TRANSCRIPTION: RESOLUTION POTT # 92-1 CITIZEN BAND POTAWATOMI INDIAN TRIBE OF OKLAHOMA A RESOLUTION REQUESTING THE CITIZEN BAND POTAWATOMI INDIAN TRIBE TO ENTER INTO A CONTRACTUAL AGREEMENT WITH THE BUREAU OF INDIAN AFFAIRS, ANADARKO AREA, TO PROVIDE $5,242.00. TO BE USED FOR THE CAR SEAT LOAN PROGRAM. WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally recognized tribe of American Indians with constitutional authority under the Indian Reorganization Act of 1934 and Thomas-Rogers Act of 1936; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the Potawatomi Indian Tribes, has, through a continuation of Potawatomi History of organized self government since time immemorial, sovereign powers inherent in tribal tradition and recognized by treaties with the United States and in the United States Constitution; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and By-Laws provide that the Business Committee of the Tribe shall be granted the power to act on behalf of the Tribe in all matters except those relating to claims of treaties with the United States; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma desires to strengthen its capacity in tribal government by improving and maintaining tribal programs and activities; and WHEREAS, the Tribal administrator, is hereby granted authority to implement and admend the contract; and WHEREAS, the proposed and requested commencement date for the executed contract is September 30, 1991 through September 29, 1992; and WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian Tribe of Oklahoma wishes to make a renewal application to the Bureau of Indian Affairs, Anadarko Area, for a Car Seat Loan Program, NOW THEREFORE, BE IT RESOLVED, that the Business Committee of the Citizen Band Potawatomi Indian Tribe of Oklahoma enter into an agreement with the Bureau of Indian Affairs, Anadarko Area to provide $5,242.00 to be used for the Car Seat Loan Program. We, the undersigned members of the Business Committee of the Citizen Band Potawatomi Indian Tribe of Oklahoma do hereby certify that the above is true and exact copy of Resolution Pott # 92-1, as approved on the day of 1st day of July. 1991, with 5 voting for, 0 voting against, and 0 absentions. WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally recognized tribe of American Indians with constitutional authority under the Indian Reorganization Act of 1934 and the Thomas-Rogers Act of 1936; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the Potawatomi Indian Tribes, has, through a continuation of Potawatomi history and organized self government since time immemorial, sovereign powers inherent in tribal tradition and recognized by treaties with the United States and in the United States Constitution; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and by-laws provide that the Business Committee of the Tribe shall be granted the power to act on behalf of the Tribe in all matters except those relating to claims or treaties with the United States; and WHEREAS, Public Law 100-472, Indian Self-Determination and Education Assistance Act Amendments of 1988, have been fully implemented; and WHEREAS, Public Law 100-472 provides for conversion of Public Law 93-638 contracts to Mature Contract status after being continuously operated for three years or more and having no significant or material audit exceptions; and WHEREAS, interim BIAM Guidelines, 2.2, (B), (4) allows for consolidation of two or more contracts into a single contract and retaining Mature Contract status. WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally-recognized tribe of American Indians with constitutional authority under the Indian Reorganization Act of 1934, and the Thomas-Rogers Oklahoma Indian Welfare Act of 1936; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the Potawatomi Indian Tribes, has, through a continuation of Potawatomi history of organized self-government since time immemorial, sovereign powers inherent in tribal tradition and recognized by treaties with the United States and in the United States Constitution; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and By-Laws provide that the Business Committee of the Tribe shall be granted the power to act on behalf of the Tribe in all matters except those relating to claims or treaties with the United States; and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma has created by prior resolutions and actions an “Advisory Committee of the Title VI Senior Center” and the Business Committee has recently received a letter signed by them requesting a commemorative plaque for deceased members and signs for their building area which was voted on and received unanimous approval by the Business Committee, and WHEREAS, the Business Committee believes that our Tribal tradition of respect for elders would be better followed by renaming this organization the “Citizen Band Potawatomi Indian Tribe of Oklahoma Council of Elders"" since they will be representing our Tribe in the community and advising the Business Committte on the needs of the aging and will provide the Tribe the benefits of their wisdom that can only come with years, and WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Council of Elders will recommend to the Business Committee the name of a Council member to serve on the COEDD Area Agency on Aging Advisory Council and provide input to the Business Committe on local Page 2 POTT 92-65 programs, services, and sources of personal and financial resources for the benefit of the aging; NOW THEREFORE, BE IT RESOLVED BY THE CITIZEN BAND POTAWATOMI INDIAN TRIBE OF OKLAHOMA, that the Business Committee of the Citizen Band Potawatomi Indian Tribe of Oklahoma hereby creates and acknowledges the Citizen Band Potawatomi Indian Tribe of Oklahoma Council of Elders.
