A RESOLUTION REQUESTING THE CITIZEN BAND POTAWATOMI INDIAN
TRIBE TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE BUREAU OF
INDIAN AFFAIRS, ANADARKO AREA, TO PROVIDE $5,242.00. TO BE
USED FOR THE CAR SEAT LOAN PROGRAM.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
is a federally recognized tribe of American Indians
with constitutional authority under the Indian
Reorganization Act of 1934 and Thomas-Rogers Act of
1936; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma,
the largest of the Potawatomi Indian Tribes, has,
through a continuation of Potawatomi History of
organized self government since time immemorial,
sovereign powers inherent in tribal tradition and
recognized by treaties with the United States and in
the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
Constitution and By-Laws provide that the Business
Committee of the Tribe shall be granted the power to
act on behalf of the Tribe in all matters except those
relating to claims of treaties with the United States;
and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
desires to strengthen its capacity in tribal
government by improving and maintaining tribal
programs and activities; and
WHEREAS, the Tribal administrator, is hereby granted authority
to implement and admend the contract; and
WHEREAS, the proposed and requested commencement date for the
executed contract is September 30, 1991 through
September 29, 1992; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi
Indian Tribe of Oklahoma wishes to make a renewal
application to the Bureau of Indian Affairs, Anadarko
Area, for a Car Seat Loan Program,
NOW THEREFORE, BE IT RESOLVED, that the Business Committee of
the Citizen Band Potawatomi Indian Tribe of Oklahoma enter into
an agreement with the Bureau of Indian Affairs, Anadarko Area
to provide $5,242.00 to be used for the Car Seat Loan Program.
We, the undersigned members of the Business Committee of the
Citizen Band Potawatomi Indian Tribe of Oklahoma do hereby
certify that the above is true and exact copy of Resolution
Pott # 92-1, as approved on the day of 1st day of July.

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally recognized

WHEREAS, Public Law 100-472, Indian Self-Determination and Education Assistance Act
Amendments of 1988, have been fully implemented; and
WHEREAS, Public Law 100-472 provides for conversion of Public Law 93-638 contracts
to Mature Contract status after being continuously operated for three years
or more and having no significant or material audit exceptions; and
WHEREAS, interim BIAM Guidelines, 2.2, (B), (4) allows for consolidation of two or
more contracts into a single contract and retaining Mature Contract status.
NOW THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band
Potawatomi Tribe hereby requests the Bureau of Indian Affairs to proclaim Mature
Contract Status for contracts
(1) Real Property,
(2) Higher Education,
(3) Tribal
Court

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally
recognized tribe of American Indians with constitutional authority under
the Indian Reorganization Act of 1934 and the Thomas-Rogers Act of 1936;
and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the
Potawatomi Indian Tribes, has, through a continuation of Potawatomi
history and organized self government since time immemorial, sovereign
powers inherent in tribal tradition and recognized by treaties with the
United States and in the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and
By-Laws provide that the Business Committee of the Tribe shall be granted
the power to act on behalf of the Tribe in all matters except those
relating to claims or treaties with the United States; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian Tribe of
Oklahoma have decided to hire Architect Don Price of the Price Group
Architects and Planners for the construction of the new First Oklahoma
Bank; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian Tribe of
Oklahoma voted on and approved Chairman John A. Barrett, Jr. to sign the
contract and any other documents related to the construction of the First
Oklahoma Bank Building;

THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band Potawatomi
Indian Tribe authorizes Chairman John A. Barrett, Jr. to sign the contract and any
other documents related to the construction of the new First Oklahoma Bank Building
with construction beginning May 1, 1992.

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally
recognized tribe of American Indians with constitutional authority under
the Indian Reorganization Act of 1934 and the Thomas-Rogers Act of 1936;
and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the
Potawatomi Indian Tribes, has, through a continuation of Potawatomi
history and organized self government since time immemorial, sovereign
powers inherent in tribal tradition and recognized by treaties with the
United States and in the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and
By-Laws provide that the Business Committee of the Tribe shall be granted
the power to act on behalf of the Tribe in all matters except those
relating to claims or treaties with the United States; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
recognizes its right to address the health needs of its members under the
national policy of Indian Self-Determination codified in P.L. 93-638; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
desires to enhance the delivery of health services to its tribal members
for both medical and dental care through contracted health service
providers consistent with the standards established by Indian Health
Services; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
wishes to contract health services pursuant to P.L. 93-638; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
authorizes the Chairman, Tribal Administrator and Gary Bloomberg of the
American Management Institute, Inc., to negotiate on behalf of the
Business Committee the contract and any amendments thereto; and
WHEREAS, the Citizen Band Potawatomi Tribe Business Committee authorizes the
Chairman and Tribal Administrator to execute the contract and any
amendments thereof; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
grants this authority to the Chairman and Tribal Administrator until
rescinded by resolution; and

WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Business Committee
will review all contracts and amendments thereto with the Tribal
Administrator in the council meetings held monthly; and

desires to commence the contract for contract health services on July 1,
1992; and

WHEREAS after review of the eligible individuals and their resumes, the
Business Committee of the Citizen Band Potawatomi Indian Tribe of
Oklahoma recommends Robert Jones.

A RESOLUTION ACKNOWLEDGING AND CREATING THE CITIZEN BAND
POTAWATOMI INDIAN TRIBE OF OKLAHOMA COUNCIL OF ELDERS
FORMERELY KNOWN AS THE ADVISORY COMMITTEE OF THE TITLE VI
SENIOR CENTER.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
is a federally-recognized tribe of American Indians
with constitutional authority under the Indian
Reorganization Act of 1934, and the Thomas-Rogers
Oklahoma Indian Welfare Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of
Oklahoma, the largest of the Potawatomi Indian
Tribes, has, through a continuation of Potawatomi
history of organized self-government since time
immemorial, sovereign powers inherent in tribal
tradition and recognized by treaties with the United
States and in the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
Constitution and By-Laws provide that the Business
Committee of the Tribe shall be granted the power to
act on behalf of the Tribe in all matters except
those relating to claims or treaties with the United
States; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
has created by prior resolutions and actions an
“Advisory Committee of the Title VI Senior Center”
and the Business Committee has recently received a
letter signed by them requesting a commemorative
plaque for deceased members and signs for their
building area which was voted on and received
unanimous approval by the Business Committee, and
WHEREAS, the Business Committee believes that our Tribal
tradition of respect for elders would be better
followed by renaming this organization the “Citizen
Band Potawatomi Indian Tribe of Oklahoma Council of
Elders"" since they will be representing our Tribe in
the community and advising the Business Committte on
the needs of the aging and will provide the Tribe
the benefits of their wisdom that can only come with
years, and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
Council of Elders will recommend to the Business
Committee the name of a Council member to serve on
the COEDD Area Agency on Aging Advisory Council and
provide input to the Business Committe on local

programs, services, and sources of personal and
financial resources for the benefit of the aging;

THEREFORE, BE IT RESOLVED BY THE CITIZEN BAND POTAWATOMI
INDIAN TRIBE OF OKLAHOMA, that the Business Committee of the
Citizen Band Potawatomi Indian Tribe of Oklahoma hereby
creates and acknowledges the Citizen Band Potawatomi Indian
Tribe of Oklahoma Council of Elders.

A RESOLUTION APPROVING THE CONTRACT BETWEEN THE CITIZEN BAND POTAWATOMI INDIAN TRIBE
OF OKLAHOMA AND THE STATE OF OKLAHOMA DEPARTMENT OF HUMAN SERVICES ON THE PROVISION
OF FOSTER CARE FOR BOTH THE DEPARTMENT'S CUSTODY OF INDIAN CHILDREN AND THE TRIBAL
CUSTODY OF INDIAN CHILDREN.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally
recognized tribe of American Indians with constitutional authority under

and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the

excellent reputation with the State and receives numerous calls from the
State to help locate Indian children from other tribes in foster homes
approved by the Citizen Band Potawatomi Indian Tribe of Oklahoma;

THEREFORE BE IT RESOLVED, that the Business Committee of the Citizen Band Potawatomi
Indian Tribe of Oklahoma hereby renew its Tribal-State Foster Care Contract for the
fiscal year beginning July 1, 1992.

TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE BUREAU OF INDIAN

Indian Tribe of Oklahoma wishes to make a renewal
application to the Bureau of Indian Affairs, Anadarko Area
for a Car Seat Loan Program.
