A RESOLUTION AUTHORIZING A LOAN FROM THE BUREAU OF INDIAN AFFAIRS IN THE
AMOUNT OF $1,800,000.00 TO BE USED FOR TWENTY FOUR LANE BOWLING ALLEY,
RESTAURANT, PARKING LOT, SUPPLIES, EQUIPMENT AND FURNISHINGS AND
AUTHORIZING JOHN A. BARRETT, JR. TO REPRESENT THE TRIBE IN SIGNING ALL
NECESSARY LOAN AND PURCHASE DOCUMENTS.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a
federally recognized tribe of American Indians with
constitutional authority under the Indian Reorganization Act
of 1934 and the Thomas-Rogers Act of 1936; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the
largest of the Potawatomi Indian Tribes, has, through a
continuation of Potawatomi history and organized self
government since time immemorial, sovereign powers inherent
in tribal tradition and recognized by treaties with the
United States and in the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma
Constitution and By-Laws provide that the Business Committee
of the Tribe shall be granted the power to act on behalf of
the Tribe in all matters except those relating to claims or
treaties with the United States; and
WHEREAS, the Business Committee of the Citizen Band Potawatomi Indian

economic development of the Tribe; and
WHEREAS, the loan documents and purchase agreement have been presented
to the Business Committee; and
WHEREAS, the Bureau of Indian Affairs has agreed to loan the Citizen
Band Potawatomi Indian Tribe of Oklahoma $1,800,000.00 to be
used exclusively for the twenty four lane bowling alley,
restaurant, parking lot and related expenses;

place the land in trust with the United States property;

WHEREAS, Tecumseh has agreed to cooperate with the Potawatomi in
establishing businesses on the land; and
WHEREAS, Tecumseh will provide utilities, namely electricity,
water, sewage and trash pickup, to the tribe on said
land;

THEREFORE, BE IT RESOLVED by the Citizen Band Potawatomi Indian
Tribe of Oklahoma, that the Tribe's cooperation will include:
1. Remitting on or before the tenth (10th) day of each month
to Tecumseh a monthly payment equal to the Tecumseh sales tax (now
in effect or as subsequently amended) on those sales made by the
Citizen Band Potawatomi Indian Tribe of Oklahoma on said land that
would be subject to Tecumseh sales taxes if the land were within
Tecumseh jurisdiction; and
2. Providing Tecumseh with an audit and statement of the
business located on the land on a semi-annual basis beginning on or
before the first day of the seventh month after the tribe begins
operating business on said land and thereafter for each six-month
period.
BE IT FURTHER RESOLVED BY THE CITIZEN BAND POTAWATOMI INDIAN TRIBE
OF OKLAHOMA that the cooperation herein authorized is not a waiver
of jurisdiction nor an acquiescence to any claim by any other
sovereign of jurisdiction over the land, but are purely gratuitous,
revocable acts reflecting the tribe's continuing relationship with
Tecumseh.

of Indian Affairs personnel and Tribal personnel was established by
charter and signed by the Secretary of the Interior on December 20,
1990, and
WHEREAS, the Task Force has worked diligently since 1990 on reorganization
and downsizing of the Bureau of Indian Affairs, and
WHEREAS, most of the principles recommended by the Task Force are being
implemented, and
WHEREAS, through downsizing any government agency there must be physical
restructuring, and
WHEREAS, final determination on physical structure has not been made, and
WHEREAS, the major restructuring of the Bureau of Indian Affairs would be
through elimination, consolidation or relocation of the existing
twelve Area Offices into Regional Centers, and
WHEREAS, anywhere from eight to four Regional Centers have been proposed,
mainly by the Bureau of Indian Affairs, and
WHEREAS, all of the proposed Regional Center concepts have eliminated both
Anadarko and Muskogee Area Offices and excluded Oklahoma City from
consideration, and
WHEREAS, the State of Oklahoma, with the highest Indian population of any
state, not being considered for a Regional Center is absurd, and
WHEREAS, any belief that Oklahoma could better be served by a Regional Center
in either Nashville or Minneapolis is even more absurd.
NOW THEREFORE, BE IT RESOLVED that the Citizen Band Potawatomi Indian Tribe of
Oklahoma strongly opposes the Tribes of Oklahoma having to be served by a
Regional Center in either Nashville or Minneapolis, and
NOW THEREFORE, BE IT FURTHER RESOLVED that the Citizen Band Potawatomi Indian
Tribe of Oklahoma totally supports the creation of an Oklahoma City Regional
Center to serve the Tribes of Oklahoma and other Tribes placed in the Region.

