Call to order: Chairman Barrett called the meeting to order at 11:30 am.
First item of business: Resolution 19-34-ED&C: A resolution approving a loan agreement
between the Citizen Potawatomi Community Development Corporation, the Citizen Potawatomi
Industrial Authority and the Citizen Potawatomi Nation for construction of a manufacturing
facility, infrastructure and a transfer-loading facility. Motion to approve Resolution #19-34-
ED&C was made by Representative Boursaw and seconded by Representative Whistler. The
motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Second item of business: Resolution 19-35-ED&C: A resolution confirming a lease agreement by
and between the Citizen Potawatomi Nation and Pro-Pipe USA, LLC. Motion to approve
Resolution 19-35-ED&C was made by Representative Boursaw and seconded by Representative
Whistler. The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining.
Third item of business: Adjournment: There being no further business before the Legislature,
motion to adjourn was made by Representative Payne and seconded by Representative
Schmidlkofer. The motion passed with 15 in favor, 0 opposed, 1 absent and 0 abstaining. The
meeting adjourned at 7:45am on February 7, 2019.

#19-01-NR-Or-T40 was made by Representative Wesselhöft and seconded by Representative
Barrett. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Fifth item of business: Resolution 19-36-NR: A resolution approving participation in the National
Flood Insurance program and adopting Potawatomi Ordinance 19-01-NR-Or-T40 entitled "Flood
Damage Prevention Ordinance of the Citizen Potawatomi Nation. Motion to table Resolution
#19-36-NR was made by Representative Wesselhöft and seconded by Representative Kraft. The
motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Sixth item of business: Resolution 19-37-LCoE: A resolution enrolling 201 applicants into the
membership of the Citizen Potawatomi Nation. Motion to approve Resolution #19-37-LCoE was
made by Representative Schmidlkofer and seconded by Representative Lambert. The motion

Maintenance program. Motion to approve Resolution #19-40-TC&A was made by Representative

Tenth item of business: Resolution 19-41-TC&A: A resolution supporting the Citizen Potawatomi
Nation's grant application for funding under the Institute of Museum and Library Services' fiscal
year 2019 Accelerating Promising Practices for Small Libraries grant program project. Motion to
approve Resolution #19-41-TC&A was made by Representative Wesselhöft and seconded by

GENERAL COUNCIL MEETING
June 29, 2019
Call to Order: Chairman Barrett called the meeting to order at
7:00 a.m. Roll call included: Chairman John A. Barrett; Vice-Chairman
Linda Capps; Secretary-Treasurer D. Wayne Trousdale
and Representatives David Barrett, Jon Boursaw, Bobbi Bowden,
Dave Carney, Eva Marie Carney, Mark Johnson, Lisa Kraft, Gene
Lambert, Rande Payne, Paul Schmidlkofer, Roy Slavin, Paul
Wesselhoft, and Robert Whistler.
Absent: None.
There was a motion made by Representative Johnson, and
seconded by Representative Payne, to recess and turn the meeting
over to the Election Committee for purposes of balloting. The
motion passed with 16 voting for, 0 opposed, 0 absent and 0
abstaining.
Meeting reconvened at 3:10 p.m. with Chairman Barrett calling the
General Council to order. Chairman Barrett offered a prayer
followed by the presentation of the colors.
Chairman Barrett began the meeting by introducing the
legislators, the members of the tribal court, the Gaming
Commission, the Boxing Commission and the Potawatomi
Leadership Program interns for 2019. He followed with a slide
presentation of the changes that have transpired since the
previous General Council meeting. The Chairman introduced Vice
Chairman Capps and expressed his gratitude for everything she
does for the tribe.

Secretary Trousdale presented the minutes from the previous
General Council meeting held on June 30, 2018. Motion to
approve the minutes as read was made by Brad Peltier and
seconded by Tesia Zientek. The motion passed unanimously.
Vice Chairman Capps announced Taylor Rose as the winner of the
Education Department Art Competition for her painting "People of
the Place of the Fire."
The Tribal Art Competition winners were announced.

Secretary-Treasurer Trousdale presented the financial report for
the Nation. As of September 30, 2018 the Trust Funds were
audited by the firm REDW and had a balance of $16,668,745. The
Community Development Corporation was also audited by REDW
and ended the fiscal year with net assets of $24,100,958 for their
best year ever. The Accounting Department of the Nation was
awarded the Certificate of Achievement for Excellence in Financial
Reporting for the 30th year. He stated that the future of the Nation
looks bright. Secretary-Trousdale concluded the report by
thanking his fellow legislators for their prudent decision-making
and CFO Susan Blair and Assistant CFO Mary Chisholm for their
hard work.
Larry Briggs, president of First National Bank and Trust gave a
brief overview of the history of the bank. All locations are doing
well thanks to the great staff and Board of Directors and it is one
of the largest capitalized banks in the nation. Mr. Briggs
emphasized the culture of the bank and its involvement in the
communities it serves. The 55 full-time employees contributed
over 4550 hours of volunteer service to their communities. He

then thanked council members for allowing him to serve for 25
years as bank president.
Following tribal tradition the wisest, youngest and furthest
traveled tribal member in attendance were honored. Bob Pearl, a
93 year old veteran of WWII, was presented a blanket as the wisest
tribal member; Rosemary Zientek, 4 months, was the youngest;
and Nancy Rogers of Rota, Spain traveled the furthest to attend.
The Chairman then turned the meeting over to the Election
Committee for results of the voting. In District #10 David Barrett
won with 349 votes over Norman Brassfield who received 116
votes. Lisa Kraft carried District #11 with 230 votes to John Tom
Anderson's 170 and Christina Brassfield's 56. Bobbi Bowden won
the District #13 seat with 282 votes over Jay Laughlin with 111
votes and Michael Whistler with 66.
Both Jane Braugh and Nicholas Jones were reconfirmed to their
positions as Supreme Court Justices and the Set Aside budget was
approved 1206 in favor and 80 opposed. All candidates were
• sworn in immediately following the announcement of the election
results.
Adjournment: There being no further business before the
Council, a motion to adjourn was made by Margaret Zientek and
seconded by Rodney Slavin. Meeting adjourned at 4:30p.m.
