First item of business: Minutes from the previous legislative meeting held on December 2, 2021. Motion to approve the minutes as read was
made by Representative Schmidlkofer and seconded by Representative Payne. The motion passed with 16 in favor, 0 opposed, 0 absent and 0
abstaining.
Second item of business: Resolution 22-25-R&G: A resolution approving the rescheduling of the Quarterly Meeting of the Tribal Legislature from
Thursday, February 24, 2022, to Thursday, March 3, 2022. Motion to approve Resolution #22-25-R&G was made by Representative Schmidlkofer and
seconded by Representative Dave Carney. The motion passed with 16 in favor, 0 opposed, 0 absent and 0 abstaining.
Third item of business: Resolution 22-26-J&PS: A resolution confirming the nominees for tribal judicial office subject to
electoral confirmation by the General Council. Motion to approve Resolution #22-26-J&PS was made by Representative Boursaw and

GENERAL COUNCIL MEETING
June 25, 2022
Call to Order: Chairman Barrett called the meeting to order
at 7:00 a.m. Roll call included: Chairman John A. Barrett;
Vice-Chairman Linda Capps; Secretary-Treasurer D. Wayne
Trousdale and Representatives David Barrett, Jon Boursaw,
Bobbi Bowden, Dave Carney, Mark Johnson, Gene Lambert,
Rande Payne, Paul Schmidlkofer, Andrew Walters, Paul
Wesselhoft, and Robert Whistler.
Absent: Representative Eva Marie Carney.
There was a motion made by Representative Walters, and
seconded by Representative Lambert, to recess and turn the
meeting over to the Election Committee for purposes of
balloting. The motion passed with 15 voting for, 0 opposed,
1 absent and 0 abstaining.
Meeting reconvened at 3:15 p.m. with Chairman Barrett
calling the General Council to order followed by a prayer.
Chairman Barrett welcomed all those in attendance and
thanked them for coming. He introduced Vice Chairman
Capps and Secretary-Treasurer Trousdale thanking them for
their professionalism and sharing their knowledge for the
benefit of the Tribe.

He then introduced the members of the Tribal Legislature,
the Tribal Supreme Court Justices, the Tribal District Court
Judges and members of the tribal attorneys' office. The
Chairman expressed his gratitude to the attorney's for all of
the hours they have worked on behalf of the Tribe's new
endeavors.
Chairman Barrett asked Secretary-Treasurer Trousdale to
read the minutes from the previous General Council held on
June 26, 2021, into the record. Motion to approve the
minutes as read was made by Jack Barrett and seconded by
Tim Zientek. The motion passed unanimously.
The Chairman then turned the meeting over to Vice Chairman
Capps for a special presentation to Dr. Kelli Mosteller, the
Director of the CPN Cultural Heritage Center for the past 11
1/2 years. Dr. Mosteller has accepted a position as the Director
of the Native American Studies program at Harvard
University. Vice Chairman Capps presented a framed photo
with eagle feathers and a belt to Dr. Mosteller who received a
standing ovation.
At this time, the Vice Chairman introduced the 2022 class of
Potawatomi Leadership Interns and stated that next year will
be the 20th anniversary of the program and will bring with it
big things and more leaders for the Tribe's future.
She then announced the winners of the art competition.
In the professional category, voted on by the people, Penny
Coates won with "Keeper of our Land".
In the amateur division, photo or painting category, Connie
Kennedy Herron took third place for 'Blackbird in Winter',
while Rachel Winn took second place with 'American Bison'.
The first place winner was Justin Watts for "Woodpecker".
In the amateur division, other category, Carrie Stookey
placed third with 'Jackosets Turtles'. Danny Wood took

second place with 'Covered Wagon' and Dennis G. Buchanan
won first for his CPN Stained Glass piece.
The Vice Chairman also thanked those in attendance for
coming despite the great deterrents of fuel costs and the
heat.
Chairman Barrett introduced the members of the Tribal
Gaming Commission and Boxing Commission. He then asked
Bryan Cain, the President and CEO of First National Bank and
Trust Company, to report on the position of the bank. Mr.
Cain began his remarks with a quote from Proverbs, Chapter
29, "Where there is no vision, the people perish..." He further
stated that in 1989 a little bank located in a trailer was
purchased with a vision. First National Bank has never looked
back rather is always looking to what it could be and could
have in the future. The bank is working on a digital platform
that can be accessed from anywhere. A Tribal Outreach
program is being implemented to offer financial education,
business development assistance and answer financial
questions in an effort to earn tribal member business.
Despite the challenges of CoVid and a hostile interest rate
environment, FNB is in a strong position with a 128% increase
in total assets over 2020 and a 120% increase in deposits
over the same time period. As a precautionary, protective
measure the bank placed $2million in loan loss reserve to
offset any potential downturns. Mr. Cain further stated that
with the acquisition of First State Bank of Oklahoma City,
First National Bank is now the largest tribally owned bank in
the nation and thanked the executive branch, legislators,
Community Development Corporation, accounting
department and attorneys of the Tribe for their foresight,
efforts and support to make the acquisition possible. The
success for First National Bank and Trust is a tribute to the
vision of 1989.
Julie Floyd, marshal of the CPN Election Committee, was
introduced to announce the results of the election.