WHEREAS, the proposed legislation does not appear to maintain direct funding
to Native American Programs.

policy of self-determination and self-government as mandated previously by both
the legislative and executive branches of the federal government.

enduring nature for a vastly improved health environment for the direct benefit of
the members of the Citizen Band Potawatomi Indians, and that by this resolution
action hereby direct that all necessary negotiation and execution of an Annual
Funding Agreement and to Government-to-Government Compact of Self-
Governance be accorded highest priority.
BE IT FURTHER RESOLVED, that this Compact of Self-Governance enables the Citizen Band
Potawatomi Indian Tribe of Oklahoma to redesign a health service delivery system which
improves the present system(s) but shall not diminish in any manner or form the benefits
now provided to all the members of the Citizen Band Potawatomi Indian Tribe of
Oklahoma and that by means of this government-to-government compact and a funding
agreement that the Tribe shall be enabled to reallocate funds in accordance with tribal
priorities; to enhance a long-term and a stable financial management environment which
favorably [correction made on original] reflects upon the Tribe and the Indian Health Service, and by this resolution the responsibilities for negotiation and for coordinating the complete preparation for the
compact is now ordered delegated to Roy Taylor, Federal Programs Analyst. Final

WHEREAS, the parties understand and agree that the Integrated Games to be conducted at the
hall under and in connection with the Agreement initially shall be a series of High-
Stakes bingo games to commence at 8:30 P.M. as described in the Games
Parameters provided for in this agreement, and shall thereafter include such other
Integrated Games as may be selected from time to time in accordance with the
terms of the Agreement which are legally conducted under applicable law including
the ACT, and
NOW THEREFORE BE IT RESOLVED: that the Citizen Band Potawatomi Tribe in consideration
of the mutual premises and covenants of the parties contained in this
agreement approves and supports this resolution for the Tribe to enter into an

WHEREAS, the official name of the tribe includes the word ""Oklahoma,"" a
word that refers to a state that came into existence long after
this tribe; the tribe has no official connection to the State
of Oklahoma and is cc composed of members residing in nearly all
the States of the Union; and
WHEREAS, this tribe is the most significant successor to the Potawatomi
Nation and therefore ""Nation” is a more appropriate title than
""Indian Tribe""; and
WHEREAS, the Business Committee, for all of the reasons previously
enumerated, believes the tribe should consider amending Article
1 to change the official name of the tribe to more accurately
describe the tribe as the ""Citizen Potawatomi Nation""’ and
RESOLUTION POTT# 95-81
WHEREAS, Article 3, Section 1, paragraph (g) of the Constitution limits
eligibility to participate in a scholarship program that has
effectively precluded any participation in the scholarship
program; and
WHEREAS, the tribe expressed a strong interest in removing this
eligibility impediment by a vote at the last election; and
WHEREAS, Article 3, Section 1, paragraph (g) refers to ""Judgment Funds”
awarded in “Dockets 14-K, 29-J, 217, 15-M, 29-K and 146” when
the reference should be to Dockets 15-K, 29-J, 217, 15-M, 29-K
and 146; and
WHEREAS, the present Article 3, Section 1, paragraph (g) was approved by
a vote on April 3, 1989, certified by Secretary on May 5,
1989, and effective when ratified by majority vote; and
WHEREAS, the Business Committee, for the reasons previously enumerated,
believes the tribe should amend Article 3, Section 1, paragraph
(g) of the Constitution to eliminate the limitations on the
scholarship program and to correct typographical errors; Now
THEREFORE BE IT RESOLVED by the Business Committee of the Citizen Band
Potawatomi Indian Tribe of Oklahoma that pursuant to the authority of
Article 19 of the Constitution of the Citizen Band Potawatomi Indian Tribe
of Oklahoma the Business Committee proposed the following amendments to
the Constitution:
1. AMENDATORY. Article 1 of the Constitution of the Citizen Band
Potawatomi
Indian Tribe of Oklahoma shall be amended to read as follows:
“
ARTICLE 1- NAME
The official name of this tribe shall be the Citizen Potawatomi Nation.
Hereafter, the official tribal name should be substituted whenever another
name is used for the tribe in this Constitution or in ordinances adopted
under its authority.
2. AMENDATORY. Article 3, Section 1, paragraph (g) of the
Constitution of the Citizen Band Potawatomi Indian Tribe of Oklahoma shall
be amended to read as follows:
(g) Any member who is enrolled after April 3, 1989, who was not
otherwise eligible for enrollment, shall not be eligible to
participate in the prosthetic program, which was developed from
Judgment Funds awarded in Dockets 15-K, 29-J, 217, 15-M, 29-K
and 146.

