served Enterprise with a
notice to quit the premises because Enterprise had violated the
lease agreement by failing to remit to the tribe $1,000 per month
for lease of the land;
WHEREAS, Enterprise acknowledged it had failed to make lease
payments by remitting to the tribe part -- but not all -- of the
sum due for back lease payments;
WHEREAS, on May 27, 1986, the tribe brought an action in
federal court against Enterprise seeking a declaratory judgment
that the 1982 and 1985 management agreements were null and void
and seeking a money judgment against Enterprise for ""all money or
other things of value paid to Enterprise"" under the void management
agreements;
WHEREAS, the tribe initiated the action in federal court
solely because Judge Bohanon had unlawfully assumed jurisdiction
in Enterprise's initial action against the tribe and the tribe

reasonably anticipated that Judge Bohanon would exercise the same
unlawful jurisdiction if Enterprise were to again bring suit as a
direct result of any action by the tribe;
WHEREAS, during the course of this present litigation the
tribe has conducted discovery which has revealed numerous
unlawful activities by Enterprise and has confirmed that Enterprise
cheated the tribe out of hundreds of thousands of dollars
under the 1982 management agreement;
WHEREAS, Enterprise has employed known felons and convicted
drug dealers in management positions;
WHEREAS, Enterprise's principals have continually depleted
Enterprise's assets so that no monies will be available should
the tribe recover a money judgment against Enterprise;
WHEREAS, Enterprise has grossed in excess of $10 million a
year from the bingo operation and the tribe has received less
than 7% of these monies;
WHEREAS, Enterprise leased the bingo operation to EMCI
Property Management, Inc. in violation of the 1985 management
agreement;
WHEREAS, the Bureau of Indian Affairs has reviewed the 1985
management agreement and denied approval because not in
compliance with BIA guidelines and not in the tribe's best
interests;
WHEREAS, Enterprise had no standing to submit the 1985
management agreement to the BIA for approval nor standing to
appeal the BIA denial;

WHEREAS, the Secretary of the Interior upheld the BIA's
decision to not approve the contract because it did not comply
with the guidelines and was not in the best interest of the
tribe;
WHEREAS, Enterprise filed suit in United States District
Court appealing the Secretary of the Interior's decision and
asking that the tribe be enjoined from acting as if the 1985
management agreement was disapproved;
WHEREAS, Judge Bohanon held that this issue was not presently
before him and he had no jurisdiction to decide it;
WHEREAS, the tribe has been dismissed as a defendant in
Enterprise's action because the Court lacks jurisdiction over the
tribe;
WHEREAS, the 1985 management agreement has been disapproved
by the Bureau of Indian Affairs;
WHEREAS, neither the 1982 nor the 1985 bingo management
agreements have been approved by the Secretary of Interior as
required by 25 U.S.C. §81;
WHEREAS, neither of the bingo management agreements is in
the best interest of the tribe;
WHEREAS, most importantly, an order has been entered in the
U.S. District Court for the Western District of Oklahoma implicitly
acknowledging that Judge Bohanon's original assertion of
jurisdiction was improper and explicitly stating that federal
courts have no jurisdiction over the tribe and specifically over
this dispute;

WHEREAS, the tribe has voluntarily refrained from exercising
its sovereign right to ban Enterprise's officers, agents and
employees from tribal land to maintain a quasi-status quo during
the pendency of the federal court action;
WHEREAS, until May 15, 1988, Enterprise has paid the tribe
$3.00 per head on each person playing bingo on tribal land as set
forth in the void 1985 management agreement;
WHEREAS, on May 16, 1988, the tribe received payment from
Enterprise which reflected a decrease in the amount of money paid
the tribe from $3.00 per person entering the bingo hall to $2.00
per person entering the bingo hall;
WHEREAS, said payment by Enterprise constitutes a unilateral
breach in the quasi-status quo between the parties pending the
outcome of the federal court lawsuit;
WHEREAS, this is the third egregious breach of the status
quo by Enterprise; the first was Enterprise's obtaining of an
order depriving the tribe of all payments from June through
December of 1986;
WHEREAS, Enterprise has, since April of last year when the
Bureau of Indian Affairs refused to approve the management
agreement, consistently failed to properly promote the bingo game
resulting in losses of over $100,000 last year and over $50,000
already this year in further breach of the quasi-status quo;
WHEREAS, the tribe's voluntary forbearance in exercising its
sovereignty has been exhausted by the consistent misbehavior by
Enterprise, by the unexplainable delay in a federal court

resolution, and, most importantly, by the permanent, continuing
damages Enterprise's illegal actions are inflicting on the assets
and income of the tribe;
NOW THEREFORE BE IT RESOLVED that the tribal police are
hereby authorized and directed to take all actions necessary and
proper to regain tribal control over the tribal bingo game being
operated on tribal land by Enterprise Management Consultants,
Inc., including, but not limited to, barring entry to the tribal
bingo hall by any person associated with Enterprise and confiscating
any property found in the bingo hall; and
BE IT FURTHER RESOLVED that the Secretary of the Business
Committee is to notify Leroy Wheeler and John Caldwell, principals
in Enterprise Management Consultants, Inc., by certified
mail that they will not be allowed to enter upon lands of the
Citizen Band Potawatomi Indian Tribe of Oklahoma for any purpose,
and should they be found on said lands they will be immediately
removed for trespassing.

A RESOLUTION CERTIFYING THE TRIBAL ROLLS OF THE CITIZEN BAND POTAWATOMI INDIAN
TRIBE OF OKLAHOMA.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally
recognized tribe of American Indians with constitutional authority
under the Indian Reorganization Act of 1934 and the Thomas-Rogers Act
of 1936; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of
the Potawatomi Indian Tribes, has, through a continuation of
Potawatomi history of organized self government since time immemorial,
soveriegn powers inherent in tribal tradition and recognized by
treaties with the United States and in the United States Constitution;
and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and
By-Laws provide that the Business Committee of the Tribe shall be
granted the power to act on behalf of the Tribe in all matters except
those relating to claims or treaties with the United States; and
WHEREAS, on a regular basis the Tribe is required to certify an updated roll in
order to include newly enrolled members; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma has not certified
an updated roll since 1983; and
WHEREAS, without the certified roll the Bureau of Indian Affairs cannot provide
newly enrolled members a CDIB card; and
WHEREAS, the CDIB cards are required to secure an Indian Health Service number
as well as a series of other government uses;
NOW
THEREFORE BE IT RESOLVED, that the Citizen Band Potawatomi Indian Tribe of
Oklahoma Tribal Rolls be certified as of 6-21-88, to include all newly enrolled
Tribal members since the certified roll of 1983.