Election results:
Vice Chairman Linda Capps, Secretary-Treasurer Trousdale,
Representative Gene Lambert, Representative Rande Payne
and Representative Dave Carney all retained their seats with
no opposition. Mark Johnson also retained his position as
representative for District #7 by defeating the challenger,
Browning Nadeau, by a Vote of 80 to 56.
Angela Riley was confirmed to her seat as Chief Justice of the
Supreme Court by a count of 1411 to 68 while Phil Lujan
received 1384 votes in favor versus 93 opposed to his
confirmation as Chief District Judge. The Set Aside budget
was approved 1395 in favor and 63 opposed.
Chief Justice Riley was sworn in to office by Judge Lujan.
Chief Justice Riley then swore Judge Lujan in to office
followed by the swearing in of the Vice Chairman, Secretary-
Treasurer, Representative Lambert, Representative Payne,
Representative Johnson and Representative Dave Carney.
Vice Chairman Capps took a moment to congratulate
Chairman Barrett for being awarded a medallion by the
Oklahoma Supreme Court for his dedication and 37 years of
service and support of the Sovereignty Symposium.
Chairman Barrett presented a brief slide show highlighting
the new projects and construction taking place on tribal
property. He then asked Secretary-Treasurer Trousdale to
present the Financial Report of the Nation.
Secretary-Treasurer Trousdale spoke about the effects of the
pandemic on large businesses like the Citizen Potawatomi
Nation but said tribal employees rose to the top under
pressure and tribal businesses have not only caught up with
but surpassed their pre-pandemic levels.
He followed by presenting the results of the Trust Fund audit
for the year ending September 30, 2021. REDW was engaged

to perform an audit of the CPN Trust Fund investments in
accordance with auditing standards generally accepted in the
United States of America. The original amount transferred
from the Bureau of Indian Affairs to the Nation in 1996 was
$5,495,465. At the end of fiscal year 2021, the net assets of
the trust fund investment was $20,338,041 - an increase of
$680,101 for the audited year. These assets are held in 4
basic categories: 1) cash and cash equivalent of $4,125,189;
2) various fund accounts of $2,418,044; 3) US Treasury and
agency securities of $2749,943; and 4) First National Bank
common stock valued at $11,044,865.
Hogan Taylor was hired to audit the financial statement of
First National Bank for the year ending December 31, 2021
and offered an opinion that the statements present fairly the
financial position of First National Bank. The Secretary-
Treasurer referred to Mr. Cain's presentation for specifics
and thanked Mr. Cain and his team for leading the bank to an
historic year of performance.
REDW also audited the Citizen Potawatomi Community
Development Corporation as of September 30, 2021. The
CDC continues to build upon its strong position with net
assets growing 13.2% to $32,415,280. The Citizen
Potawatomi Nation financial statements for the year ended
September 30, 2021, were audited by REDW also. Certain
funds and financial statements were audited by other
auditors, whose reports were furnished to REDW and their
opinion is based on the report of these other auditors. Based
upon the results of REDWs audit and the reports of the other
auditors, REDW attested that the financial statements are a
fair representation of the Nation as a whole. The Nation's
combined net assets increased by 14.3% over the previous
year to $366.4 million as of September 30, 2021. During that
same time the Nation's expenses for government activities
were $174.4 million, funded by program and other general
revenues. The Nation's business activity revenue exceeded
expenses by $35.9 million. Total liabilities of the Nation were
$361 million with $26.3 million of debt - a reduction of 46%
and an historic low for the Nation. For fiscal year 2021,

actual expenses were $101.8 million less than budgeted
amounts.
Secretary-Treasurer commended the Nation's accounting
department for receiving the certificate of achievement for
excellence in financial reporting from the Government
Finance Officers Association of the United States and Canada
for the 33rd year in a row. Secretary-Treasurer Trousdale
closed by thanking the Nation's CFO and accounting staff for
all the hard work and time spent working with him and for
the Nation. He also thanked the Council for allowing him to
serve as their Secretary-Treasurer for the past 20 years. He
asked prayers for the continued success of the Nation so that
it might continue to help those in need and safeguard the
Nation's sovereignty.
Following tribal tradition, the wisest tribal member, the
youngest tribal member, and the tribal member who traveled
the furthest to attend General Council were honored. Ninetyfive
old John Anderson was honored as the wisest tribal
member while the honor of youngest tribal member in
attendance was shared by Timo Schulte and Merritt Andrew