CITIZEN BAND POTAWATOMI INDIAN TRIBE OF OKLAHOMA
A RESOLUTION AUTHORIZING THE CHAIRMAN OF THE BUSINESS COMMITTEE OF
THE CITIZEN BAND POTAWATOMI INDIAN TRIBE OF OKLAHOMA TO EXECUTE A
POWER OF ATTORNEY IN FAVOR OF THE DISTRICT DIRECTOR (FIELD
OPERATIONS), BUREAU OF ALCOHOL, TOBACCO AND FIREARMS TO COLLECT,
SELL, ASSIGN OR TRANSFER THAT CERTAIN TREASURY NOTE (CUSIP #912827U6,
MATURITY DATE 5-31-2000) AS SECURITY FOR THE FAITHFUL PERFORMANCE OF
OBLIGATIONS ASSUMED PURSUANT TO A BREWERS LICENSE.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally
recognized tribe of American Indians with constitutional authority under
the Indian Reorganization Act of 1934 and the Thomas-Rogers Act of
1936; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma, the largest of the
Potawatomi Indian Tribes, has, through a continuation of Potawatomi
history and organized self government since time immemorial, sovereign
powers inherent in tribal tradition and recognized by treaties with the
United States and in the United States Constitution; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma Constitution and
by-laws provide that the Business Committee of the Tribe shall be granted
the power to act on behalf of the Tribe in all matters except those relating
to claims or treaties with the United States; and
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma desires to obtain
a Brewers License from the Bureau of Alcohol, Tobacco and Firearms.
NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indian Tribe does
hereby authorize the Chairman of the Business Committee to execute a Power of
Attorney to the Bureau of Alcohol, Tobacco and Firearms relating only to that
certain Treasury Note in the amount of $1,000 (CUSIP #912827U26) as security
for the faithful performance of the obligations assumed under the Brewers License.

A RESOLUTION TO SUPPORT THE APPLICATION FROM OKLAHOMANS FOR INDIAN
OPPORTUNITY TO THE ADMINISTRATION FOR NATIVE AMERICANS TO PROVIDE
TRAINING AND TECHNICAL ASSISTANCE SERVICES TO THE TRIBES AND NATIVE
AMERICAN ORGANIZATIONS OF OUR REGION.
WHEREAS, the Citizen Band Potawatomi Indian Tribe of Oklahoma is a federally recognized

NOW THEREFORE BE IT RESOLVED that the Citizen Band Potawatomi Indian Tribe supports the
application from Oklahomans for Indian Opportunity to the Administration for Native
Americans to provide training and technical assistance services to the tribes and Native
American organizations of our region.
NOW THEREFORE BE IT FURTHER RESOLVED that the business committee of the Citizen
Band Potawatomi Indian Tribe of Oklahoma urges ANA to award the T/TA contract for
our region to OIO.
